In 1913 and 1914, A. Mitchell Innes published a pair of articles that stand as two of the best pieces written in the twentieth century on the nature of money. Only recently rediscovered, these articles are reprinted and analyzed here for the first time. In addition, five new contributions analyze and extend the approach of Innes in a number of directions by including historical, anthropological, sociological, archeological, and economic analyses of the nature of money.
The original articles by Innes contained two quite different approaches to money – what might be called the credit approach (later developed in a much less satisfactory manner by J.A. Schumpeter) and the state money approach (also called Chartalist and adopted by J.M. Keynes and by G.F. Knapp). This volume shows how the credit and state money approaches can be integrated to shed light on the origins of money, but more importantly, how they can be used to understand the way the modern money system operates. 日本に限らないが、MMTはリーマンショック後の経済政策論争の中で知られるようになっていった。そのため、
好意的な側からも、批判的な側からも、
実際の内容については紹介されることはなく、ただ「国債残高がいくら多くなっても構わないと主張している
エキセントリックなグループ」程度の理解しか進まなかった。実際には貨幣史、経済史、社会哲学、社会学等々にまたがる
広範な背景を持った理論なのだが、少なくとも日本では、そうした側面についてはまったく知られていないように思う。
本書は、MMTの思想的起源の一つともいえるMitchell=Innes の、1913年に発表された貨幣に関する2本の論文と、
現代のMMTの指導者層による貨幣の起源・発展史に関する論文を集めたものである。Innes の論文は発表当時、
かなりの論争を引き起こした。たとえばケインズも『貨幣論』の中ではその名を引用している。しかしその後、
文献史からも全く姿を消した「忘れられた思想家」の一人となってしまった。それはあまりにも、今日の常識からすると
受入れ難く、理解しがたい思想だったからであろう。当初の貨幣はトークンに過ぎなかった、ということ。
鋳貨の素材の価値は、鋳貨の価値とはほとんど何の関係もなかったこと。
ヨーロッパ中で数百にも及ぶ発行者や価値を異にした、表面に金額を記されていない
コインが流通しており、それゆえコインの所有者たちはいったい自分がいくらのコインを持っているのかさえ
理解できなかったこと。鋳貨の価値は国王の一声で変わったこと。貨幣納税とは、
国王の私的トークンとして発行された貨幣を回収するプロセスに過ぎなかったこと。こうした事実は、
今日われわれには理解しがたい。それ故、貨幣の通史を眺めるとき、こうした事実は
捨象され、時にはご都合主義的にゆがめられ、今日の貨幣観に合うように
作り変えられてきた。Innes はむしろ史実に沿って解釈を進め、
貨幣の起源を権力者によって定められた数字と見なし、貨幣に価値を与えるものは租税だと断じる。
しかしながら、その説明は散漫で曖昧であり、要領を得ず、必ずしも説得力のあるものではない。
Innes の2本の論文に続く現代MMTerたちの論文は、Innes に手厳しい。
特にIngham はInnes の理論が、貨幣一般と資本制経済のもとでの貨幣の「種差性」を見落としたということを
徹底的に批判する。Hudson は、Innes は、主流派経済学の物々交換史観をトークン史観という別の
神話に置き換えただけだとまで言う。Harvey も同様に、Innes が現代の思考パターンを
古代にまで拡張してあてはめている非歴史性を批判する。しかしながら、
こうした手厳しい批判の一方で、MMTer が共通して評価するInnes の功績とは、
貨幣が、交換を容易にするための物的な資産価値など有していないこと、
現代貨幣とは、分業や宗教、国家、階級とともに発生した貢納や支配のための「数字」が
国王や宗教家たちが発行するトークンや、銀行の発行する負債である
銀行為替手形、さらには預金と結びついたことによって、成立していることを
明確に論じたことである。結局のところ、貨幣とは人間関係・社会関係なのである。
個々の立論は甘く曖昧で誤謬も含んでいるとしても、
ここに描き出されたアウトラインこそ、今後の経済学の発展の
中心に据えられるべきなのである。
すなわち、貨幣とは自立した諸個人の交換行為によって
生まれるような性質のものではない。貨幣にはもともと物的な「価値」など
ないのだから、その交換比率がこうした資産の「価値」によって決まるなどということは
あり得ず、社会関係こそが、その交換比率(そして分配関係)を決すること、
こうした理解へと進むことが必要なのである。
そういう意味で、MMTを、狭い政策論争という枠の中でしか考えていなかった人たちには、
Innes の論文はともかく、それに続く諸論文には
ぜひ目を通してほしいものである。(少なくとも、ご丁寧に
MMTの主張を全部ひっくり返して紹介したうえで
「ブードゥー経済学」などといっている人には騙されないようにしてほしいものである。)
