ユーロ危機を予測していたフリードマン
EU(欧州連合)首脳は12日、債務危機の焦点になっているギリシャを支援すると発表した。ヨーロッパの銀行はギリシャを始めとする欧州の落ちこぼれ国(PIIGS=ポルトガル、イタリア、アイルランド、ギリシャ、スペイン)にたくさんお金を貸していて、破綻されては困る。だがもっと恐ろしいのは、PIIGS諸国のどこかがユーロから離脱してしまうことだ。そうなればユーロの信認は失墜するだろうし、心血を注いできた欧州統一の理想は破れてしまう。
突然のユーロ危機に市場は不意を突かれたそうだ。皮肉なことに、金融危機ですべての国が凹んでいた時のほうがユーロは安泰で、今回の危機はドイツなど一部の国の景気が上向き出したことが原因で表面化したという(詳しくは2月17日発売の本誌参照)。
だが、ユーロ危機は予測されていた。ノーベル賞経済学者でマネタリストの故ミルトン・フリードマンは、99年のユーロ発足前から「ユーロ圏は最初の深刻な景気後退を乗り切れない」「寿命は15年」と言っていた。加盟国は通貨主権を欧州中央銀行(ECB)を委ね、独自の金融財政政策がとれなくなるからで、イギリスがユーロに参加しなかったのもそのためだ。またフリードマンは01年、90年代から高成長を続けたアイルランドについて、金融を引き締めるべきなのにユーロに縛られてできなかったと指摘していた。アイルランドではその後、不動産と金融のバブルが起こって07年に破裂する。金融危機後は市場原理主義者として悪の権化にされてしまったフリードマンだが、やっぱり巨人は巨人だ。
それにしても、ただでさえドルへの不信が募っている時にユーロのこのつまづき。中国のようなお金持ちは、いったい資産を何で運用したらいいのか改めて思案を始めていることだろう。中国が提案したIMF(国際通貨基金)の特別引出権(SDR)を世界の基軸通貨にする案や、ロシアが主張する世界共通通貨、日本が提案するアジア共通通貨などの構想はどうなるのだろうか。ユーロに欠陥があるならこれらもダメなのか、それともドルやユーロに代わる未来通貨としてますます重要になるのだろうか?

SAN FRANCISCO – A common currency is an excellent monetary arrangement under some circumstances, a poor monetary arrangement under others. Whether it is good or bad depends primarily on the adjustment mechanisms that are available to absorb the economic shocks and dislocations that impinge on the various entities that are considering a common currency. Flexible exchange rates are a powerful adjustment mechanism for managing shocks that affect the entities differently. It is worth dispensing with this mechanism to gain the advantage of lower transaction costs and external discipline only if there are adequate alternative adjustment mechanisms.
The United States is an example of a situation that is favorable to a common currency. Though composed of 50 states, its residents overwhelmingly speak the same language, listen to the same television programs, see the same movies, and can and do move freely from one part of the country to another. Moreover, goods and capital move freely from state to state; wages and prices are moderately flexible; and the national government raises in taxes and spends roughly twice as much as state and local governments. Fiscal policies differ from state to state, but the differences are minor compared to the common national policy.
Unexpected shocks may well affect one part of the US more than others, as the Middle East oil embargo did in the 1970s. That event increased the demand for labor and created boom conditions in some states, such as Texas, but led to unemployment and depressed conditions in others, such as the oil-importing states of the industrial Midwest. The different short-run effects were soon mediated by movements of people and goods, financial flows from the national to the state and local governments, and wage and price adjustments.

It is composed of separate nations, whose residents speak different languages, have different customs, and have far greater loyalty and attachment to their own country than to the common market or to the idea of "Europe." Despite being a free trade area, goods move less freely than in the United States, and so does capital. The European Commission based in Brussels, indeed, spends a small fraction of the total spent by governments in the member countries. They, not the European Union’s bureaucracies, are the important political entities. Moreover, regulation of industrial and employment practices is more extensive than in the United States, and differs far more from country to country than from American state to American state. As a result, wages and prices in Europe are more rigid, and labor less mobile. In those circumstances, 㔢lexible exchange rates provide an extremely useful adjustment mechanism. If one country is affected by negative shocks that call for, say, lower wages relative to other countries, that can be achieved by a change in one price, the exchange rate, rather than by requiring changes in thousands on thousands of separate wage rates, or the emigration of labor. The hardships imposed on France by its "franc fort" policy illustrate the cost of a politically inspired determination not to use the exchange rate to adjust to the impact of German uni㔢ication. Britain’s economic growth after it abandoned the European Exchange Rate Mechanism a few years ago to re㔢loat the pound illustrates the effectiveness of the exchange rate as an adjustment mechanism. Proponents of the "Euro" often cite the gold standard era from 1879 to 1914 as demonstrating the bene㔢its of a common currency. But the gold standard also had its costs. The period was characterized by declining prices from 1879 to 1896, rising prices thereafter, and sharp 㔢luctuations within each period, especially severe in the 1890s. The standard was viable only because governments were small (spending in the neighborhood of 10 percent of the national income rather than 50 or more percent as now), prices and wages were highly 㔢lexible, and the public was willing to tolerate, or had no way to moderate, wide swings in output and employment. Take away the rose‑colored glasses and it was hardly a period or a system to emulate. As of today, a subgroup of the European Union ‑‑ perhaps Germany, the Benelux countries, and Austria ‑‑ come closer to satisfying the conditions favorable to a common currency than does the EU as a whole. And they currently have the equivalent of a common currency. Austria and the Benelux three have, to all intents and purposes, linked their currencies to the Deutschmark. Any country that wishes to link to the Dmark more㔢irmly can do so on its own, simply by replacing its central bank with a currency board, as some countries (such as Estonia) outside the EU have done. The drive for the Euro has been motivated by politics not economics. The aim has been to link Germany and France so closely as to make a future European war impossible, and to set the stage for a federal United States of Europe. I believe that adoption of the Euro would have the opposite effect. It would exacerbate political tensions by converting divergent shocks that could have been readily accommodated by exchange rate changes into divisive political issues. Political unity can pave the way for monetary unity. Monetary unity imposed under unfavorable conditions will prove a barrier to the achievement of political unity. He noted that in a world of floating exchange rates, if one country faces a shock, it could simply respond by letting the exchange rate change. But with the arrival of the euro, that option is no longer available.
Mr. Friedman also highlighted the case of Ireland. In 2001, he said the country should have been tightening its monetary policy but couldn’t because it was tied into the new European currency. “The European Central Bank makes monetary policy for the whole of euroland.”

In the absence of currency flexibility, analysts say competitiveness can only be regained through real economic adjustment such as labour reductions and downward wage adjustment.
With the euro now more than a decade old and it being the official currency of 16 out of 27 European Union member states (known as the Eurozone), a global recession is in full force and the Nobel Prize-winning economist’s theory is being put to the test. The financial crisis has made the merits of membership in the Eurozone a hot topic, even if few think a break-up is actually possible.
The logistics involved with a country pulling out or being kicked out are staggering. Some say this would make it even more expensive for such a nation to pay off its debts, while the damage done to its trade could have serious ripple effects. Others have called the euro a “one-way door,” suggesting any renegade country would almost surely face a run on its banking system.
It comes as little surprise then that European Central Bank president Jean-Claude Trichet and other board members have denounced the idea, but the fact that the possibility has entered into the political discourse is nonetheless meaningful. Meanwhile, Europe’s leaders have started to make regulatory and fiscal adjustments to the monetary union. Italian prime minister Silvio Berlusconi, was talking about how the euro “screwed everybody” back in the summer of 2005, while he and French president Nicolas Sarkozy remain among the ECB’s biggest critics.
A break-up of the Eurozone or even the exit of a single member is highly unlikely, says Michael Hart, a London-based analyst with Citigroup. He also sees little chance of accelerated entry for candidate countries and does not believe it would serve them well anyway.
While economies that have found it difficult to implement structural reforms and improve their competitiveness over the past decade have seen their export performance and level of activity deteriorate the most, these countries also typically run the largest fiscal deficits and carry the highest public debt burden. This limits their ability to implement policies to counter the effects of the crisis, Mr. Hart explains.
At the same time, EU members outside the Eurozone have been hit by the crisis too, with their currencies coming under intense pressure. “As a result, they have developed a renewed appreciation for the shelter and stability Euro adoption can bestow,” the analyst wrote.
He suggested that any change or talk about the euro’s constituents will likely have a negative impact on the currency, at least in the short run. If it were to happen, which he insists is highly unlikely, it would potentially be a highly destabilizing foreign exchange move, producing a sharp rise in interest rates and further strain on the banking system. “And this, before even entering the discussion about the political implications and the prospects for further integration in the EU.”

In a 1998 interview, Friedman was asked whether he believed the European Monetary Union would be a success. The economist responded that he was dubious.

"It is most desirable where you have countries that speak the same language, that have movement of people among them, and that have some system of adjusting asymmetric effects on the different parts of the country. The United States is a good area for a common currency, for all those reasons. But Europe is the opposite in all these respects."
He continued: "The exchange rate between different currencies was a mechanism by which they could adjust to shocks that hit them asymmetrically—that hit one area differently from another. The Europeans have, in effect, entered into a gamble in which they have thrown away that adjustment mechanism. It may work out all right. But on the whole, I think the odds are that it will be a source of great trouble."

ユーロ危機の再燃は経済・金融面の問題を悪化させるだけにとどまらない。おそらくもっと重要な問題としてヨーロッパ内部において深刻な政治的な不和を招き寄せる恐れがあるのだ。スペインの大手新聞であるエル・パイス(El Pais)の記事でドイツのメルケル首相が(幾分不当にも)ヒトラーになぞらえられているのがいい例だが、既にその兆候は表れている。ドイツ人がスペインやギリシャ、キプロスといった国々に旅行に出かけてもこれまでと同じような待遇は期待できないだろうことは確かである。

なぜユーロがダメなアイデアだと言えるのかについてフリードマンは次のように語っている。
それとは対照的なのがヨーロッパ共同市場である。ヨーロッパ共同市場は共通通貨の導入に不向きな条件が揃っている例の一つなのだ。ヨーロッパ共同市場を構成する異なる国々の間では言語も違えば慣習も違う。どの国の住民も共通市場あるいは「ヨーロッパ」という理念に対してよりも自分が生まれ育った国に対してずっと大きな忠誠心と愛着を持っている。ヨーロッパ共同市場の域内では財や資本の自由な移動が認められてはいるものの、財の移動にしても資本の移動にしてもアメリカ国内の異なる州の間においてのほうがずっと盛んである。
ブリュッセルにある欧州委員会が支出する予算の額は加盟国政府すべてをひっくるめた予算総額に比べるとごくわずかなものである。欧州連合で働く官僚たちではなく加盟国政府一つ一つこそがヨーロッパ共同市場の域内で重要な役割を担う政治的なプレイヤーなのだ。さらには、アメリカよりもヨーロッパにおいてのほうが財市場や労働市場に対する規制は多く、規制の中身にしても域内の国ごとに違いがある。その違い(規制の中身の違い)はアメリカ国内の州ごとに見られる違いよりもずっと大きい。そういった事情もあってヨーロッパではアメリカと比べて価格や賃金の硬直性が高く、労働力の(国境を越えた)移動も乏しい結果となっている。こういった条件の下では柔軟に変動する為替レートが極めて有用な調整メカニズムの役割を果たすことになるのだ。
例えば、ある国が負のショックに襲われて他の国よりも賃金を引き下げる必要に迫られたとしよう。とは言っても、国内の無数にわたる職種の賃金を実際に引き下げる必要も労働力の国外移動に頼る必要もない。為替レートという価格の変化(名目為替レートの減価)を通じて賃金の引き下げと同様の効果を生み出すことができるのだ。フランスは「強いフラン」(“franc fort”)政策を堅持したために東西ドイツの統一に伴うショックを和らげる手段として為替レートの変化に頼ることができなかった。その結果としてフランスは大きな困難に見舞われることになったわけだが、この例は「為替レートの変化を許さない」との政治的な決定に伴うコストがいかに大きなものであるかを物語っている。また、イギリスは数年前に欧州為替相場メカニズム(ERM)から離脱して再び変動相場制に戻ったが、イギリス経済はその後順調な成長を遂げることになった。この例も為替レート(の変化)が調整メカニズムとしていかに有用なものであるかを物語っている。

そのようにして引き起こされる問題は決して無視できないものだ。仮に無視されるようであればヨーロッパ内部に(政治的な分裂とまではいかなくとも)政治的な不和が招き寄せられる可能性が高い。フリードマンの言葉に耳を傾けよう。
(共通通貨である)ユーロの導入を求める声の背後には経済学的な理屈ではなく政治的な思惑が控えている。ドイツとフランスの結び付きを強めてヨーロッパでこの先二度と戦争が起こらないようにしよう。ヨーロッパ合衆国の実現に向けて足場を固めよう。そのための手段としてユーロを導入しよう、というわけだ。しかしながら、ユーロの導入はそれとは正反対の効果を生むに違いないというのが私の意見だ。ユーロの導入は(域内の国々の間での)政治的な緊張を高める可能性がある。為替レートの変化を通じて容易に対処可能であったはずのそれぞれの国に特有なショックをヨーロッパ内部で不和を引き起こす政治的な争点に変えてしまう恐れがあるからだ。政治的な統合が前もって保たれていれば通貨統合も速やかに進む可能性がある。それとは対照的に、適当な条件が揃っていない中での通貨統合は政治的な統合を阻む障害となることだろう。
喜ばしいこととは言えないが、過去数週間の間に起こった出来事はフリードマンの正しさをまたもや証明してしまったようだ。
