Abstract
This chapter introduces the main themes of the book, centred on sustainability. It gives a brief summary of the modern environmental movement from the publication of Rachel Carson’s Silent Spring in 1962. It also briefly touches on the history of neoliberalism as both a reaction to the Keynesian Revolution in economics and the environmental movement. In essence, we argue that world leaders have largely ignored the consistent warnings from scientists and ecological economists on the existential perils of unrelenting growth, especially since the early 1970s. However, we acknowledge a growing chorus of new authoritative voices that are calling for significant and urgent change along the lines of the United Nations Sustainable Development Goals, a global Green New Deal or Just Transition. While welcome, we argue all such prescriptions for ‘sustainability’ will ultimately fail without a recognition of the limits to growth and other key features of sustainability, usually derived from ecological economics. We further argue that the recent emergence of modern monetary theory (a much-improved macroeconomics) provides important insights that complement ecological economics, producing a powerful new economics to guide humanity away from imminent danger towards vastly expanded wellbeing. This book explores the subject of ecological, economic and social sustainability – or simply sustainability. Sustainability tends to be a motherhood term, in that no sensible person could be against it, but it remains imprecise for most people and therefore easy to use and abuse as the occasion demands. Like words such as ‘freedom’ and ‘democracy’, in the hands of the skilled rhetorician, it is particularly useful as it has a positive cachet but no real accountability attached to it. We define what we mean by sustainability in this book’s glossary: we essentially mean limiting humanity’s use or demands of the planet’s physical endowments to the planet’s inherent biocapacity (Earth’s sustainable resource supplies). Within such limits, humankind can comfortably focus on organising itself and its activities to maximise wellbeing. Should both be successfully accomplished, sustainable development is achieved. Overshooting the planet’s biocapacity, if not corrected in time, leads to collapse. As a species, we are presently not living within the planet’s biocapacity. We are not even close, needing about 1.6 Earths to sustain production-consumption, when we have only one Earth (Global Footprint Network 2021 ; Dasgupta Review 2021 , p1). 1 Indeed, after some 60 years of warnings, we are still rapidly heading in the wrong direction, seemingly willing to run the most dangerous experiment ever devised, with no plan B. In the words of the United Nations Environment Programme (UNEP Report 2021 ), we have been “waging a war on nature”, such that we are now in a “planetary emergency” with a “need for a clear break with current trends”. Another way to understand sustainability is to acknowledge that humanity must live off the planet’s ‘income’ and not its capital. We destroy the planet’s capital when we consume resources faster than they can be replaced by nature, meaning that there is even less income (and capital) to live off in the future; while there is decreasing capacity for the planet to absorb wastes. This leads to three principles of ecological sustainability:
1. Renewable resources: extract them no faster than they can regenerate.
2. Non-renewable resources: extract them no faster than we can cultivate (substitute) renewable resources to replace depleted non-renewables (therefore keeping the total amount of natural capital intact).
3. Waste: generate waste no faster than the ecosphere can safely assimilate it (Lawn 2018 ).
