Keynes recognized that debtor nations can do little to affect the balance of trade. They can reduce the value of their currencies in the hope of making their exports more attractive, but all that then happens is that the value of their exports falls at the same rate as the volume increases. This problem, Keynes saw, is compounded by two others. The first is that a heavily indebted nation must spend much of the money it possesses on paying its debts. There is, therefore, less available to invest in businesses which could generate exports, with the result that the trade deficit is likely to increase as the debt grows. The second problem is that the money shifted around the world by financial speculators tends to leave nations which are in financial trouble, and enter nations which are prospering, meaning that the debtor nations have even less to invest in generating exports, while the creditor nations have more and more. Both sets of countries, then, are locked into their economic positions: the debtors are destined to become poorer and fall further into debt, while the creditors are destined to accumulate ever more of the world’s money.
Keynes came to the obvious conclusion that the terms of trade between nations cannot be substantially affected unless the creditors as well as the debtors are obliged to change them. His solution was an ingenious system for persuading the creditor nations to spend their surplus money back into the economies of the debtor nations. He suggested that a global bank, which he called the International Clearing Union, should be established. This bank would issue its own currency, which he named the bancor. The bancor, which was exchangeable with national currencies at fixed rates of exchange, would be the unit of account between nations: it would be used, in other words, to measure a country’s trade deficit or trade surplus.* Every country would have an overdraft facility in its bancor account at the International Clearing Union, equivalent to half the average value of its trade over the past five years. As all the deficits and surpluses in global trade add up, by definition, to zero, the overdrafts would, in aggregate, be equal to the surpluses.
All the members of the Union would discover that they had a powerful incentive, by the end of the year, to ‘clear’ their bancor accounts; that is, to end up with zero, meaning that they had accumulated, when everything was added up, neither a trade deficit nor a trade surplus across the year. The incentive arose from a remarkably simple device. Any central bank using more than half of its overdraft allowance (in other words, going too far into trade deficit) would be charged interest on its overdraft, which would rise as its overdraft rose. It would also be obliged to reduce the value of its currency by up to five per cent (making its exports more attractive) and to prevent the export of capital. These are conventional means of discouraging excessive debt.

Recently, there has been a burst of interest in modern money theory (MMT). The essential claim of MMT is sovereign currency issuing governments do not need taxes or bonds to finance government spending and are financially unconstrained. MMT rests on a triad of arguments concerning: (i) the macroeconomics of money financed budget deficits, (ii) the employer of last resort or job guarantee program, and (iii) the history of money. This primer analyzes that triad and shows each element involves suspect economic arguments. That leads MMT to underestimate the economic costs and exaggerate the capabilities of money financed fiscal policy. MMT’s analytic shortcomings render it poor economics. However, its simplistic printing press economics is proving a popular political polemic, countering the equally simplistic and wrong-headed household economics of neoliberal austerity polemic. 現代のマネー理論(MMT)の何が間違っているのか。批判的な入門書
