Distribute UCCs daily-weekly on equal per capita basis
• Per capita allocation of UCCS set at national average
All goods have two prices: money price & carbon content price
Both prices must be paid for any purchase
Bottom 90-99% would exhaust their dollars long before their UCCS
The poorer you are, the more surplus UCCS you have
Top 1-10% would exhaust their UCCS long before their dollars
Would have to buy UCCS off the bottom 90-99% in order to purchase
Redistributes income/wealth directly from rich to poor: rich must buy from poor
Puts pressure on consumption to move away from high-carbon-content, rewards
producers for low-carbon-content
