Japan has run high deficits and growing debt um not because it's following MMT uh policy prescriptions. In fact we would argue that they're doing the opposite of what MMT recommends. They are too concerned about deficits and debt. And ironically that is why their deficits and debt are big if they would pay less attention to the budgetary outcome and pay more attention to functional finance their deficits would actually be smaller.
 
Still, the japanese experience does validate the core MMT arguments concerning sovereign deficits and debt by demonstrating orthodoxy is wrong.
 ・Deficits do not lead to inflation.
 ・Bond markets bond Vigilantes cannot force default on government debt.
 ・Bond yields are largely determined by central bank policy not by markets.

 日本は高水準な財政赤字と政府債務を持続してきました。それはMMTの政策提言を踏襲しているからではない。実は日本はMMTの提言とは逆のことをやっています。日本はあまりにも赤字、そして債務、を懸念している。しすぎている。だからこそ皮肉にも、これだけ高水準の赤字と債務、を発生しているわけです。もし財政収支ではなくて、そして機能的財政に目を向ければ、もっと赤字は小さくなるはずなのです。
 でも、日本の経験というのは、MMTの主権国家の財政赤字とそして負債に関する、そのいろいろな主張と言うのを裏付けています。つまり、
・赤字は必ずしもインフレにはつながらない。
・国債、債券市場、は政府債務に対して債務不履行を強制できない。そして
・国債金利、あるいは利回りというのは主に中銀政策によって決定されるものであり、市場が決定するものではない
という、この三つです。

  Let me just uh give a little data. I will go through these um quickly but you can take a look at my papers if you want to go through them in more detail. but here is Japan and you can see on the blue line that the debt ratio has been growing substantially from 50 percent of GDP to 250 of GDP. 
 so certainly the debt ratio is growing now. Orthodoxy says that's going to be inflationary the orange line shows japanese inflation and obviously it is not pushing up inflation japan is right about as zero inflation it is not pushing up interest rates. You can see interest rates the gray line actually have gone down substantially. And they are approximately zero so this is a this shows orthodoxy's views of what happens when you have big deficits in debt is just wrong.

 あとはグラフをご説明したいと思います。もうちょっと詳しく知りたい方は私の論文を読んでください。これが日本の状況です。まず青の線、これは政府総負債のGDP比が大きく伸びています。GDPの50%であったのが、今はGDPの250%まで増加しました。
 つまり、負債比、債務比は増えています。で、正統派経済学ですとこれはインフレにつながるはずです。ところがオレンジの日本のインフレを示していて、明らかにインフレは上昇していません。日本はだいたいゼロインフレぐらいです。また、金利も押し上げていません。金利、これは灰色の線ですけれども、これは実際下がっています。それも大きく下がっています。今はだいたい日本の金利はゼロぐらいの水準です。つまりここでわかるのは。正統派経済学者の大きな政府債務、それから赤字の経過というのは間違っているということです。

  and um so i will be talking about what mmt can do to help us deal with the covet crisis.

 私のお話ですけれども、この現代貨幣理論がいったい何ができるのか、つまりこの新型コロナの環境下で一体どんなことができるのかということをお話していきたいと思います。

but i also want to emphasize that we are in the age of multiple pandemics it is not just coven 19 it's very likely that we're going to have more covet crises in the future and at the same time we have a variety of other pandemics i won't go through a list of all the challenges facing us i would just note that president obama new president of biden i just two days ago mentioned pretty much the same thing that we face multiple challenges perhaps the greatest challenges that humans have faced since the beginning of civilization.

 また、もう一つ強調したいのが、我々はいくつかのパンデミックに見舞われている時代なのだということなのです。新型コロナだけではありません。おそらくこのようなコロナ、あるいは新しいパンデミックというのがあると思います。それ以外にも様々なパンデミックというのが起こり得ます。私たちが直面している様々な課題というのが、すべて話はしませんけれども、バイデン新大統領が二日前に就任されました(が)、かなり同じようなことをおっしゃっていました。いくつかの課題があるのだということを新大統領もおっしゃっていました。

um it's a little bit humorous that one year ago mmt was in the news and most policymakers central bankers finance ministers around the world came out and said mmt is crazy talk we would never follow mmt and then suddenly as the pandemic spread around the world the claim was oh we're going to adopt mmt now because mmt has found a new way to finance our response to the covet crisis we're going to have central banks just print up helicopter money and drop it into the economy and so in a sense we're all doing mmt now okay but the policy makers warned mmt is only something we will use in a crisis it's very dangerous it could cause high inflation it could turn our nations into the new zimbabwes with hyperinflation but the mmt proponents object that first as i was just saying covet is not our only crisis we're in the age of multiple permanent pandemics the crisis will not end second mmt actually says there's only one way modern governments spend modern governments make all payments and receive all payments through their central banks there's no other way for modern governments to spend central banks allow the government to spend by crediting private bank reserves and those banks then credit the deposits of the recipients of government spending this is a description of reality whether we're in a crisis or not in a crisis this is the way the government spends it's not a policy recommendation and this has implications for dealing with the crisis but we want to emphasize mmt did not find a new way to finance the response we just describe the policy space that is available to governments that issue their own currencies really.

 少し愉快なのは一年前、MMTと言うのがニュースに上りました。そしてほとんどの政策立案者、そしてまた中央銀行、そしてまた金融関係者、が言っていたのは「MMTというのは非常にクレイジーな主張で決してMMTに従うべきではない」と言うことを言っていたのですけれども、世界中に新型コロナが蔓延したため、この主張として変わってきているわけです。MMTをここで採用しようということになってきているわけです。新しい方法で、MMTは、我々、この新型コロナへ対応ができる、と。
 中央銀行が単にヘリコプターマネーをどんどんと発行する。そして経済を回すだけでなく、それに頼らなくてもいいのだということを言い始めて、もうみんなMMTをじゃあ推奨していこうというわけです。

 しかし、もう一つ、「我々がMMTを使うのは危機時だけだ」ということも言っています。非常にやっぱり危険で、高いインフレ率につながり得る、と。
 そしてそうするとハイパーインフレというまさにジンバブエと同じような状況になってしまう、と。

 しかしMMTの推進論者というのはそれに反対意見を述べています。

 まず最初、さっきおはなししましたけれども、我々が直面している危機というのはcovidだけではありません。複数のそして持続的なパンデミック、様々な危機に直面しています。危機は終わりません。
 そして二つ目として、MMTが実際に推奨しているのは、この現代の政府支出の方法は一つだと、現代の政府はとにかくその中央銀行を通じて、買い入れ(?)をするということなのです。
 それ以外に支出はないと言っています。中央銀行によって政府は民間銀行に対して与信をすることができます。
 そしてさらには、民間銀行は政府支出を受益者に対して与信するわけです。これは現実を話しているだけです。危機であろうがなかろうが、現実のお話です。
 つまりこのような形で政府は支出をするわけです。決して政策提言ではありません。そしてこれには、やはりいろいろなことが示唆されます。こういった危機に対応しなきゃいけない、しかしMMTは決して新しい方法でファイナンシングをするものではない、と。
 我々はこういったところに、政府、政策のスペースがあるのだということを私たちとしては提言しているだけなわけです。

 what we're doing is providing a different way of looking at government finance the orthodox view neoclassical economics was mentioned earlier in the introduction so it's based on the neoclassical approach to economics is the government's first tax and then spend governments need tax revenue before they can spend now it might be okay to borrow especially if you're in a recession and government needs to provide some fiscal stimulus but borrowing is dangerous because it comes with several potential problems uh and some of this is a little bit technical if you're not an economist it's not that important that you understand this but the first condition is that you need an economic growth rate above the interest rate at which the government issues debt or potentially you can get into a debt trap where the interest payments on the debt are growing and growing and growing much faster than the economy is growing and that can lead to a forced default on debt second problem is the government spending tends to slow the growth rate and increase the interest rate which makes it much more likely that the growth rate will fall below the interest rate so this is uh potentially a problem of sustainability third uh running up debt burdens our grandchildren because they're going to have to pay back the government debt that we're running up now in order to spend beyond taxing so the long-term result of government borrowing is secular stagnation permanently lower growth rates finally it's recognized that governments can print up money to finance spending but that's the most dangerous of of all because that is what causes inflation and possibly pushes us into a hyper inflation position okay now the this is what is taught in the textbooks but once in a while we hear orthodox economists uh appear apparently recognizing that um this really isn't true paul samuelson gave an interview to mark blaug and you can find this online 1974. i'm not going to read the long quote here i'm just going to summarize what samuelson says in that video paul samuelson was the writer of the the most used economics textbook of um well my parents generation uh perhaps your grandparents generation in the west anyway uh in this interview samus says can you keep a secret the necessity of balancing the budget is really just like that old-time religion it's what we tell the politicians and the population to scare them into behaving themselves and not asking for the government to spend too much or more recently two chairmen of the united states federal reserve i also were caught telling the truth uh ben bernanke when he was chairman of the fed and had had uh the central bank and purchased purchased trillions of dollars of government debt and private debt he was asked are you using taxpayers money to pay for that and he said no no no no we just use computer keystrokes to mark up the size of the account the way that we spend is just pushing keys on the computer greenspan when he was chairman of the fed was asked is the united states government going to run out of money to make payments on social security which is our system for retired people and green span said no the united states can pay any debt it has because we can always print money to do that so there's zero probability of default on government debt.

 我々が今やっていることと言うのはいろいろな方法で今のこの政府の財政をみております。いわゆる正統派の見解としては、いわゆるネオクラシカルなエコノミクスが言っているのは、新古典派ということになると思います。
 まず最初、政府は税金を取って、つまり政府には税収が必要だと、税収がなければ支出はできないという風に言っています。もちろん、特に不況期には借入もいいでしょう。政府としてもやはり景気刺激あるいは財政刺激が必要です。しかし借入と言うのは非常に危険です。なぜかというと、いくつかの問題が起こりえるからです。
 少し技術的な話になっているかもしれませんが、エコノミストでなければそんなにこれを理解する必要はないと思います。

 まず最初の条件として必ず、その名目成長率、成長率が金利を上回ってなくてはいけません。つまり、国債を発行する、その国債金利を上回ってなければいけません。
 あるいはですね、例えば金利の支払い、債務に対する金利支払いというのがどんどんと増えていって、実は、この、経済の成長を上回ってしまう。そうすると、言ってみれば債務不履行、デフォルトと言うことになるわけです。
 二つ目の問題として、政府の支出というのは成長率をおさえます(?)さらには金利を上げうるのです。この成長率というのは落ちて、そして金利があがるということになりえます。
 ですので、これは、もしかしたら持続性という意味において問題になりえるかもしれません。
 三つ目としてこの赤字を出すということによって、つまり孫の世代に負担が増えるわけです。最終的に今私たちが出している赤字の債務を払うのは孫だということで負担が後世に引き継がれてしまうわけです。
 ということで借入によって、最終的には長期不況になり、そして成長率が非常に鈍化するということになります。
 そして最後に、もちろん貨幣発行をすることはできます。それでファイナンシングをする。そして支出をするということはできますけれども、この中で一番危険なのはこのアイデアです。これによって、非常にハイパーインフレという状況になりえるからです。

 これは教科書で教えられている話です。しかし、そういったいわゆるこれまでの古典派のエコノミストが言っているのは、明確に、これはでも実は、真実ではない。
 ポール・サミュエルソンは、マーク・ブローグの74年のインタビュー、この引用を読み上げることはしませんけれども、皆さんインターネットで見ることができます。ビデオを見ていただきますと、ポール・サミュエルソンというのは、著者で、もっとも使われているいわゆる経済学の教科書を書いた、したためた方です。私の親の世代が読んでいた、皆さんのおじいさん、おばあさんの世代が読んでいた教科書を書いた人なのですけれども。*
 あの、秘密を守れると、この、財政を均衡させるというのは、実は古い時代の迷信なのだと、つまり政治家、さらには国民を、少し脅かして、そしてちゃんと規律正しく行動させるようにすると。
 そして、あまりその政府にそんなに支出を別にお願いしないようにするということ。
 そしてまた、FRBの議長、2人はこのように言っています。バーナンキ議長がFEDの議長を務めていらっしゃったときに、中央銀行のプロジ(?)としてはとにかく、債務を何十億として実際にはこの税金をつかってそれを払うのですかと聞かれたら、「いえ、違う」と「とにかくコンピューターに打ち込んで、実は口座の拡張をすればいいんだ、と。振り替えをすればいいだけなんだ。」というふうに彼は答えたのです。
 つまりコンピューターにそれを入力して、その口座の残高を上げればいいのだ、というふうに言っています。

 グリーンスパン議長は、アメリカの政府は支払いをする。つまり社会保障費、我々のシステムとして、例えば引退をした人たちのための保障費なのですけれども、「そのために我々ははらうのですか?」といったら、「いえいえいえ、私たちは常に、お金を持ってるわけだから、我々、その、政府債務に対する債務不履行の可能性はゼロなのだ」というふうにグリーンスパン氏は言っています。

PAUL SAMUELSON ON DEFICIT MYTHS - New Economic Perspectives -Wray

The reaction to our post on the nine myths also reminded me of an interview Nobel winner Paul Samuelson gave to Mark Blaug (in his film on Keynes, “John Maynard Keynes: Life/Ideas/Legacy 1995”). There Samuelson said:

“I think there is an element of truth in the view that the superstition that the budget must be balanced at all times [is necessary]. Once it is debunked [that] takes away one of the bulwarks that every society must have against expenditure out of control. There must be discipline in the allocation of resources or you will have anarchistic chaos and inefficiency. And one of the functions of old fashioned religion was to scare people by sometimes what might be regarded as myths into behaving in a way that the long-run civilized life requires. We have taken away a belief in the intrinsic necessity of balancing the budget if not in every year, [then] in every short period of time. If Prime Minister Gladstone came back to life he would say “uh, oh what you have done” and James Buchanan argues in those terms. I have to say that I see merit in that view.”

okay let me move to the mmt view on these so it's a completely different perspective we argue that you have to spend first then tax so it's not tax and spend it's spend then tax and we argue that that has always been the case for governments that issue their own currencies and so i give the analogy of the magician and the rabbit in the hat we go to the magician's show and we pretend that we're surprised when the magician could pull a rabbit out of the hat now we know of course the magician put the rabbit in the hat before he started the show you can't pull rabbits out of hats unless you put them in we argue that the same is true for tax payments when central banks finance government spending they credit bank reserves when taxes are paid those reserves are debited so what we're arguing is that since the only source of reserves is treasury spending central bank purchases of assets or central bank lending all the reserves have to come from the government before the taxes can be paid you have to put the reserve rabbits in the hat before you can pull them out and this sounds controversial but many of you who took principles of economics learned the injections and leakages approach those derived from the work of john maynard keynes in which it's argued that injections of income have to be put into the economy before they can leak out of the economy injections create income that can then finance leakages the most famous example in the textbooks is investment i use an i here has to come before saving s investment increases income through the multiplier for those who had principles of economics you know what i'm talking about and the savings rise as income rises generated by the increase of investment until the two are equal the same is true for government spending and taxes the relationship is exactly the same government spending is the injection g that increases income that can be taxed t.

so government spending precedes tax payments government spending takes only one form as i was saying the congress or the parliament depending on which country authorizes spending the treasury cuts checks they issue checks or increasingly they make electronic payments the central bank clears them by crediting reserves to the private banks and this is the way all spending occurs whether the budget at the end of the year is in balance is in surplus or is in deficit in fact we will not know if the government has been deficit spending until we get to the end of the year so my point is that the procedures that are used to finance spending do not matter on the budgetary outcome which will only be known later at the end of the year when we do the accounting uh furthermore.

 政府の支出というのはたった一つの形態しかとりえません。これは先ほど言いました。まず議会、国会、がその歳出権限を与える。そして財務省が小切手を切る。あるいは、最近は電子的な決済をするのでしょうけれども、小切手を切るわけではない。そして中央銀行が民間銀行に準備を与信することで換金決済をする、と。小切手の決済をするわけです。これがすべての支出の形態です。そして、年度が終わったときに財政収支が黒字か、あるいは均衡しているか、赤字であれ、この支出形態は変わりません。実際、政府が赤字を出しているかというのは年末にならなければわからないわけです。

it is not money that causes inflation now milton friedman and the monetarist uh spent decades trying to convince us that money causes inflation okay and this is not correct however too much spending can cause inflation however it doesn't matter who is doing the spending uh as my colleague stephanie kelton always put it cash registers do not discriminate too much spending by the government or by the private sector can cause inflation keynes in his 1936 book argued that what he called true inflation only occurs beyond full employment and if you're beyond full employment then to fight inflation you need to reduce spending or raise taxes however much of our inflation occurs before full employment he called this semi-inflation it's not caused by too much demand it can be caused by bottlenecks it can be caused by pricing power of monopolist and oligopolis it could be caused by strong labor means okay but he argued that it's doubtful that austerity that is cutting spending and trying to reduce our demand is the right way to tackle this and just as an example when opec quadrupled the price of oil in the early 1970s that would be a case of what keynes is calling semi-inflation oil prices go up that starts to push up by the prices the u.s fought that with austerity and keynes would say that was the wrong approach what did japan do instead japan increased its energy efficiency so japan became twice as energy efficient as the united states in order to deal with the oil crisis that was the correct approach so my point just is that only if inflation is caused by too much spending what keynes calls true inflation should you adopt austerity otherwise you should tackle what is causing the inflation directly.

 okay mmt is not a proposal to ramp up deficit spending it follows a learner's functional finance which also was mentioned in the introduction budgeting should be functional it should pursue full employment with moderate inflation and sustainable growth and additionally we need to consider inequality and environmental sustainability so all of those things are in the public interest and we ought to budget to tackle those issues the budgetary outcome in any case is exposed not discretionary you governments do not decide whether to run a surplus a deficit or a balanced budget now i know that they may believe that they do but the reality is that they cannot control this for reasons i'll get to in a minute japan has run high deficits and growing debt um not because it's following mmt uh policy prescriptions in fact we would argue that they're doing the opposite of what mmt recommends they are too concerned about deficits and debt and ironically that is why their deficits and debt are big if they would pay less attention to the budgetary outcome and pay more attention to functional finance their deficits would actually be smaller still the japanese experience does validate the core mnt arguments concerning sovereign deficits and debt by demonstrating orthodoxy is wrong deficits do not lead to inflation bond markets bond vigilantes cannot force default on government debt bond yields are largely determined by central bank policy not by markets.

 そして、追跡すべきは、目的とすべきは、完全雇用、穏やかなインフレ、そして持続可能な成長である。

 でも、日本の経験というのは、MMTの主権国家の財政赤字とそして負債に関する、そのいろいろな主張と言うのを裏付けています。つまり、赤字は必ずしもインフレにはつながらない。国債、債券市場、は政府債務に対して債務不履行を強制できない。そして国債金利、あるいは利回りというのは主に中銀政策によって決定されるものであり、市場が決定するものではないという、この三つです。

  let me just uh give a little data i will go through these um quickly but you can take a look at my papers if you want to go through them in more detail but here is japan and you can see on the blue line that the debt ratio has been growing substantially from 50 percent of gdp to 250 of gdp so certainly the debt ratio is growing now orthodoxy says that's going to be inflationary the orange line shows japanese inflation and obviously it is not pushing up inflation japan is right about as zero inflation it is not pushing up interest rates you can see interest rates the gray line actually have gone down substantially and they are approximately zero so this is a this shows orthodoxy's views of what happens when you have big deficits in debt is just wrong.

 if we look at interest rates and debt service as the debt ratio has gone up interest payments which is the gray line have come down and then gone horizontal the interest rates have gone down sharply near to zero and it's the lower interest rates that have reduced the debt service even though the debt ratio has been growing rapidly and what this shows is that interest payments by the government are determined by the central bank and if the central bank keeps the interest rate low interest payments will be low even if the debt ratio goes up.

so what is why do i argue that japan has not been following mmt and the reason is because japan has been pursuing the sort of stop-go stop policy at least since the collapse of the real estate bubble so they've been in and out of recession with sluggish average growth in recession they will try some fiscal stimulus but when the economy starts to recover the stimulus is removed and often taxes are raised uh often it's consumption taxes to deal with the deficit and this premature increase of the tax rate pushes the economy back into recession and the deficit goes up rather than down as the taxes are increased because the economy slows down so the reason that japan has the chronic deficits in growing debt is because they grow too slowly and that is because they do not maintain the fiscal stimulus long enough to get the economy well onto the road for recovery.

 では、なぜ日本がMMTの提言に従っていないとわたくしがいうのか、それは、日本がいままでとってきたのはストップ・ゴー・ストップ政策だったからです。
 少なくとも不動産バブルがはじけて以来はそうでした。
 それ以降、日本は景気後退に出たり入ったりしていて、そして平均成長率は低迷しています。

 i um always argue that there are two paths to deficits one is the ugly one and one is the uh i call it the pretty one unfortunately japan but this is also true of most countries you usually get deficits the ugly way if we start at point a where we have moderate growth and a low uh deficit when the economy goes into a recession we move into point b that is with negative growth and a tax revenue collapsing so that the deficit ratio deficit to gdp climbs to point b that deficit will put a floor to the recession and and start to help the economy recover the depths of spending by the government so we can move to point c with a faster growth rate that starts increasing tax revenue and gradually we will move down to point d with a higher growth rate and a lower deficit now the ugly way sorry the pretty way to get a deficit is to move directly from point a to point c you could do this for example by implementing a green new deal program that stimulates economic growth and raises tax revenue so much that the deficit does go up but it starts to decline as economy grows faster and we go from c to d so that would be the pretty path now this is conceptual this is abstract thinking.

 一方美しい道、赤字の美しい道というのは直接ポイントAからCに移行するというやり方です。そのためには、例えばグリーン・ニューディールのプログラムとか、を使って、景気刺激策をとり、そして成長を引き上げ、そして税収をある程度まで引き上げることによって、赤字も上がるけれども、ただその赤字は経済の成長を加速し、そしてCからDに移行するにしたがって、赤字が下がるというやり方。これが美しい道です。ただ、これは概念であり、抽象的な思考です。

 and so i decided why don't. we plot the actual path of economy so i've done this for the u.s and japan and what we get is these well i call them loop the loops.  i know it's a bit complicated but if we start at 19 in 1980 we have real gdp growth above 3 percent we have a deficit ratio of about four percent and um the economy grows along the uh the downward sloping uh red arrow uh we see some swings but generally growth is improving and the deficit is coming down in 1990 we have the busting of the real estate bubble the economy slows down we move from 1990 to 91 92 93 we move into a deep recession growth is negative and the deficit is growing the deficit keeps growing and the economy starts to recover but a consumption tax is put on the economy in 1997. that slows the economy down we go back into another recession the deficit increases to 10 percent of gdp that helps to start pulling the economy out so we end up in 2000 with a high deficit ratio.

 そこで、では実際の道、経路、経済の経路を日本とアメリカ[グラフは日本のデータ]についてプロットしてみました。このループ・ザ・ループと呼んでおります。非常に複雑に見えるのですけれども、80年から始まっております。リアルGDPとか、実質GDPがだいたい3%ぐらい、そして赤字比率というのがあります。だいたい4%ぐらいでしょうか。そして経済がそれに伴って成長しております。少し、赤い矢印と同様に、少し下がって鈍化しております。だいたいそこから成長率が上がって、そして、赤字比率は下がっていくわけです。90年には、実際には不動産バブルがはじけました。そして経済が鈍化していきます。90年から91年、92年、93年に従ってです。そうすると非常に大きな不況に陥ります。成長もマイナス。そしてさらには赤字が増える、ということ。
 そしてどんどんと赤字が増えていきます。経済はそこで回復基調に乗るのですけれども、消費税増税によって、97年増税になりました。それによって、成長率がまた鈍化し、そして不況におち、そしてまた赤字比率はGDP比10%、そうするとまたそれで、経済が疲弊します。2000年には非常に高い赤字比率になっています。

 but reasonably good growth moving on we can see that that um high deficit ratio uh is gradually reduced because the economy is growing until we go into the global financial crisis this was not japan's fault.

but as the u.s slowed down the crisis spread around the world the deficit ratio goes up that starts to pull the economy back into some kind of growth 2010.

 しかし、成長に転じております。非常に高い赤字比率がだんだんと下がってきます。経済が上がってきているからです。そして最終的にはグローバル金融危機はもちろん日本のせいではありませんけれども、アメリカが景気後退、そしてまたそれが世界に広がって、最終的にまた赤字比率が上り、そしてそれに2010年、少し景気は回復しております。

and finally just to complete the story.

what we see is that the growth rate declines into another recession and then the deficit ratio comes down as we maintain growth between one and two percent okay so uh for the most part the big deficits are due to slow growth not due to fiscal stimulus and the deficits put a floor to how bad things get but without enough stimulus you can't get the economy growing again.

 どんどんとその話が進んでいくわけですけれども、今これで成長率がまた下がり、また不況期に入っております。そして赤字比率と言うのは、1%、2%の成長率では赤字比率も下がるという状態です。
 大きな赤字によって、成長がそがれています。景気刺激策ではないのです。実際にどこまで行くかということなのですけれども、十分な景気刺激策がないと、経済は再度成長には転じません。

 okay one other piece of data that i like to present is sectoral balances which shows demonstrates why deficits are not discretionary the reason is that at the aggregate level of the economy the sum of surpluses has to equal the sum of deficits because income equals expenditure so to put it more simply you can have one part of your economy running a surplus spending less than its income only if another part of your economy is running a deficit spending more than its income because at the aggregate level spending equals income by identity so we can break it up in different ways but a convenient way to break up the sectors is to have your domestic households your domestic government your corporate sector and the rest of the world when we add the balances of those four sectors together it has to come to zero some of them can run deficits some of them can run surpluses but at the aggregate level it has to sum to zero for a nation with a current count surplus like japan typically the rest of the world is running a deficit against them that's because japan has a current account surplus households are running surpluses but the corporate sector can run deficits or surpluses if the corporate sector is investing a lot uh then it probably will be running a deficit but usually when we add together households and corporations the domestic private sector taken as a whole runs surpluses and finally the government is typically in deficit this isn't just japan this is most uh most of the modern capitalist countries the government is usually in deficit so we can uh get the identity the household plus the corporate sector taken as a whole equals the government's deficit plus the rest of the world's deficit.

 もう一つデータを皆さんにおみせしていきたいと思うのですが、これは部門間のバランスです。こちらはまさに、なぜ、赤字が裁量的ではないのか?と言うことを示しております。この総量レベル、経済の総量レベルで黒字の合計というのは実は赤字の合計にイコールなのです。
 なぜかというと収入と支出はイコールだからです。ということで、皆さんの経済のある部門が、黒字であるということは、他の部門が、赤字であるということを、意味します。つまり収入以上に使っているわけです。
 なぜかというと、その総量レベルでは、黒字の合計が赤字の合計になるからです。ということで、それを、部門別に分けてみてみたいと思います。そうすることで、まず国内の家計を見ていきます。そして国内の政府収支、そしてまた企業部門、そしてそれ以外のRest of the Worldということで。収支をこの4つのセクターで全部見てみますと。必ずゼロになるわけです中には赤字もあり、そして中には黒字もあり、でも全部の総計で見ますと、それはゼロに等しいわけです。
 例えば、経常収支黒字、日本はそうなのですけれども。通常は、その日本が経常収支黒字でありますと、Rest of the Worldというのは赤字ということになります。
 家計は黒字です。しかし、企業は赤字、あるいは黒字になっています。この企業が非常にたくさんの投資をしているということになりますと、おそらく赤字に転じているということが考えられます。通常は家計と企業を合わせますと国内の民間部門というのは、全体としては黒字になります。
 そして最後に、政府です。政府はだいたい赤字です。これは日本だけではありません。ほとんどのいわゆる近代貨幣の国では政府は赤字です。財政は赤字です。
 ということで、家計プラス企業を全体で見ますとその黒字イコール政府とRest of the Worldの赤字に等しいということなのです。

it's easier to demonstrate this with a picture we say a picture is worth a thousand words this one shows the financial balances of households in blue and you can see households have surpluses the surpluses were much bigger back when japan was doing well the surpluses are small in recent years the rest of the world is in gray the rest of the world is in deficit because japan is a trade surplus country the uh corporate sector is in orange and you can see that the corporate sector in the 80s when japan was growing more rapidly was in deficit so firms were borrowing to invest and that led to more rapid growth in recent years the corporate sector has been running surpluses finally the general government you can see that the government sector taken as a whole is almost always in deficit there were some surpluses at the end of the 80s but the normal situation is deficits so what has happened over the past three decades of slow economic growth is the corporate sector is not adding to economic growth it is net saving running surpluses and that is a a big part of the reason why the economy is not growing like it did before so summing up.

 多分、絵で示した方がわかりやすいと思いますので、こちらの絵でお見せしていきたいと思いますが、これが、家計がブルーで表しております。そしてこれ見ていただきますと黒字です。その黒字というのが、日本が経済よかった時には非常に大きかったわけですけれども、最近では少し幅が小さくなっております。グレーがRest of the Worldです。
 赤字になっています。なぜかというと、日本というのは貿易収支が黒字だからです。
 そして企業部門を見ていただきますと、オレンジなのですが、この企業部門というのは80年代には非常に日本が急成長しておりましたので、その時は赤字でした。
 つまり企業が投資をするために借入をするわけです。そしてそれに伴って、成長が促されました。そして、その時点では、企業部門は今度は黒字になっております。
 最終的に政府が全体として、ほぼほぼ、80年代最後には、黒字だったのですけれども、通常政府は赤字というところに落ち着いております。
 そうすると、この30年を見ますと、企業部門というのは、経済成長には加わっていない。つまり、net savingだからこそ、黒字になったわけです。netでは貯蓄に転じたから、黒字だったわけです。だからこそ、この経済と言うのが、かつてほどの成長をとげられないということなのです。

in the 1980s the government contributed to rapid growth along with private investment and exports however the private sector activity was overly dependent on real estate speculation and when that bubble burst the corporate sector deleveraged and began to run a surplus growth faltered producing big government deficits fiscal stimulus packages were too small often they were overstated they didn't reach their goals and abandoned too quickly in weak recoveries so ugly deficits and slow growth followed like most rich countries japan relied excessively on monetary policy that is lowering interest rate essentially to zero which doesn't really help in conditions of uncertainty when firms are afraid to invest government deficits fa placed a floor to aggregate demand but could not generate robust growth in the absence of persistent and well-formulated policy. 

 80年代は、政府は高成長に貢献をしてきました。これとさらには民間投資と輸出とがさらに景気を促しました。しかし、この民間部門というのは、かなりの部分は不動産投機、に依存していました。そしてまたバブルがはじけて、企業部門というのはdeleverage[資産売却,債務圧縮]をし、そして黒字になり、最終的にその成長が弱まったわけです。そしてまた、その財政刺激策というのも、非常に小さく、また、過剰に誇張されていた感があります。

 ということで、不確実性という条件下ではあまり、これは効力を発揮しません。財政赤字というのはこれでフロア(?)ということになります。ここで下限ということになりますが、最終的にはここから非常に強力な成長は見られないということなのです。

so as i said at the beginning the world faces unprecedented and immediate challenges human survival at least uh as civilizations is threatened coordinated and concerted effort by the richest nations is required why does it need to be the richest nations because they're the source of most production and they have been and will remain the source of most of the environmental destruction so most of the pollution comes from the rich countries so they are the ones that have to tackle uh climate change the age of austerity must end.

 we can learn from the experience of war when government absorbs 50 or more of national production and takes an active role in planning to deal with these multiple pandemics the government must play a role there's a role for the private sector too but the coordination has to be by government and in fact it must be international coordination by governments the re of the richest nations.

 ということで、まず先進国こそこの気候変動に対応していかなければなりません。そしてまた緊縮の時代は終わらなければいけません。

Keynes: How to pay for the"war" (on pandemics)

•"Government, which has control of the banking and currency system, can always find the cash to pay for its purchases of home-produced goods."

• The problem comes afterwards: "the Government's expenditure necessarily remains in the hands of the public.  the Government having taken the goods, out of which a proportion of the income of the public has been earned, there is nothing on which this proportion of income can be spent."

• (The danger is inflation.)

• Keynes recommended 3 principles to guide war planning: (1) use deferred compensation to reward workers; (2) tax higher incomes; and (3) maintain adequate minimum standards for those with lower incomes.

 in 1940 keynes wrote a book how to pay for the war that laid out the strategy that would be used to finance world war ii kate said i'm not going to read the full quotes here but what kane said was the problem is not finance the government can always find the finance the problem is that we're going to be moving so many resources into the war effort that it doesn't leave much to produce consumer goods but we're going to have a full employment economy everybody's going to be working they're going to be getting wages so the problem is that they're going to have income but there's nothing for them to buy because we move so many resources to the war effort so what do we got to do we have to reduce consumption so that we don't get high inflation so he recommended three principles first use deferred compensation to reward workers so you don't increase their wages now you ask them to defer their consumption to the future second you tax higher income people they have more than they need to have adequate consumption so you tax them you don't tax them for the money you don't need their money you need them to reduce their consumption and finally maintain adequate minimum standards for low-income people because they're making the biggest sacrifices for the war so you may actually increase wages at the bottom uh for middle-income people you ask them to wait until the war is over in order to consume and for high-income people you reduce some of their income so they can't consume as much.

 同じように、つまり戦争とおなじように対応することができます。40年代にケインズがどういう風にその、戦争の支払いをしていくのかということで戦略を立てました。
 つまり第二次世界大戦をどういう風にファイナンシングしていくのかということを言ったわけです。ここで引用は読みませんけれども、ケインズが言っていたのは「問題はファイナンスではない、常に資金というのは政府には見つけられる」と、「問題は、我々非常にたくさんのリソースを戦争に投入しなきゃいけないということで。そこから消費財は、生産できない」と。
 しかし、完全雇用の経済もみんなが働いて、そして給与をえることができる。そうすると問題は、収入はある、しかしながら、買う物がないわけです。なぜかというと、非常にたくさんのリソースを、戦争に投入しているからです。どうすればいいのか、消費を減らせば良いわけです。

 と言うことで、インフレにつながらない、高いインフレにつながらないようにする。三つの原則でした。
 まず最初は繰り延べ報酬をする、ということです。今給与をあげる、賃金を上げるのではなくて、それを繰り延べるわけです。つまり、それによって、未来に消費を繰り延べるわけです。
 そしてまた、より高い高収入の人に課税をするということ、そうすると、ある程度の消費をしてくれる、だから、その人にたいして課税をすると、お金が必要ではなくって、とにかく消費を今減らしてもらうことが必要なわけです。
 そして最終的に、最低賃金の基準というのを低収入のひとに対しては、上げるということです。
 ですから一番下の人たち、底辺の人たちに対しては、賃金を上げる、そして中流の人は戦争が終わるまで待つ。そして一番高収入の人に対しては、その収入をある程度減らすということです。

i in the interest of time i think i'm going to skip this slide but i really like foster's statement he was an institutionalist he says whatever is technically feasible is financially possible if we know how to do it and we have the resources to do it we can always pay for it okay if you have your own currency.

“Whatever is technically feasible is financially possible. To the perpetual question ‘Where is the money coming from?’ the answer is now clear. It comes from the only two institutions we permit to create money funds: the treasury of the sovereign government and commercial banks. And the rate at which we permit either to create funds is pretty much a matter of public policy.

and i'm going to be quick on this one too we we have used keynes's approach to do an accounting for how how much the green new deal a very broad base green new deal would cost for the united states and the dollar cost is not important at all because of course we can afford it we have our own us dollar currency we can always pay for it but what matters is the resources do we have the resources we need to pursue a broad-based green new deal and the way that you do this is you total up the resources that can be shifted from environmentally unsustainable practices like fracking and drilling for oil take the resources out of that and put them in the sustainable resources such as erecting windmills and so that is the proper way to do it you do an accounting of the resources that you can mobilize for your green new deal or for your covid pandemic resource use not dollars or yen is the important factor.

 ドル建てのコストというのは、決して問題ではありません。というのは、私どもは自国通貨を自分で発行できるからです。ですから財源は必ず確保できる、ただリソースが問題なのです。
 つまり、必要なリソースが、入手できるか、よりブロードベース(?)、幅広いグリーン・ニューディールを実行するだけのリソースがあるかということなのです。

 その会計計算をするためにまず、リソースのなかでも、環境的に持続不能な慣行である、例えばフラッキングとか、あるいは石油の掘削、と言ったような、事業のリソースをシフトして、持続可能な資源、例えば、風力発電所を立てるとか、そういうところにシフトする、というのが正しいやり方です。
 つまり、動員できるリソース、グリーン・ニューディールで動員できるリソース、あるいはコロナ対策で動員できる資源と言うものを、まず、特定する。
 で、ドルとか円ではなくてつまり金額、貨幣ではなく、リソースの度合いが重要です。

 so mmt conclusion no change of procedures is required uh in order to finance tackling pandemics whether it's covid or inequality or climate catastrophe we can tackle all of those we know how to finance it central banks and treasuries have already put in place all the procedures that they need to spend up to whatever is authorized second the ultimate constraint is resources not finance the question is not whether the government can afford to spend to fight covet or fight climate change the question is whether we can release the resources and mobilize them in the effort third the budgetary outcome in any case is not discretionary we can't choose the size of the deficit because it depends on the other sectoral balances okay so if the private sector is trying to run a surplus they will be reducing their spending which reduces income which reduces tax revenue and results in a budget deficit and as we saw the japanese private sector is running a surplus and the corporate sector is not spending and so the result is a budget deficit no matter how much politicians would like to have a balanced budget they cannot have a balanced budget if the domestic private sector is running a large surplus fourth interest rates are determined by central bank policy not markets you can have any interest rate you want on government debt this is completely within the control of the central bank the only potential bond vigilante you face is your own central banker but the japanese central bank has kept interest rates close to zero for a whole generation in the united states the fed has kept interest rates near to zero except for a bit of a blip until covet hit since the global financial crisis and uh our chairman has announced that for the foreseeable future we're going to keep interest rates low and that allows all of the bond rates on government debt to go down and finally inflation can be avoided by policy that's focused on mobilizing resources and releasing them as necessary so to fight the multiple pandemics you need to get all of your resources engaged and fully employed you need to release resources from undesired uses that is those uses that are generating the pandemics and then finally you can always create more resources if you find that you don't have enough of something you need to create more of it so maintaining full employment developing your resources and shifting resources is the way you tackle pandemics finance is not the problem resources are the problem and i believe that i am running out of time so i will stop there 1:04:10

 それから、三つ目、財政収支というのはいかなる場合も「裁量」の結果ではないということです。赤字の規模を我々が選ぶことはできないのです。それは、その赤字というのは、他のセクターの収支、によって、変わってくるからなのです。
 で民間部門が、例えば、黒字を目指すとします。そうすると、自らの貯蓄を削減することになる。そうなると、所得を減らす。そして税収が減る。その結果として、財政赤字につながるわけです。日本の民間部門は今黒字です。そして、企業部門は支出をしていない。結果として、政府の財政赤字が増えるわけです。どれだけ政治家が、収支均衡を望もうとも、財政均衡は国内の民間部門が大きな黒字を抱えている限りは、達成できません。

 それから四つ目、金利を決定するのは中銀の政策であり、市場ではないという点です。
 つまり、政府の国債に対しては、どんな金利でも、設定できる。それは中銀が完全にコントロールできるはずです。ただ唯一の債権についてのヴィジランテというのは、中央銀行です。日本の中央銀行は金利を、1世代にわたって0%に抑えています。そしてアメリカでもFRBは金利をほぼゼロ状態に、今維持しています。もちろんコロナ、まで、若干引き上げましたけれども、あの金融危機以降はゼロを維持しています。
 そして「今後も金利は、予測可能な将来にわたって低位に推移する」ということを新たなFRBの議長が言っています。

 そして最後ですけれども、インフレは回避することが可能であると、そのために取るべき政策と言うのは、資源を動員したり、開放したり、することを必要に応じて、できるようにするということなのです。
 つまりパンデミックに対応するためにはすべての資源を動員し、完全に活用することが必要になります。
 また、望ましくない利用からリソースを解放することです。例えばパンデミックの原因となっているような、そういう活動から、資源を解放することです。
 さらに、資源、リソースを追加すること、あるいは、創造することはできます。十分ないものについては、それを創出することができる。つまり、今ある雇用を維持する
そして、リソースを動員し、シフトするということがやるべき政策であって、finance、財源確保の問題ではない。資源の確保が重要なのだということを申し上げたかったわけです。
 ということで時間がなくなってしまったので、これで終わりたいと思います。ありがとうございました。

uh thank you so i've been i'm listening to all the presentations and um i think that there are several themes that come out of this um so uh in japan uh the corporate sector and the household sector uh have not been spending.

and that has led to what we often call secular stagnation which is slow growth with recessions and recoveries but the average growth level is low and some of that is attributed to an aging society and to potential declining population and of course a declining labor force which has already occurred.
 um i really liked professor shimakura's talk who he did say that this played some role but he thinks that fiscal austerity has played a bigger role in this.
 and so the the question is what can you do to as we come out of covid to restore more robust growth and i think um simply spending more by itself will not do it i i am also critical of the approach that says let's just get some checks in the mail we'll send everybody a thousand dollars and that's going to stimulate the economy um that is not likely to do much good especially in japan.

 いくつかテーマがあると思います。日本の場合には企業、それから、家計の部門というのが支出をしていない、と。
で、それによって、いわゆる長期不況が起きている、と。不況があってそして回復が遅い。そして、平均成長率というのは非常に低いという状況が生まれていると。そして、それはもちろんやはり高齢化社会ということが起因するところもある程度はあると思いますし、また、人口減少ということも、労働力が人口として、労働人口減っているわけですから、それもまとめます。
それから、島倉先生がお話になった。おっしゃってましたよね。確かにこの緊縮というのが非常に大きな役割を担ったということをおっしゃっていました。
 そうすると疑問として、一体我々に何ができるのか、ポストコロナ時代にもっと、より堅牢な成長を進めるためには何ができるのかということが疑問になるわけです。
 単純に、とにかく支出だけをしても、何らいいことはありません。私もある意味、批判的なのです。つまり、とにかく小切手を切って、そして皆さんに1000ドルを渡して、そしたら景気が刺激される、という意見には私は、それによっていい効果は特に日本では生まれないと私も思っています。

where consumers marginal say marginal propensity to consume which was also the the topic of the second talk today is uh low uh as you age your propensity to consume tends to go down um once you reach age 65 you think well i'm probably going to live to 75 and when you reach 75 you think i'm probably going to live to 85.
and you start worrying more and more about those final years are you going to run out of wealth so one thing.
 that can be done is to increase aged security a bigger commitment by the government in japan and in the united states we are all aging a bigger commitment by the government to provide decent care for elderly people will reduce this incentive to accumulate uh private financial wealth to take over take care of yourself we also need to increase security of younger people more jobs was mentioned as a solution to japan's secular stagnation.

 消費者は、言ってみれば、限界的な傾向しかないわけですよね。消費に対して。ということで、それはまた後でお話をすると思いますけれども、その消費の性向が非常にしつこい(?)、ということで、それもおそらく落ちていくと思います。65歳になるとおそらく、もう75ぐらいまでしか生きられない。75歳になれば多分あとは85歳までしかいきられないかなということで、どんどんとその心配ごとが増えるわけですね。
 自分の資産がはたして足りるかどうかということにたいして心配が増えるわけです。
 ですので、その、より、例えば大きな政府によるコミット、日本とか、あるいはアメリカや、両方とも高齢社会を迎えております。ですので、やはりその高齢者にむけて、そのいわゆる、プライベートファイナンスというのを、生活保護というのを、ちゃんとコミットするべきだと思います。
 そしてまた、人々に対して、もっと雇用を生む、さっきもどなたかお話してらっしゃいました。これがやはり解決策だと思います。日本のいわゆる長期不況にとって。

now the unemployment rates typically are not as high as in some of the other rich countries but you can have problems of underemployment that is working fewer hours than desired and the stagnating real wages was mentioned in the old days when labor unions were relatively strong in the rich developed capitalist countries you could get wage pressure from the labor union activities.
 as was mentioned in this era of globalization where it's easy to move production abroad and you have supply chains that can replace your domestic workers it becomes harder and harder to do that um and so lay the power of labor unions has declined we we need another mechanism to ensure rising real wages keeping pace with at least keeping pace with growth of labor productivity.

 失業率については、他の国と比べてそれほど高くないと思いますが、やはり、その雇用の問題というのはおそらく、今、望むところまで行ってないと思います。そしてまた、先ほどの実質賃金の話も出ていたと思います。
 これまで、例えば組合がかなり強力だったときには、そして非常にお金を持っている、資本主義の国というのは、圧力を組合に対してかけられたと思います。組合の活動に対して。

 先ほど言われた通り、グローバル化の時代には、海外に生産を移転したり、そしてサプライチェーンで、国内の労働者を、置き換えたり、ということができたわけですけれども、今はこれができない。難しくなっている。

labor unions aren't able to produce that result and one thing that will do it is a universal job guarantee so this helps to solve two problems one it ensures that everybody who wants a job can get a job and work the number of hours that they want up to full time and so that people aren't forced to involuntarily take part-time jobs second the wages and working conditions and benefits that are provided in the job guarantee program become the standard.

 労働組合はしかし、そういった結果を生み出すことができていません。で、その結果を生み出すのはやはり、普遍的な雇用の、あるいは就業保証です。
 それによって二つの問題が解決できます。まず第一に、仕事が欲しい人がだれでも仕事を得て、そしてフルタイムまで好きな時間労働できるということを保証します。
 つまり人々が、パートタイムの仕事を強制されなくてもすむ。それから賃金とか、あるいは給付とか、そういったものが就業保証プログラムで提供されているものが標準となる。

that the private sector has to meet in order to retain workers so this is a way that you can keep real wages rising with productivity growth by increasing the wage in the job guarantee program it sort of replaces that function that used to be performed by labor unions but that is more difficult now so a job guarantee is directed spending by the government it's not mailing out checks to everyone it's providing a job to those who want a job but can't find a job in the private sector so it's uh it's ensuring that uh people are getting paid to work it's targeted spending so the total amount spending is far less than just mailing out a thousand dollar.

 つまり、目標のある支出になります。ですから総支出額というのは、例えば、1000ドルの小切手を全員に送るよりも、ずっと総支出額は下がるわけです。抑えられるわけです。

 or equivalent in japanese yen checks to everybody whether they need it or not it is targeted uh we say to the bottom to lower income people by definition because it is providing unemployed people with jobs.
so it helps to tackle the problem of inequality which also depresses aggregate demand and contributes to secular stagnation because high income people generally have much lower propensities to consume.
 so a job guarantee program is part of the answer.
greater security for elderly people is part of the answer.

 また、標準型といういのは、やはり最低、つまり低所得者に照準を当てることができるというのは、失業している人々に雇用を提供することができるからなのです。
 つまり、これによって、格差の問題にも対応できると思います。格差というのは総需要が下がり、そうして長期的な停滞につながる、というのは高所得者の方が実は消費性向が低いからなのです。
 ですから、就業保証プログラムというのは答えの一部です。
 また、高齢者に生活保護、生活を保証するというのも一つの答えです。


and as was mentioned there have been cuts in the japanese health system japan has a pretty good health system compared to the united states ours is much more precarious for mill tens of millions of people but that should also be improved because of course the uncertainty of being able to obtain proper health care will also cause people to want to accumulate financial wealth in order to deal with health catastrophes
 the the data on the average wealth position of japanese can be highly misleading when you have high inequality as the united states does and japan does to a lesser degree and so as was mentioned you have high concentrations of wealth in the hands of a few that will raise your average so that you look it looks like the household sector is very wealthy but large segments of the population may not have much wealth and that is why they are afraid to spend so i think that a combination of all these things final point.
 financial deregulation was a tremendous mistake on par with the choice to adopt fiscal austerity which we all did in the aftermath of the 1980s partly out of misplaced fear of inflation inflation is dead globally for the rich capitalist countries it's been dead for a generation but many people are are still worried about it.

 また、日本の医療制度は大きく削減されたという指摘がありました(島倉原の講演にて)。
 日本の医療体制というのは実はアメリカに比べたら、ずっといいと思います。アメリカの方がより脆弱です。もう何千万人の方々が入る保険がない。しかし、これも改善されなければいけないわけです。というのは、きちんとした医療が与えられない、という不確実性があればやはり金融資産を積み上げてその不確実性に対応しようという性向がはたらくからです。
 また、平均的な資産、日本人の資産の額についてのデータというのはミスリーディングです。特に格差が高い場合、まぁアメリカは格差がかなり大きいです。それほどではないけれども、日本も格差があるわけです。
 そういった中ではそのデータは、あまり信用できません。日本の場合には富がほんとに数%の人々に集中している。それによって、平均値はあがる、ですから家計部門はとても富裕のようにみえるけれども、しかし人口の大半の方々は実はあまり資産を持っていない。ですから彼らが支出をしないという結果になっているわけです。こういったことのいろいろな組み合わせが、その問題に至っていると思います。
 それから、金融規制緩和と言うのは、私は大きな過ちだったと思います。これは緊縮財政政策と同じぐらい悪い政策だったと思います。1980年代の終わり、インフレに対する心配からそういった施策をとりました。資本主義、富裕な資本主義国家にとってインフレというのはもうなくなっているのですけれども、もう何十年も前から実は問題ではないのですけれども、多くの方はまだインフレを心配している。

but the point is that the financial deregulation has led to over financialization of the economies and too much influence on policy and on politics that comes from the financial sector the financial sector for the most part uh does not add value to your economy uh it serves itself a high leverage uh seeking high returns bubbling up asset uh classes until they burst and then we all suffer the consequence of the financial uh bursting bubbles uh you have had yours we have had ours.
 and then policy uh is all directed at trying to save the financial system rather than trying to save the real part of the economy that really matters i probably have used up my five or six minutes thank you.

 で、政治はそういった状況でも、金融セクターを救済しようとする。つまり、実質的に有効な、あるいは有用な経済に対する救済よりも金融部門の救済を優先するということがわかります。

one minute one of the problems is that if you use austerity at home you're very worried about your trade balance either retaining a current account surplus which japan has or not getting a bigger trade deficit.
which the u.s has because you're worried about the domestic employment and that pits nation against nation keynes talks about this in the general theory that's the basis of mercantilism.
 if you use fiscal policy to maintain full employment of your domestic resources you don't need to worry so much about competition economic competition with other countries.
 and i i would hope that would reduce the conflict between nations.
 this is utopian i know that and by itself is not enough of a solution but it's a step in the right way

    ・赤字は必ずしもインフレにはつながらない。
    ・国債、債券市場、は政府債務に対して債務不履行を強制できない。そして
    ・国債金利、あるいは利回りというのは主に中銀政策によって決定されるものであり、市場が決定するものではない
    という、この三つです。》
