It's been a lively week on Twitter and I thought I should say more about WWII-style price controls across the entire economy. Doing that for our time strikes me as mad and I haven't seen anyone advocate it. We are living in an age of overlapping emergencies, not total war. 1/
My '21 Guardian op-ed considered what the stance of leading economists on price spikes in the transition to a post-war economy could tell us about the post-shutdown inflation. The historical parallel had already been drawn by the White House Council of Economic Advisors. 2/
At the end of the war, monetary conservatives like Irving Fisher, the textbook authors Samuelson and Milton Friedman's mentor Frank Knight were all in favor of STRATEGIC, CAREFULLY SELECTED, SECTORAL price controls for CRITICAL sectors while transitional bottlenecks lasted. 3/
As John Kenneth Galbraith explained "the role of price controls" would be "strategic." "No more than the economist ever supposed will it stop inflation" ... "But it both establishes the base and gains the time for the measures that do." 4/
The insights of these figureheads can help us break out of the dichotomy of either jumping to rate hikes or ignoring the dangers of inflation when faced with price shocks in essentials like energy. Instead we should expand our inflation fighting toolbox with sectoral measures.5/
Strategic price controls can be an emergency tool: when markets fail in a critical sector due to a big shock, when there is no strategic reserve, nor tools to bring supply back fast enough, they can buy time. Time is of the essence but has to be used to stabilize supply. 6/
In How China Escaped Shock Therapy, I show how different kinds of price controls have worked or failed. I chronicle the collapse of central planning and the challenges of market reforms and analyze state-market participation and two-tier pricing in economic transitions. 7/
Price controls can of course fail: In my book I show for example how they failed miserably in China's hyperinflation even though American WWII price fixers were involved that had succeeded at home. Price controls don't work when you have run-away inflation like in Venezuela. 8/
Any kind of price controls can only work if they start from the specific economic and institutional structures at hand. Often this involves subsidies. If you are an importer, of course you cannot cap the domestic price without a subsidy. 9/
It is also preferable to preserve marginal price signals when designing price policy. Based on these principles, the policy proposal for a gas price cap @SDullien and I put forward in Germany included a subsidy scheme and preserved marginal prices. 10/
In two papers we have analyzed inflation and what follows for policy: 1) we identify systemically important sectors for inflation using input-output modeling. 2) we study how shocks in these important sectors are propagated or amplified downstream. Threads below. 11/

私の21年のガーディアン紙の論説では、戦後経済への移行における物価高騰に対する主要な経済学者のスタンスが政府閉鎖後のインフレについて何を物語るかを考察した。歴史的な類似点は、ホワイトハウス経済顧問評議会によってすでに描かれていた。2/
戦争終結時、アービング・フィッシャー、教科書著者のサミュエルソン、ミルトン・フリードマンの師フランク・ナイトのような金融保守派は皆、移行期のボトルネックが続く中、重要セクターに対する戦略的で慎重に選択されたセクター別価格規制に賛成していた。3/
