MMT or Modern Monetary Theory is an approach to economic management developed since the 1990s by Professor Bill Mitchell, alongside American academics like Professor Randall Wray, Stephanie Kelton, and investment bankers and fund managers like Warren Mosler.

It builds on the ideas of a previous generation of economists, such as Hyman Minsky, Wynne Godley and Abba Lerner, whose interpretation of the work of the famous economist J.M.Keynes was very different from that which became dominant by the 1980s.

There are three core statements at the heart of modern monetary theory.
1) Monetary sovereign governments face no purely financial budget constraints.
2) All economies, and all governments, face real and ecological limits relating to what can be produced and consumed.
3) The government’s financial deficit is everybody else’s financial surplus.

“Deficits do matter, but not the way we’ve been taught to believe. We’ve been told that China is our banker and that Social Security and Medicare are pushing us into crisis. We’re told the U.S. could end up like Greece and that deficits will burden future generations. These are all myths.

Deficits can be used for good or evil. They can enrich a small segment of the population, driving income and wealth inequality to new heights, while leaving millions behind. They can fund unjust wars that destabilise the world and cost millions their lives. Or they can be used to sustain life and build a more just economy that works for the many and not just the few.“

Everywhere you look there are opportunities to connect the untapped potential of people with the unmet needs of the community.

A federally funded Job Guarantee is an essential part of a Green New Deal. The Job Guarantee returns Australia to full employment, giving everyone who wants it, access to meaningful, sustainable, fairly paid work. It also provides some – but not all – of the massive scale of effort we will need to combat climate change in the near future.

A Job Guarantee is:

1) Federally funded
2) Meeting local needs
3) Available to all
4) Compulsory for none
5) Not for profit
6) Stabilises the economy (shrinks in an upturn, grows in a downturn)
7) Bottom-up fiscal policy
8) Sets the effective minimum wage = an end to exploitative jobs and wage theft
9) Does not replace public service or private sector jobs
10) Nurtures and empowers participants
11) A nation-wide policy designed to be permanent
12) Carbon negative: sustains our natural world by emphasising jobs in environmental repair and renewables

Potential Job Guarantee Roles

Many practical examples of potential job guarantee positions are listed below. Job guarantee positions should be entry level jobs, where prior skills and experience are not required. There should be on-the-job training and high quality team leaders to provide supervision. Job guarantee positions can form part of the workforce for projects where skilled expertise is also needed.

The practical examples below don’t cover the full range of possible projects in each area; they can all be expanded. The projects would be implemented in each region/district/neighbourhood according to local consultation and needs assessment.

Many of these projects are already being done in some areas. This is good because the knowledge and experience in how to make them work is already available. The challenge is to scale up for widespread implementation.

The scheme as a whole also needs a central recruitment and placement system, local management and coordination, training for workers and a structure for longer term progression for participants (into other roles, further education, private sector employment, etc.)

A central knowledge sharing and evaluation system would add value to the whole program.

Some of the proposed work is currently being done by volunteers; see our separate paper on the relationship between volunteers and a National Job Guarantee.

Environmental Projects

Urban tree planting. Trees clean the air, cool temperatures and improve water quality and runoff. Projects should include care of the trees for a number of years to ensure they survive. One-off tree planting projects without maintenance are useless.

Removing weeds and invasive plants is very important for maintaining our unique Australian biodiversity heritage, and habitat for endangered species.

Community Gardens and Urban Farms engage local communities, provide healthy food to low income people, and teach gardening, food growing and cooking skills for children and adults.

Wetland Development – wetlands control floods, purify water and provide habitat for birds and animals, as well as being calming and interesting places for people to visit.

Park Maintenance and Renewal, including walking trails, BBQ areas, seating, trees, skate parks, bicycle tracks, etc.

Building Local Fisheries, maintaining fish nursery areas, artificial reef building

Recycling – local sorting, re-use and recycling to greatly improve waste management. Also “urban mining” of landfill sites.

Carbon Farming, revegetation to take carbon out of the atmosphere and improve soil quality.

Disaster Prevention and Preparation

Coastal Engineering, including building and maintaining seawalls, coastal vegetation reclamation, to prevent storm and surge damage and prepare for sea level rise.

Bushfire recovery – this is an urgent national priority, which is being funded, though it will be a big challenge to see that this is spent properly and according to the evidence. Additional Job Guarantee workers could assist households in rural areas that lack physical and financial capability with clearing and fire infrastructure.

Community Infrastructure

Public and Affordable Housing, from supporting small scale housing co-ops, to large scale developments.

Co-working Spaces, providing infrastructure and community for small businesses and start-ups.

Community Arts Projects including mural painting, community theatre groups, community choirs and music groups, art classes.

Community Skills Projects

Sharing Economy Projects – organising structures to share a wide range of things such as tools, garden produce, car-pooling etc.

Libraries and Community Centres – expanding and upgrading these facilities to increase group spaces, computer facilities, and learning areas.

Vacant blocks need workers to clean up, create gardens and plant trees.

Playgrounds – refurbishing existing and establishing new playgrounds.

Building restoration of historical and significant sites, as well as community infrastructure.

Bicycle paths and other infrastructure to support cycling.

People Centred Care and Development

School and Teaching Assistants – increased help for teachers so students can have individual attention where needed, and schools can provide quality after school care and other services.

Elder Care in the Community – everything needed to keep people out of residential aged care for as long as possible.

Offender Rehabilitation – services for former prison inmates are presently grossly inadequate, resulting in a lot of unnecessary re-offending.

Skills Projects – people with skills could teach a wide range of subjects, e.g. home maintenance, gardening, cooking, sewing, recycling, languages, and anything for which there are enough people in the local community to arrange classes.

Family Support Workers and Mentors to assist families who are struggling with a range of problems, such as housing, parenting, financial issues etc

Counselling Services – affordable and available counselling can prevent mental illness and suicides and help people cope better with crises.

Mental Health Services – better support for those with chronic mental illness, especially housing, physical health and meaningful work, prevents hospital admissions and suicides.

Green Energy Infrastructure

Solar Power Projects ranging from small rooftop installations, to medium-sized farms on commercial buildings, to large-scale farms in rural areas.

Home Energy Efficiency – upgrading insulation, appliances, hot water systems.

Battery Storage Projects ranging from small household, to medium commercial, to very large statewide projects.

Where does money really come from?

Money does NOT come from:

A big pile of gold (we left the gold standard

during the Great Depression; this is not a coincidence)

Exports (exports $195 billion, imports $187 billion)

Government borrowing (More on this

shortly)

Your taxes (first the government issues

the money, then it taxes some of it back)

Money is made by the Federal Government

As the economy grows, the Federal Government issues more money

Someone at the Reserve Bank hard at work making more money.

A few strokes on the keyboard and the money is made and sent into bank accounts.

Australia has an Independent Fiat Currency

The Australian Government has currency sovereignty

Our dollar is not backed by a commodity

It floats, so it is not tied to any other currencies

We do not use other currencies domestically

The Federal Government is NOT like a Household; it issues Australian Dollars

Everyone else IS like a household:

State government

Local government

Companies

Organisations

Families

Individuals

We all have to get money by working, trading, inheriting or getting a government grant, but the Federal Government does not, it is the source of the money

Busting Myths about the Federal “Deficit”

The money the government creates does not have to be “paid back”

The government cannot default on its payments

We are not burdening future generations with present spending

There is enough money to create a sustainable future

But didn’t Australia borrow a lot of money? (which we will have to pay back for ages?)

Actually NO, and here’s why not:

Firstly, the Australian Government has almost no debts in foreign currency

The Australian Government lets organisations like banks and superannuation funds to buy BONDS. When the bonds mature the money is returned to the bond holders with interest, in Australian dollars. And where do those dollars come from? Oh yes, I remember …

The Reserve Bank also buys Bonds directly and has bought about 1/3 of total “debt” back.

If it’s not a Deficit, what is it then????

Total amount of money spent by the Federal Government per year = Gross Money Supply

Take away the amount collected in taxes and other payments

The difference is the Nett Money Supply

So Where’s the Catch?

Our currency will be worthless!!!!

What really causes inflation?

Too much money chasing too few goods and services

Here’s the secret:

Only spend money on goods and services that are actually available

The real limits to spending are the RESOURCES that we have, ie

The people

The physical materials

The natural environment

Our knowledge and skills

What really causes hyper-inflation?

Hyper-inflation is initially caused by

Resource shortages AND an incompetent government response,

Next it is made worse by printing too much money.

It is not an inevitable consequence of tough times.

Case studies:

Zimbabwe 2007-08

Venezuela 2016-19

Weimar Germany 1921-23

Government spending does not necessarily cause inflation

Here is a recent real world example:

Amount of government spending on Coronavirus Stimulus Packages has been at least $507 billion (and counting!)

In the last 12 months inflation was 0.7%.

We do have to live within our means, but we’ve been looking at the WRONG MEANS

Money is not the limitation; it is the amount of RESOURCES we have available

We can always make more money, but we must do this responsibly, ie within the limits of our resources

Now let’s have a Test!

Which of these possible government policies might cause prices to rise (hence contribute to inflation) and which are unlikely to do so?

Employing unemployed people to do community care work

Giving first home buyers larger grants to help them get into the property market

The federal government announces it will employ 5,000 extra psychologists in the next 6 months to deal with the COVID mental health crisis

Giving grants to farmers to improve soil and native vegetation cover on their land

Giving stipends to artists and musicians, so they can spend more time being creative

Got most of these right? Congratulations: you are now an expert on the Macroeconomic Impact of Federal Government policies.

Why do we have taxes then?

To control inflation

To reduce inequality

To nudge behaviour

To keep Australian dollars as our main medium of exchange

The National Job Guarantee

For sustainable prosperity, we need Full Employment. We propose a jobs program that is:

Federally funded

Nationwide

Available to all who want to work

Not compulsory

Meets local needs

Permanent

Why we need a National Job Guarantee

Eliminates the poverty, misery and despair of long-term unemployment

People can choose Job Guarantee work instead of insecure, underpaid work elsewhere

Stimulates the economy +++++

Stablilises the economy; smooths out booms and busts

Enables essential environmental and community work to be done that is not profitable in the private sector

How would a National Job Guarantee work?

State and local governments work out what their needs are

Job opportunities submitted to the federal government via a regional “Job Bank”

Jobs funded federally at minimum wage level

Part-time is available on request

Training and work experience system runs in parallel for those who want to move to other work

The jobs are real, permanent and meaningful work with the usual entitlements

Why do we need a Job Guarantee when we have low unemployment and labour shortages?

In a recession, many people will take up Job Guarantee positions instead of being unemployed. They learn skills and keep their networks.

When the economy picks up, they are ready to move back to public and private sector jobs, so the labour shortage is reduced.

The Job Guarantee also brings in the long-term unemployed, who are left in poverty even in a time of low unemployment.

The Job Guarantee continues to set the standard for pay and conditions. If a business relies on exploiting people, then they will still find it hard.
