only episodes a big thank you to all our patrons so far at the beginning there you heard lead mmt academic professor bill mitchell giving a talk in london about how to introduce people to mmt if you're new to mmt it's worth listening to our episodes from the beginning to get up to speed but if you want to dive in here one key insight of mmt is that governments that issue their own currency like the us the uk japan australia and canada create money when they spend and delete money when they tax taxation therefore doesn't provide government with currency to spend but rather creates a need for all the people in the non-government sector the private sector that's you and me to get the government's currency in order to pay the tax which then allows the government to spend its otherwise worthless pieces of paper on whatever it wants without financial limit on anything priced in its currency which it issues into existence as it spends as a consequence if you live in the uk for instance everything is priced in pounds crucially including labor which means that unemployment people looking for but unable to find a job that pays in pounds this unemployment is a result of the uk government either not spending enough pounds into the system to hire everyone or not leaving enough pounds behind after taxation for the non-government sector the private sector to create the necessary jobs and accommodate the savings desires of the private sector if you're still wrestling with what i just said like i say go and listen to our episodes from the beginning i'm pretty sure your questions will be answered bottom line is that it's impossible for a government which issues its own currency to run out of that currency it sounds obvious when you say it out loud like that but it would seem that this simple point of logic is not syncing in with advocates of the austerity bench that we've been living through since 2008. so there's a need to spread an understanding of how modern money works and that was the purpose of the following event which was put together by the wonderful gower initiative for modern money studies in his presentation professor mitchell refers to slides and i'll interrupt the audio to read them out where i can but there's also a link to the slide deck in the show notes if you want to follow along as you listen there will also be a video of this event available on the gim's website but maybe not immediately i'll link to the gim's youtube channel in the show notes and also there's a link to free tickets for my mmt show that i'm doing in london on tuesday the 3rd of december 2019. this event was recorded in london on the 24th of september 2019. this is part one and part two will be out next week let's dive in uh this is not strictly a a lecture about mmt it's a lecture about uh it's a series of modules that we're developing as part of an educational campaign or endeavor it's not so much a campaign it's an endeavor to provide people who who who are not us that are you with for conveying the understanding clearly to people because one of the other problems is that social media is a very dangerous place to hang out and i hang out on it as little as possible and social media has become dangerous to the truth in my view because you get all these experts on there who are what i would call two bob experts and they they start saying what modern monetary theory is and it's not what they say it is and so what i want people what we're trying to do in these modules is to give you very clear guidance as to what how we can help for you to convey what we want as our agents so the two challenges are we we've got to address for mmt now that it's becoming that we're moving to this era of fiscal dominance the two challenges are education so we've got to polish the lens and if you've heard me speak before you know that i that i stew the idea that mmt is some regime you might shift to you know i often see on social media people we've all good intentions saying when we get to when we have mmt everything's going to be fine and then we have criticism critics getting up and say you know if we have mmt policies it's going to be chaotic well there are really no mmt policies there's a there's a stability framework which is the job guarantee which is much more than just a policy option it's an embedded stability framework but other than that there's no policies and uh we we've developed a lens this makes me see better as i get older and mmt is what makes us all i think see what's out there today in a better way it gives us a richer understanding of the options that the government currents issue and government have what the consequences of a government surrendering currency sovereignty will be and that and that allows us then to interrogate through the democratic process those are policy makers in principle of the politicians in a much more effective and straight-to-the-issue way and if everyone gets an mmt understanding then then the quality of the political discourse rises because we won't be lied to anymore and we'll ask pertinent questions and we'll demand answers and we won't be sidetracked with spin so part of part of this session and the sort of work that i'm doing is to polish the lens a bit better so that we get so that you're really not left with false ideas and the other part that we deal with in this session is the idea of cognition and that is how do we overcome dissonance and all of us get locked into particular frames of uh and frames are just structures that we use to try to make sense of our external world our what we call our reality and so we employ frames they're reinforced by metaphors and language to try to make sense of meaning try to get meaning and make sense of the world and when some when we when we think we've achieved that meaning and then a character like myself comes along or the other core mmt group come along and say things that are totally at odds with our our version of reality and which are totally odds with what we have led to believe is intuitive thinking then there's dissonance and the dissonance ranges from ideological resistance to right down to just difficulty to comprehend and so there's a lot of work that's been done in in the by researchers on how to overcome disciplines now this part of the session is is this right-hand side stuff is partly the work i do with dr louisa connor's my wife and she's not here tonight she's seeing her sister but this is a sort of work she's a she has a phd in cognitive linguistics and knows about all this stuff and so we're sort of marrying together the economics with the sort of uh psychology if you like in the language things all right so this is our roadmap for tonight and we're going to start off with a quiz now some of you may have seen this this presentation before but we've added to it we've improved it and we're refining it as we go here's a little quiz and we're going to ask some questions now i'm not expecting you to put up your hands most of you will probably know the answers to this already but typically for a new audience i get a hundred percent failure rate so uh so so for people who already know all this stuff or you think you know it then this just gives you a guide to how you present these type of arguments that's what from when i would do a quiz in a new audience then then we've got a deeper challenge bill is showing a slide which reads question one just like a household the government has to finance its spending true or false so here's one that's a very a core proposition of mainstream economics it resonates really easily with people's intuition their own own experience so true or false well the answer is clearly false and these are some ideas on how to think about conveying the falsehood to people who have got dissonance so you know most people are able to have never really thought about it but it's very easy to get people to understand that the government is the currency issuer and the household isn't and we we use the government's currency and we can't get it until they spend it and that's that's fairly easy to get started in your discussion and then you can sort of take the argument into this some of the language that's associated with that falsehood about taxpayer funds and i was in andrew at the weekend giving a talk the scottish greens leader was there she she was talking about taxpayer funds are going to be necessary to help the green new deal initiative and it was an interesting interchange when i pointed out there's no such thing as taxpayer funds funding spending yeah we're taxpayers and we have and there are funds that are raised in taxes but then the causal link to spending isn't there because if you go back to the first principles then we can't pay our taxes until they spend government spends and then you can go on and introduce real constraints that it's that a currency of government has no financial constraints but has real constraints and then you're reframing the whole debate as to what the discussion as to what these real risks are and what does it mean to have a real constraint and uh and once you've got to there you're on the victory lap here's question uh two and is this is the next step in the argument taxpayers fund government spending we know that to be false and so then you can have a discussion on what so there's a huge dissonance in that in that proposition that we're paying our taxes we go to work and each year in australia we have to file our tax returns complex process and we fill it all out and that all the the tax form that we fill out it's all online now we get a tax accountant to do it but all of the the form the questions are all reinforcing and i'm to say here i know it's the same here i've lived in here all of the questions are reinforcing the myth and so it's a really deeply held view that i go to work i get taxed and that tax is essential to buy public services and roads and infrastructure and so you've got to work out ways to because you know the first question is if you say government's not financially constrained then the next question is well why the hell do they punish us with taxes so what you're saying then is we don't have to pay taxes because that's sort of that's a sort of an immutable logic it just flows nicely if you if you if you can get them to agree uh if you get a person to understand that government doesn't have any financial constraints well then you've got to explain to them why taxes are absolutely essential in the monetary system and so this is a really difficult thing to explain to people the idea and you you have to marry it back to the idea of real constraints because what taxes do is create real resource space for the government to spend into and what does that mean well you can summarise that even more simply by saying taxes create unemployment and what does that mean you know people say well how could taxes create unemployment well that's the role of taxes other than to create a demand for the worthless currency the role of taxes is to take purchasing power off the non-government sector so that you that will then leave real resources that they might have deployed with their spending leaves those resources idle that's unemployment and then the spending of the government brings those resources back into productive use but if the government was to just try to buy those resources that are already in use then you're competing at market prices for those resources and that would be inflation so the government has to create real resource space in other words create unemployment create idle resources and then bring them back into productive use so if there's there's unemployment in the environment it's quite clear to me as an mmt person that either taxes are too high relative to spending or spending is too low now it's quite interesting because uh warren who's one of my original partners in this he has he emphasizes the taxes being too high because he's more business oriented and i emphasize the spending being too low because i'm less business-oriented but it's the same understanding and what the government's trying to do is get real because we own all the real resources in the economy and it wants to get their hands on them why because the government why because that's the way to run the social economic program so it's got to deprive us of using them and transfer them into the public sector now so you have to think carefully how you're going to explain that in steps bill is showing a slide which reads question 3 the uk government borrows money from the private sector to fund the gap between its spending and its taxation revenue true or false okay so this is about borrowing so if the government's spending more than it's taxing then it has to borrow money and so then you get a whole lot of stories of developing about oh well government spending just means we're going to get more more debt on our backs our private sector backed and that eventually the government might have so much debt it won't be able to pay or have to put future taxes up and if you dig deep more deeply into economic theory you'll know there are theories about ricardian equivalence that government deficits are you know the theory is government deficits are ultimately futile because they're just offset so the net injection of spending by a deficit is completely offset by us withdrawing our spending why because we fear the rising debt which has to be paid back with higher future taxes so therefore we save up now and reduce our consumption spending that's that's ricardian equivalence now that's deep economic theory but it's a really even at the most emotional level we we worry about government debt because we think it's something that you know you get these debt clocks and uh you get these conservative think tanks publishing these papers that every man woman and child in the in the nation is now has you know x number of pounds on their back so it's a really big thing the answer's false of course and so here's where you really get to the crunch you say well look if it's a currency issue in uh it doesn't have to issue anything yeah so do you mind if i ask you no i don't certainly um the previous the question uh didn't say the government has to it says the government does um and at the moment our government is funding the difference i i appreciate it doesn't have to but at the moment the current government is is borrowing now it's not finding any difference it's issuing debt to match it's matching its deficit with these those the terminology of funding it's absolutely crucial it's the language issue and as you'll see as you can see yeah the next point will disabuse you it's not just a language issue either it's also an analytical issue and if you think about it and i'll demonstrate this in detail in the next little module that follows these little quiz and i won't explain here but public debt that's outstanding is just past deficits that haven't yet been taxed away so the hold on so i'll finish this point so the the funds that the non-government sector have available to buy the debt have come from the government anyway as a result of past deficits so that should thoroughly disabuse you of this notion of that they're issuing that therefore they're funding their spending because the only way they can issue debt today is because they've run deficits that they haven't taxed yesterday and back in time and and we'll see that really clearly some of them and you know we'll see that uh bond sales just shift numbers if within the government sector from one bank account to another you know type in reserve accounts down debt account up and when the debt matures and you pay it back you type the debt account down and the reserve are counting the banks up and the other point about it of course is that the the the narrative the conservative the neoliberal narrative gets it completely backwards most people most people don't actually understand that the debt is just an express one expression of the portfolio of their wealth and then when the government's complaint when everyone's saying what about the burden of the interest payments well how can income paid from the public sector to the non-government sector be a burden to us last time i worked out when i went and got my pay i was getting an advantage i was learned to think that income that we receive is good for us well why is wage income or you know labor income good and income on interest payments on on your wealth bad and what's the difference between getting an interest payment from the government on the debt that you hold as opposed to getting a term deposit in your bank yeah i just feel that i'm using premium bonds as an example everyone following the same sort of people who raise sorry the same people who rail against public debt will probably hold large amounts of premium bonds and then want to win a million pounds from the government which is the same as the yield on a bond so that that would be good for them and they'd welcome winning whereas at the same time they'd be costing supposedly the taxpayer as they see it a million pounds so [Music] bill is showing a slide which reads question 4 government deficits place upward pressure on interest rates which reduce spending on efficient private sector investment projects true or false the stock of debt is always increasing isn't it basically no no australian government in 1996 was elected a conservative government john howard and peter costello's treasurer and they said about running surpluses and they run around increasing surpluses and uh and as debt matured they didn't reissue it and by the turn of the century the bond government bond market was very thin and who do you think complained about that the investment and there was the inquiry that i was an expert witness at in 2002 where the government took submissions on why they should keep issuing debt even though they're running circles and they they can out my submission with warren was that they should stop issuing it because it was just corporate welfare but the outcome of the inquiry you could see it all online commonwealth treasury debt inquiry uh the government the conclusion of the inquiry and the ex the government accepted the recommendation that they keep issuing dead even though they're running increasing services and that was just to salt to this but the point was that prior to that agreement they agreed to maintain a certain level of debt in australian government dead in the non-markets but prior to that the debt was born debt sometimes falls but there's a sense that there's like debt that was issued in the 18th century is still sloshing around no not that that gets matured in the 19th century and is tied back it's been turned over yeah yeah i mean it's it's not being continually turned up yeah so i'm quite understanding what you meant by taxing or touching away at the previous deficits we'll come to it okay so here this argument most people think that's true and it's built on the presumption that there's a pile of savings that fund investments and borrowing and that if that pool if the numbers of bids on that pool increase well then the price of those funds have to rise because demand then rises relative to supply the supply is considered to be finite and so if the government goes into the loanable funds market which is a classical economics construction that still persists today then it's going to drive up interest rates the the price of the debt and the private borrowers will be squeezed out at the margin and then a morality plan is overlaid on that and that is that private borrowers are disciplined by their by their their share markets so they make always make right decisions and they are much more efficient in their use of funds because if they're not they go they go broke and governments are not disciplined by the market uh market system so they they just waste money build statues of themselves and uh so you get this the overall story is that we're wasting and it's wasteful and government shouldn't do that and in a sense it's what we call a supply determined model of banking this idea that banks have a little desk and they sit they open their doors and they sit waiting for people to come in with their bags of cash as deposits and when they get some deposits they are then they go into their reserves and then they can lend them lend that out and so if there's more people competing for those deposits then you get bad forces there try something now that's not and that's taught that's taught in every mainstream monetary economics course it's the foundation of of mainstream monetary there now it's not rocket science to go and ask someone in a bank how it actually operates and it's uh banks are bank lendings just make demand determined not supplied supply return means the deposits that they can raise and every bank in the world will sit there and they will not wait for depositors come in but wait for creditworthy borrowers to come in and they will whenever a credit worthy borrower comes in they type and numbers which are alone and immediately those loans create deposits the deposits don't create the loans it's the opposite way and they they've got an unlimited capacity basically to do that and more on the the more uh creditworthy borrowers who come in at any point in time the more loans they create and the more deposits they create so the idea that if the government's trying to borrow money from the private system that somehow restricts the capacity of the of the financial markets to lend to anyone else it's just it's just a fraud it's just a flaw now moreover this point here [Music] what happens when the government runs a deficit spends more than taxes is that that goes into the non-government sector in all different ways procurement and transfers of all sorts of ways and then there's all sorts of transactions are going on and those transactions ultimately show up in the reserve balances of the banks because each bank has to keep a reserve account with the central bank now those reserve accounts are very special accounts they don't lend from those accounts those reserve accounts are to make sure that the daily payment system is stable because there's all sorts of checks and transactions going on between banks and the way they're resolved each afternoon is by contra entries in these reserve accounts at the central bank now if there are excess reserves in the system now so banks have banks formulate an idea of what is going to be the likely drawer against them on a particular day from other banks and that that's their required reserve estimate and they don't normally the reserves don't earn them any return since the crisis that the central bank has been paying returns but typically not and it varies in different countries but they they typically have earned below commercial rates so banks don't want excess reserves if they can help they want enough so that they don't they don't have to call and the other point is that if they are shorter reserves on any day they can always get them from the central bank anyone but they get them at a penalty typically so and there's a sort of moral moral view if you have to go back into the central bank through the disc what's called the discount window that's that's suggests you're not managing your bank very well so they prefer to have the reserves and and they'll lend those reserves to each other not to not to the whole retail market and so if there's a deficit there's going to be excess reserves and if the system has excess reserve overall an individual bank can lend them to another bank because they're exits you might have a system access but you might have some individual banks that won't have an excess who have to get reserves but even if all of those banks on what's called the interbank market lend to and swap them at the end of the day they'll still be in excess and if the central bank doesn't do anything then the competition among the banks in the interbank market to get rid of that excess drives interest rate down yeah so the amount of excess reserves or the amount of the deficit doesn't necessarily equal the amount of outstanding bond sales then it can also include excess reserves in the central bank so the point the point is that if the central bank does nothing and there are deficit flows going into the reserve accounts well then there's downward pressure not upward pressure now what the central bank has historically done is drain those reserves by offering by open market operations by selling government bonds to the banks in return for mark down of the reserves so they drain out of those excess away in more recent times the paradigm has shifted and what that since the crisis largely and what they now do is just offer an interest rate on the support rate on the excess reserves so that the excess reserves have stayed in and the banks say banks don't try to get rid of those excess reserves because they're getting a commercial return on so that's why their balance sheets of the central banks have been the asset side have been rising and rising because there's huge reserves in the system bill is showing a slide which reads question five running fiscal surpluses now will help build up the funds necessary to cope with the demands that the aging population will place on health and personal care services in the coming years true or false and this is the last one this is the intergenerational story or the aging society story or whatever you want to call it in different countries it's called different things and this is this idea that we've got aging societies so there's more people like me than like this person or christian here younger person patricia whoever and societies that are aging are going to have massive drains on public spending because of hip replacements pension entitlements and all the rest of it and pensions themselves i said that and so the government won't be able to cope with that it'll run out of money that's the story that's fair now this this story then is just one of the sort of narratives and mythical narratives that that are used to persuade us to accept fiscal services so the argument goes that if the government's going to cope with my potential my future hip replacements then what it's going to have to do is save up money now and store it up and the only way they can do that is to run surpluses and build up the capacity to meet the future demands that's the that's the aging the dependency rising dependency ratio of aging society intergenerational debate okay so that's false and there's a number of different arguments you can bring into play one is that the idea that governments save in their own currency in the same way that you and i save in their currency is just a nonsense so if we want to have future higher future consumption then because we're financially constrained we have to forego current consumption spend less and put the money put the foregone consumption the financial expression of that into the into financial assets get a return and that increases our future consumption possibilities that's that's that's how that's the meaning of saving but if you think try to apply that to government that's just ridiculous if it issues its own currency because it can buy whatever is for sale in its currency today tomorrow and next year irrespective of what it did yesterday and the day before and the year before so running a fiscal surplus now doesn't provide with any extra funds tomorrow it issues the currency stupid and so the whole idea that you're going to run a surplus and save up is just nonsensical but it's even worse than that because if you think about what the age rising dependency ratios are problems so that part of the story is true a dependency ratio is just the number of people who are working relative the number of people who aren't working and therefore dependent upon the number of people that are working if the right if more and more people aren't working and want to maintain their material standard of living well then the ones that are working and producing stuff have to be more productive than the previous generation that's the challenge of the rising of aging society not that the government won't be able to provide first-class health care and first-class support and pensions in financial terms it's whether there's going to be sufficient real resources available from a smaller productive workforce that's the issue now that you then think about that and think about the productivity challenge then running surpluses now actually undermines the solution to the problem because it's stupid to think of saving up money that's a non that's a that's a non-sequitur forgetful but what you need to go on to talk about is that by running surpluses now the austerity they reduce growth rates they reduce investment and innovation and they reduce productivity they poor they push teenagers who are the future productivity workers they force them increasingly into dysfunctional states you know the so-called need generation not in employment educational training that's on the rise the the the lack of investment in skill development so we're very happy when we've got all these young kids flipping burgers the destruction of apprenticeship schemes in around the world all of these things the austerity has inflicted on the younger generation reducing their work to school to work transition probabilities and outcomes and so they're we're we're doing exactly the opposite to what we need what we need is strong invest we need to run strong public education training investment in best practice technology and that doesn't happen if you're running austerity so they're sort of ideas so now we're going to talk about a new currency so the way to talk introduce the idea of mmt is to ask people what what's the problem of government you know because why do we want governments what's the problem that the government has in a currency situation well the problem is that it has to provision itself so all these rural resources are there in the non-government sector all the things that are essential for the government to deliver its program and what we want to work out is how we're going to shift those resources into the government sector and that's what the role of the currency is and so if you get the if if at the very beginning you get people to understand that the challenge for government and the role of its currency is to shift those resources so now we can offer police services and teachers and build stuff and have transport and telecommunications and all the rest of those things so you've got a thought experiment imagine that we you know imagine we're in this room and i now announce it off the government and i'd be a very good guy and so i say i'm going to introduce this new currency now it's not backed by any uh rare metal like gold or silver and so it's otherwise worthless there it is there and to disabuse people of the idea that we're going to print money to in this economy we actually are just going to all transactions will be just digital and you've got to disabuse people from very early days if there's any printing money going on when the government spend them so we've got this digital currency and the government announces that that's the currency and the non-government sector is asking questions well why are we going to use this currency you've already got currency here pounds why would i come in and uh force you to use this currency it's worthless do you just ignore me and so the government has to create a when a government creates its own currency it has to create a problem and the problem is that an issue that creates a tax obligation in the currency now that immediately gives us a problem because previously i said i'll i'll i'll get danny here and christian to do things for him the m currency and they'd said away and now i give them a problem as part of the currency operation i say to them well if i go away and you don't pay the tax then you go away someone prison and i've got the legislative fear to the legislative authority because that's the rule of law to do that now why is that a problem because i issue the m you don't have it i've got to spend it into existence before you can pay that tax that's the problem so i can solve that problem because i'm the currency issuer and i solve it very simply i can spend a hundred into existence and that immediately the problem's over you've got the hundred you've done work for me i've shifted resources from the non-government sector into the government sector those resources are being applied to provide services and stuff i've got all those things i shifted across and we've got an operational currency and a policy program now i didn't need that 100 in taxes to do that i could have offered to spend 100 as the first thing to do and you would have told me to go away because the currency is worthless too but once i create a problem then i create value for my currency all right let's now and i'm going to be answering these questions about debt being untapped i was just going to say you could with a role play thing work supposedly you were to actually do a role play with that currency ideas you say well you can't leave the room unless you've got 100 m's or like a ticket to actually get out and if you actually said that to people when they came in in the first place by the way this is your ticket in but you'll need a different ticket to get heavies well here's a bit of a game and this will help answer your question about debt being on tax spending so here's our accounts simplified national accounts here we've got government down this site above this line are all flows and flows are spending over a period of time a stock is a value at a point in time measured at a point in time so spending is what we call a flow a flow of spending a bank deposit you know like a camp bank account is a stop you measure it at a point in time so here we go the government announces that it will hire people for a hundred and i'll just say dollars it seems but i would call it dollars because i'm getting tired now the non-government sector knows that it's got to get hold of these this currency and so it offers work to the public sector to the non to the government sector in return for the hundred dollars in employment so employment's now risen this is a simplified example we're abstracting from a lot of reality but it gets to the number of things so we've now got employment rising people are working in the public sector that had productive resources in the non-government and owned by the non-government sector now the question then is that the hundred dollars of income allows the non-government sector to pay their 100 in tax occupation now this is a really important point because now you can see the causality because the mainstream idea and the taxpayers funding government spending and all of that argument has that arrow going in it has these arrows going in a different direction so this is the mmt causality the hundred dollars of government spending spends the currency into existence produces income in the non-government sector and employment and that income then provides the wherewithal for the non-government sector to pay its taxes and then those taxes flow back to the government so the causality runs spending income capacity to pay taxes taxes paid not the other way around hello now this is this is our assessment of those flows so you know i call this physical injection if i was not concerned with language i'd call that the budget balance but i'm very concerned about them so that's a fiscal injection which is very there's different concepts so in this case they've spent a hundred the government spent 100 and got back 100 there's nothing of that injection of a hundred left in the non-government sector so it's zero and in conventional language we'd say the budget is balanced and look at the non-government sector they got a hundred dollars of income paid it all back in taxes and so they have no overall saving in the currency issue so it's a dollar for dollar thing pound for pound thing in this case and in terms of the wealth and the debt there's nothing happening here yet the private non-government sector hasn't been able to accumulate any financial wealth and the government has an issue they're indebted okay go to year two the government decides it needs to expand employment in the economy that unemployment's too low too high it wants more public services it wants to build more capital uh public infrastructure so it now spends 120 and uh maintains the so-called tax at a hundred and once again causality goes that way now the big difference here is when we look at the the balance of those flows we've now got a fiscal injection of 20 so in modern power in normal parliaments that's a physical deficit so you can see the language nuance i use the word injection because that's building up something whereas a deficit is sort of in it's disappearing it's short shortfall and uh but notice also that the non-government sector has now got 120 worth of income employment's risen unemployment's formed and it's only paid 100 so it's created a surplus of 20 and that surplus is what we call saving and that's a financial asset in the currency at the moment and so there's no debt yet but there's financial wealth there in the non-government sector as a consequence of the deficits the only way that the non-government sector could accumulate net financial assets in the currency of issue was if the government spent more of it into existence that have taxed out here's year three and so the government's sustained its deficit 120 100 in tax and so in that particular year the injection's been an additional 20 and the non-government sector has been able to save an additional 20 and so their portfolio has gone up to 40 now of wealth 20 from last saving last period and 20 this year now in this year we have the government saying oh well we'll encourage thrift so we'll lend you we'll create a an interest earning asset because up until now before that this was just going to be held as cash to support non-interest bearing wealth so the government says in the non-government sector we'll offer you a bond that will deliver a 10 return which is totally unrealistic in this day and age where there's negative yields but forget it and you can you can shuffle your wealth portfolio between cash and bonds and uh most people unless yeah so we we we maintain some cash for day-to-day risk management like your car breaking down or you know something that goes wrong in the house your hot water service freaks out or something and then we park the rest of our wealth in less liquid forms that's the way we behave in this case i'm just assuming that everyone converts their cash balances a 40 into a bond they buy violence now we can answer the questions from the back so we've sold bonds the government's issued 40 dollars worth of bonds now can you see now that the wherewithal in the non-government sector to be able to buy those bonds has come from its saving balances and those saving balances were directly created by the deficit spending and it was deficits that were not yet taxed away there are deficits that have left net financial assets in the non-government sector because if those deficits hadn't existed well then there couldn't have been saving and there couldn't have been any funds to buy the debt so so outstanding debt in the public sector which is our and this also shows how it's our wealth and it allows us to have portfolio decisions between liquid and less liquid wealth that's what has happened here in this case they've gone to totally less liquid but it's it's untaxed deficits past deficits and so the wherewithal came from the deficit spending not but not the other way around the bonds the debt doesn't fund the deficits it matches the deficits if they issue debt but it doesn't fund it the funds for the bond bond purchases have come from past deficits so it's government money just borrowing its back again and borrowing back so that there's a diversity of financial instruments for the non-government sector what was the lie between a physical injection and bond cells because it always seems that the bond cells somehow are roughly equal to the net fiscal injection but they're inappropriate exactly but but but doesn't the government have has a net fiscal injection uh and but it takes doesn't it take time to work its way through the system [Music] but it but what you're saying is almost immediate though the the spending's immediate goes in i mean if the government uh tomorrow uh if hm treasury orders are a bridge to the you know some contracts or whatever that goes into the spending system whenever they make the decision isn't the remark before it ends up in excess reserves and well as soon as this man as soon as it's spent it's going to end up in the reserve system as soon as it's stated now that the contractors and who's ever getting the money from the well i mean okay let's let's uh let's say that i get a i'm a contractor and i get a check from government and uh i might in the bank's head check today so it doesn't show up immediately but i might bank up tomorrow so then it will show up now the the debt sales are not continuous they have regular options so there's some mismatch there but remember i'm talking here intrinsic capacities of the system because overlaying in the real world are all these accounting smoke screens voluntary constraints and accounting arrangements which which require governments to have certain amounts of money in a certain account certain numbers in a certain account which they spend out on so we get we if we think about it like that then we lead to it led into the and the bond sales will go into that account and if that account has a zero balance well then the government won't spend but they're all just uh accounting mechanisms that have been voluntarily created and like at the beginning of the gfc when there's governments were pumping billions into the bailouts all of those things just get bypassed so in a normal accounting structure it looks as if the government's spending after the bond sale money comes in but that's not the intrinsic part that's not how intrinsically it works okay the last bit of this is that we all freak out now and uh because we've been running these deficits and we we're going to run out of money and so now i impose fiscal austerity and i tell the non-government sector i'm pulling in my belt and i'm going i only offer employment of 76 and uh because there's outstanding debt of 40 and i agree just pay 10 so i'm paying four dollars on the outstanding debt so government spending now is 80. and so wage income goes up to 76 down from 120 so there's now less employment less economic activity unemployment will be rising and uh taxes paid is still 100 so the balance is the theory the fiscal injection is now negative so in normal usage that's now a budget surplus a physical surface yet the question then is well clearly the non-government sector is now their income is less than their spending which in this case is the tax payments so so ask yourself the question well there's a liquidity squeeze on the non-government sector from the surplus because the question you ask yourself is well where is the non-government sector if it's receiving only 80 and it has to spend on taxes a hundred where does it get the how does it fund its deficit because it uses the currency the only way it can fund its deficit this is it this is its deficit in that period negative signing and the question is well how does it fund that if it's because it's not the currency issue well it can only fund that liquidity squeeze by running down at 12th it's prior builder it's built up wealth and so in this case this little example which is stylized it has to liquidate and sell some bonds back to the government or if it had money in the cash balances it would have to run down its cash deposits and of course it sells the bonds back to the government which reduces national debt so then you then construct the two narratives on that little scenario when the australian government was running these surpluses the treasurer peter costello would tell go on tv and say we're getting a debt monkey off the australian taxpayers back but what he was really saying was he was destroying the wealth of the non-government sector and when he said that getting a debt monkey will will save us interest payments and give us more money for health and education he was really saying he's destroying the some income flow to the non-government sector do you think he knew that or do you think he [Music] naive question i kind of probably know the answer to myself why would you think conservative politicians would do that would take all these actions that actually destroy the wealth of the non-government sector considering that you'd think that they'd want to be increasing the wealth of the non-government sector what you know mindset why what's the motivation for really doing that because you think they'd be against taxing more than this that the lesson exists that's a discussion in political science and uh you you you would note that they wouldn't be imposing the austerity on the military industrial complex or the top end of town as i thought because or they're funders so where they cut is defenseless groups who have no political voice typically so you know that's beyond what i want to talk about but the point is that most of us because of this this creates what i'm saying now will create terrible dissonance among the majority of the population because they have been led to think in that terms that the government debt is their burden and that ultimately it might cause the government to run out of money which means that our hospitals and staff will be suffering or the government will force us to pay higher taxes to pay the debt back and so if the government's not issuing debt with those liabilities we've been led to believe that means our taxes can be lower and that the government will be able to continue to fund at lower taxes things we care about like education health and transport and stuff but the reality is the opposite when governments run services they are destroying our health dollar for dollar and when they're running they're forcing us to liquid running down our bond holdings they're undermining our income flows dollar per dollar and they're not getting any extra income in any extra capacity this gives them no extra capacity to fund public services and build capital infrastructure [Music] that mmt this is part two of that talk and part one was last week that's episode 35. in this part of the presentation professor mitchell talks about the concept of framing and refers to the essential in my opinion insights of professor george lakoff there's a link to professor lakov's podcast that serves as a good introduction to him in the show notes i've been interested in his work for a while so i'll share some of the things i think i've learned from it professor lakov has a book the title of which is a challenge that he sometimes puts to his students and i'll put it to you now and you can see how it works you ready okay here's what i want you to do don't think of an elephant of course you're thinking of an elephant because in order to be cognizant of what i just asked you to do namely to not think of an elephant you have to think of an elephant because when i say elephant you already have a concept of an elephant in your head that you've built up through your life your mental picture of an elephant might be different from mine but we all have a concept of an elephant these concepts are called frames and when someone says elephant your frame for elephant is activated and that's why you end up thinking about an elephant even when someone says don't think of an elephant so when we think about things from the most trivial to the most weighty it activates multiple frames in our minds as we absorb communications from one another so people generally think in metaphors rather than literally and that's why when i said weighty rather than most consequential you knew that i didn't mean issues that literally have mass and are literally heavy from my understanding of his work professor lakov thinks that generally people who identify as left of center or progressive think that to advance their arguments all they need to do is just lay out the literal material facts of their argument and people will reason to the same conclusion as them and come around to their way of thinking and that's a blunder that costs progressive causes massively and it's a blunder that conservatives don't make conservatives work very hard on their framing they know that talking points are at their most potent when they are visceral so they talk about death tax rather than estate tax or they'll talk about job killing regulation rather than planet killing regulatory capture and as mentioned at the beginning they talk about tax relief we all have a frame for relief relieved means you're free of distress it's a good thing so the word preceding relief must be a bad thing that's necessitating relief so if you hear people debating over and over again about tax relief in the media no matter who wins each individual debate the conservative framing does its work under the surface and eventually the deeper message being conveyed sinks in namely that taxes are bad so that brings us to the function of taxes according to mmt even if you've never heard of mmt until now i think it's not too controversial to say that when you think about it for two minutes it's evident that a nation's currency is manufactured rather than dug out of the ground or plucked from a tree so it follows that some entity has issued it the uk government issues the british pound the canadian government issues the canadian dollar the japanese government issues the japanese yen and so on so it follows that taxes don't fund government spending at the national level governments issue new pounds or dollars or yen into existence when they spend so why do governments tax their populations as discussed in previous episodes they do it to get the population to needed their currency once demand for their currency has been created taxes then function to regulate aggregate demand which is a term for the number of pounds or dollars or yen circulating in the economy and to incentivize behavior taxing on desirable activities and giving tax breaks to activities the government wants to promote so just to be clear governments do not tax in order to collect revenue to pile up and then spend out again this idea that taxes don't fund spending is quite hard for people to wrap their heads around because it doesn't sit well with our lived experience and the frames that are activated when we think about money we have to own or borrow or otherwise acquire money before we can spend it and that's because we are currency users the rules are totally different for currency issuers and monetarily sovereign governments like the uk the us japan australia and canada are currency issuers they issue new currency into existence every time they spend and delete money from existence as far as the private sector is concerned every time they tax this idea of taxes not funding spending is particularly hard to swallow for some of us on the left because the way we frame it is that we work hard for our money and even though we might be struggling we give up some of our earnings to pay for public services that help everybody especially people maybe less fortunate than ourselves because we're social animals and we believe in pooling our resources to fund the public good we care about people that we don't even know or are related to because that's the greater good as we see it one day we'll be in a less fortunate position and people in a more fortunate position will be helping us out and that's the kind of social values and worldview we have and then we go on to think that if we could just get extremely rich people to pay their fair share those less well-off would be better provisioned now i'm from the home of robin hood myself someone particularly tuned into this but the fact of the matter is that if the government needs to hire say a hundred thousand nurses or teachers urgently the government can afford to buy anything available for sale in its currency without financial limit when it spends the government instructs its central bank the bank of england to credit the relevant bank accounts using a computer keyboard so for the currency issuer the limit to spending is a question of whether or not the real things you are trying to buy or hire exist or not if those nurses or teachers exist they can be afforded again just to be clear everything i've just said is not an argument for giving tax breaks to the already very wealthy as professor mitchell himself has said in the past i want to tax them out of existence no the point of an mmt understanding of taxation is to make the question of whether or not we can spend more on the nhs or schools or to solve unemployment irrelevant to whether or not we can raise taxes on the rich so for the robin hoods out there maybe a way to reframe the issue of taxation given this new understanding of money might go like this given that taxation limits the spending power of the private sector you me richard branson bill gates all of us what would tax justice look like whose spending power should be limited the most and whose spending power should be limited the least now that's not quite as snappy as robbing from the rich to give to the poor but it is based on how money really works at the macro level rather than the household analogy which inevitably leads to the how you're going to pay for it framing which inevitably leads to cutting public services so before we dive into professor mitchell's talk about framing i'll just add and this is just my take i think that one of the under appreciated strengths of the way we can connect on the internet is that we can treat different people differently and we can cut our cloth accordingly the internet isn't a mass medium where we have to make average things and please no one in particular and we make a mistake when we treat the internet like a mass medium it's a micro medium which means the things you make your posts or your podcasts or videos about mmt they don't have to be for millions they could be bespoke for a small audience in fact the smaller that audience is the easier it is to make something perfect for them and the more perfect it is for them the more likely they'll share it with people that they think is perfect for people they know and you don't so it's just my take but i think that's how truly engaged audiences grow for things like this so if you're an mmt advocate out there and you made one person curious about mmt who wasn't curious yesterday that's a productive day if we all do that if the people who you inspire do that our message will reach people exponentially so thanks to the wonderful gower initiative for modern money 2019. here's professor mitchell so george lykov is a famous cognitive linguist and he's he's probably done the most work on this most influential academic researcher i guess he has this thing called a truth sandwich and he said that uh people who want to uh pursue progressive causes because he's a progressive but it works for anybody you've got to think about the truth sandwich and so you never start by attacking what you consider to be the lie you never state the lie first you always state in entering an argument you always state the truth so the government can never run out of money and then once you've framed the discussion with the truth you can then go back and discuss the attempt to divert the truth so you can then talk about the mainstream in our context of economics and then you always have to finish in a discussion by returning to the truth because you can never allow the diversion or distraction to work so you sandwich the lie between the truth so when you're discussing things at your dinner tables or down the pub if you can get over the noise or wherever think about the true sandwich it's it's it's absolutely essential analytical device in framing and language because otherwise you this is trying to address cognitive dissonance otherwise you'll never get cut through now here's george and uh a fundamental principle of the research that he's developed is uh denying a frame activates the frame a frame is a is a conceptual structure by which we attach meaning to the world it's the way we unders we think we understand things okay if you try to deny a throne you'll just activate it this is the research literature now what does that mean here's an example of negating a throne and for those who are old enough we'll remember watergate and richard nixon on that day came out and gave a very at the height of the sort of uh attempt to derail him and impeach him he was trying to defend him in the last days of his defense he made this address on tv that was that was picture drawn captured from the address and at one stage he said i am not a crook so the frame was that he was a crook and he was trying to negate it and all he did was reinforce the fact that everybody thought he was a crook what did he say to my arms so often we try to negate we try to use negation of frames in our discussions as i'll show you and it's not the way to argue or to construct a discussion so here's an example progressives like to say no tax cuts for the rich don't want the rich to get tax cuts and and implicitly they believe of course that that'll reduce the amount of the capacity of government to do progressive things like public health and stuff and all that no tax cuts for the rich we know chad rallies and stuff or go progressive politicians go on tv and say we don't want any tax cuts for the we rich them to pay their way what that activates is that frame no tax cuts for the rich just immediately activates in our the way we understand things the way uh the cognition works it activates that frame now what's the problem with that being rich is an aspiration we will we all aspire you know implicitly to be better off in material terms than we they are we are now because our society has that aspiration is our path to success and that's the way typically we'll construct success i'm not saying everybody thinks like this but this would be a common sentiment now what what happens there well the conservatives on in the debate always use what's called the tax relief throne that we want tax relief that's how conservatives discuss let's have tax cuts tax relief and what that invokes is a bad we understand that taxes are bad and that we want relief from a bad so it's an incredibly powerful frame to present to the public because it's reinforcing good and good overcoming bad and so you've got this message in conflict the left thing the taxes commit standing on good things so they say no tax cuts were rich so the government will have more money and the right side taxes take money from hard work and give it to those who don't work and we want tax relief from that and the reality is that both of those frames reinforce the conservative brain because of the the progressives negate negate and therefore reinforce the phone that taxes are bad we don't want them they're they're an impingement to our aspirations and the rights say tax relief getting rid of a bag it's a really powerful demonstration of how you present your arguments negating afraid will reinforce it every time don't use language because don't use their language so if you're trying to oppose something you've got to break away from the language that's common to that they're using because all you'll do is you'll pick out their frame so what's an example for that order so could you say taxes don't pay for public spending here's an example so i'm doing an interview for bloomberg or something and uh or conservative media outlet and they say to me well are you in favor of tax relief or not now as soon as i say no i reinforce the phone so the way and i'm using their language so what i've got to do is divert diverted into different frames with different language so when i'm asked by an interviewer all the time you know am i in favor of tax relief if i fall into the trap and say well no i'm not really in favor of cutting taxes for the rich because they've got uh sorry yeah because they've got too much money already and all the rest of the sort of progressive motherhood sort of statements that labor politicians use all the time what i'll say because i'm smart and i know i understand training is that i'll be asked that question and then i'll have to know i'm in favor of the government having to provide first-class education healthcare i've diverted the frame now the frame is about government provision of good stuff and i've taken it away from the arguments relating that to taxes and you see you know you sit in you you sit in uh you watch uh politicians being interviewed on current affairs programs and stuff and you get so frustrated because they never answered the question that's because they know all this stuff they're not going to get trapped into a frame that they don't want to they they want to create their own frame yeah space that you're admitting that the airspace for those things yes it's reinforcing all the things that that frame invokes that's a frame tax relief a good thing reducing a bad and an under un you know associated with that throne is all these other all these propositions the taxpayers fund government spending and all of this stuff you're taking money off those who work hard and giving it to those who don't all of the welfare sort of stuff so you don't want to as a progressive you don't want to buy into any of that because if you try to negate it you'll just reinforce it i'm just thinking sorry yeah still don't you want to explain that actually that is not an issue in the progression so then then you can start saying well the government can easily do that because it issues the currency and and and it doesn't have to tax and all this stuff but you're dealing in this program not that front you're talking about the government doing good things and the good things are not cutting taxes they're providing hospitals and health care and aged care and um wouldn't it be sorry just takes it off course a little bit but couldn't you play into that frame and go yeah actually i think the lowest income earners in this country do pay too much tax we should definitely cut taxes on them so you know because you're dealing with that kind of person it doesn't get us to the taxes don't fund spending thing though you've got to have the first statements you make have to frame it in the way you want and then you can go and talk about diversions but don't buy into the language straight away that's the other one so for for mmt of course this is the dissonance argument we're up against a really powerful sets of frames that uh reinforce cognition as completely the opposite to the way mmt thinks so that's our challenge and that's why i'm doing this work so here's a few few further pointers in trying to redress or address that dissonance you should never start an argument this is again from the research literature never start an argument with the facts so you never go and say oh unemployment's sort of 13 is too high that's it's factual but it won't win the argument because then you'll because people will interpret that fact within their frame so yeah there's 13 of people who are too lazy to work so you've lost the argument so what you've got to start off with is a what's called in this cognitive literature a destination you've got to start framing the discussions initially in destinations because we all love getting somewhere i'm going to new york tomorrow i'll be very happy when i get there and so the destination that you start with should encapsulate our conceptions of that we can all agree to the social purpose and aspiration and all of that and then you can start talking in terms of well what do we want the economy to do for us how is it how is the economy going to allow us to reach that destination and the way in which you'll express the destination has to be in a way that triggers positive frames that you can then extrapolate to support your argument that's very tricky and then you can start talking about the facts because then you can say oh yeah but this we've got too many we're not going to be able to achieve our destination because we haven't got enough people working rather than start bemoaning that you haven't got people working from the beginning and triggering all the negative stuff that we've been led to think about unemployment laziness not searching enough [Music] you express that in terms of a failure to achieve a destination you establish as being desirable and you know some years ago there was a group of mayors cross political national party and labor party so normally wouldn't talk to each other who were sick to death of the effect in their local areas of the austerity that the national government was pushing on to them as part of the whole neoliberal agenda and they formed a mayor's task force for jobs it was an unbelievably innovative uh venture and cooperation and they had the grand purpose zero waste of new zealand it was a terrific social purpose and it immediately framed the framed their activities and everything they did in terms of zero waste we love that we don't want waste and we certainly don't want our people wasted and so then they could get down to discussions about facts and stuff now you also need in this literature there's a concept called event causation structures so you actually have to link your destination to some events and some causation so here's an example of a broad destination jobs through now unless you believe in ubi then everybody likes jobs for all but that's just an event a destination there's no causation in that statement so a right-winger can say yeah we want jobs through all that's a great thing to achieve but we'll do it by incentivizing private markets and deregulating and getting more activity there and cutting wages and getting everybody to to be more incentivized so that doesn't do it you've got to attach a desirable causation to that because this is their causation deregulation privatization so your grand social purpose gets hijacked so here's here's how you can progress there you have to add an appropriate action that has a causation to it and so here's an example we want jobs for all everybody agrees with that which means that aggregate spending in the economy has to rise by x percent to generate one million jobs so you've immediately got the the broad social purpose frame attached to a causation structure that we have to create jobs now then you really thought then the causation structure becomes you have to make that evident how do you get that aggregate spending to generate the jobs or you get it through government deficits so you've got the purpose the event creating the work and the causation that will create the work government spending above taxes stimulus so service event causation action statements and every time you frame a statement you have to have those components in it you can't just go walk down the street jobs for when do we want it we want it now that sort of stuff that doesn't that just reinforces frames that you don't want to reinforce okay quickly so some points on language this is really this is really the difficult part because for example in that past the previous example we said you know that we wanted the government to spend x million dollars to create whatever jobs we wanted to for jobs for all but the the the that invokes the the term spent for example invokes negative frames because you know in english language spent means you you know this morning around 10k and i was spent i was tired because i've been exercising and so i'd left left my glycogen in my muscles behind the on the running track i've spent spent my energy that's that's a bad thing and so the alter the alternative is that i might say government invested x million dollars because this is an example in our we use these metaphors from the very early age the cognitive linguists tell you that we have an embodied conception of mind and body in the way we understand reality and we use metaphors that invoke physical as well as mental constructs as a way of creating meaning to our external world so a really key metaphor we use and you might be aware of it but we're using it all the time as this moor is up metaphor so we attach a quantity with a vertical distance vertical direction so if something's going up we think that's more and that's good if something's going down we immediately think it's less and that's bad and that's you know that's that's this is embedded in the research literature it's a really powerful thing about our cognition it's all it's all subconscious we don't we don't know we're doing all of this but that's what we're doing and so invest is building up more is up we attach that to be a good thing whereas spending is with the reverse of more results that's something not very good and the more in it more is upworks in reverse and this is where it gets even trickier because we might say that we need a larger deficit to accomplish the jobs for all and so larger would typically be more is up good but the language then triggers the reverse of more is up because more in this case is actually worse because we're saying deficit which is a shortfall really tricky it works deficits we consider to be bad it's a short forward we're running out and the other reason i never use the word budget unless i put it in inverted commerce is because it triggers the household metaphor so in all my writing you'll see mostly these days i never use word budget deficit i use fiscal deficit or fiscal balance because it immediately triggers the budget the household frame which is takes you down that path of no you don't want to go there and whenever you're talking about the moor is up metaphor and you constructing it in an event structure that i've talked about before purpose event action causality you know destination you always have to link the purposes of your because you're talking about with destinations the destination must always be prominent and you can you can modify our reaction to the moore's up metaphor the way that triggers our frames by adding a an appropriate destination so for example the government deficit rose so that statement up to there would trigger the reverse more result metaphory now in our cognition but then if you add a desirable destination and generate higher levels of wealth for households and firms [Music] that's the way of dealing with that sort of cognitive tract yeah government spending growth is generated it's assigned as a deficit it's a negative connotation and so what this this statement does and this is the further principle that's in the literature is the concept of forced movement okay you establish a destination that that you know that we want to get to that's desirable and you've then got to uh relate that destination to something that's going to get you there you won't get there unless there's a force operating to move you to them and so in this context the causes are forces and the causation are forced and so in this case the example we've given is that we want to disabuse people of under thinking that things just happen that the market does stuff you know that if we just leave it alone it'll it'll happen and so in this case we want to encourage people to understand that we need government action to actually force movement to our desired destination and so we our statements should be constructed to think in those terms yeah i often see on the left sometimes when they disagree with a particular type of government spending for example at the moment the government was using money for preparing for brexit and issuing leaflets and things like that they will use more than very negative framing in a sense they'll say the government is throwing this much money down the drain and i accept the fact that you know if you disagree with what the government is spending on you have to make a case against it but i do resent the way that they frame it here they're using it they use metaphors that invoke negative frames like spending like a drunken sailor if that that's a metaphor and and so immediately we think of drunken sailors as these out of control characters that get off the boat in a port and go wild drinking womanizing and all of this and stuff that the movie industry has led us to believe about pirates and stuff so yeah i mean that's the point i mean i was just astounded that the guardian this guy brian parkington i think his name is ran really negative articles when when the your current chancellor said he was going to spend more money on national health and law and order to overcome the uncertainty that was building about brexit well why would you oppose that and that it was going to lead to a dangerous fiscal situation where you'd have to then in the future have uh austerity to pay it all back i mean that's that's the progressive uh using such bad frames to just shoot themselves into foot they should have applauded that he was doing that independent of your position on brexit i know or use it to prove that the holistic narrative surely someone's got that money anyway i mean you're saying it's money being spent with a printer printing leaflets but the printer's got the money he's got a family he's got a fee one sector is spending his income now the debate might have been not that you needed to expand government spent net government spending in britain to overcome the uncertainty of brexit you certainly do need to do that and you need to do much more spending in the short run than they're currently anticipating so but the debate might have been on what social purpose was being achieved by that spending that's where the debate should have been but the progressives were killing the debate by saying oh it's dangerous to spend this at this point in time so much brexit uncertainly the government might run out of money and stuff and it's just crazy stuff okay my giant is progressive i think well i understand that the center is shifted to the right but it's relative isn't it okay the last module which which i promised would finish in about two more minutes and it's actually pretty easy to understand this is some research we've been doing on social media use and for anyone who knows me knows that i never get sucked into twitter debates there's constant baiting going on in this so in the twitter sphere and i'm always getting these baits to buy in don't ever do it and the only reason i ever got i'm not on facebook i hate facebook the only reason i had a twitter account have a twitter account and use it very thriftly is because i got sick of people at around about 4 30 in the afternoon sending me emails about 50 emails and then it got to a hundred where's your blog today so i decided i'd get a twitter account and and and hopefully educate people that when i send out a tweet that's when the blog's written and it's all different times depending where i am in in the world so here's some research about three minutes it's definitely not and this is not my research this is my understanding of the experts who have done research on this it's not a debating medium it's a really poor medium for debating and so i see these countless devices one at the moment going on about ubi and i just keep getting copied into them and it's just sickening there's a phenomenon called compassion fatigue and that is that we we initially might be really concerned that there's poverty rising but if we keep getting told about it about bad things we're becoming newer to it and so the message just becomes powerless so if you think you're doing a good job out there by tweeting every day how bad austerity is well then you're actually doing a bad job you'll be invoking what's called compassion fatigue and you may as well just not send between and what twitter has been found to be suitable for is this it's extremely suitable for leading a reader to a proverb preferred external source of information that's what it's suitable for but moreover this is thing really really interested me when i sort of was reading all this literature the the next thing is really fantastic because if you learn to frame your tweet correctly the tweet that refers a person to an external report or you know something's a bit of information then you can actually if you if you if you word the tweet properly you can actually condition the way in which the person reads that report you can frame frame them in in a way that they'll read the report in a way that you want them to read it in a sympathetic way that's incredible in my view and that's why the twitter's the tweets have to be really worded carefully if you're wanting to refer a person to an external report because you can get the way that you can condition the way they receive that report and so you could get a person who had views that were at odds with your views and you refer them to an external report that gives reinforces your reviews and you can get them to read that report in your phone not their friend and here's an example so this is a typical tweet you see local community faces 10 unemployment parents cannot feed their children tories to blind compassion fatigue just washes off it's not it's wasted time whereas if you say economy needs more jobs so if you're trying to get the same message the economy needs more jobs to bolster incomes and sales government stimulus created x million jobs during gfc see this article with a link so they've already been framed to think the government created the jobs and that that reduced that reduced that increased income and activity whereas this first one just washes away the last slide is the difference between what are called structural and individual frames and so whenever i talk you whenever i say talk about unemployment i always say it's a systemic shortage a systemic failure of the economy to produce enough jobs that's a structural statement a systemic failure it's the system failing the economy to produce enough jobs and that's juxtaposed with an individual frame so for example if you frame poverty structurally then people assign responsibility to society at large [Music] whereas if you frame it individually so often you'll see on tv or or in the media case studies of a really disadvantaged single mum or something who's just lost their job got four kids poverty hopeless situation and while that might be very well meaning it's framing the problem as an individual problem and the cognition our cognition will be triggering will be triggered to then assigning the responsibility of that person's state to them whereas that person's not poor because of them that's not what you want people to believe they might be but that's not what you want people to think but you've used an individual phone rather than a structural frame about poverty poverty is because there's not enough jobs in the economy it's a systemic failure and that's the solution to poverty so it's got nothing to do with the individual particularly all
