In the fall of 1757 the Council felt that changing the law to provide
some way of burning all bills after their return to the treasury would pro-
tect the value of Virginia currency and remove any doubts about the
retired money getting back into circulation through loss or fraud. It
seems the Council anticipated the Robinson Scandal of 1766 when after
the Treasurer's death Virginians learned that Robinson had used some
£100,000 of public funds to make private loans to friends and political
supporters. Apparently Robinson loaned out some £20,000 between 1755
and 1757, about £60,000 between 1757 and 1763, and another £20,000 from
1763 until his death in 1766.52 For the time being, the move to burn all
paper coming into the treasury got nowhere. The House having already
repudiated the Board's additional instructions lost no time in rejecting
the Council plan as an infringement of the Burgesses' control of the
purse.5
