"In early 1941, [...] I accepted that inflation must ultimately be controlled by keeping limits on aggregate
demand, and I proposed a close watch on prices of products unaffected by war demand, for here would

beginning to do so. [...] I began to accept that I had been wrong, We needed, somehow, to move on all
prices at once-place a general ceiling over all. [...] On [April 28, 1942], [...] all prices legally with reach
were fixed for the duration of the war. [...] It was a far less elegant in conception than the [Keynesian]
ideas that it replaced. As with much economic legislation, its rational was only the total absence of an
alternative. [..] Steps would be taken to stabilize the remuneration received by individuals for their
work. [...] Rents were fixed. [..] In the intense planning that preceded the issuance of the General
Maximum Price regulation, many and perhaps even most of the ensuing problems were foreseen. Not
all were solved. [...] Prices of product protected from control continued, not surprisingly, to rise [...]. [...]
[But] the figures on the wartime accomplishment are objective. [..] [The] vast expansion, transfer, even
convulsion, was accomplished without inflation. [...] Inflation is not part of the memory of World War II.
This stabilization of prices was not at cost of output or efficiency. [...] It has been argued that quality
diminished and the black market expanded and there disguised price increases. [.. Quality
deterioration occurred, but it is technically possible and economically feasible for a limited number of
items. [...] There was a black market for a limited number of items-whiskey, some meat, some
gasoline.[...] We were successful also because, even in those days, concentration in American industry
had gone far beyond the current estimate or appreciation of textbook. [...] It is far easier to deal with a
handful of large firms than with a plethora of small ones. Compliance was also facilitated by industrial
concentration. Surveillance was easier. [...] Far more manpower was required to control farm and food
prices, cotton textiles prices or rents than those of steel, copper or chemicals (Galbraith 1981, 128ff.)
