billion dollar covid relief bill averting a government shutdown and providing a direct payment of 600 to most americans stocks immediately jumped upward on the news today with investors betting that the new stimulus would help consumers and businesses weather the ongoing rise in coronavirus cases so crisis averted right wrong not in the least thanks to trump's pointless political posturing as many as 14 million americans will miss out on at least a week of badly needed unemployment benefits those americans bills won't stop but their government payments will temporarily only because of the willful inaction of one crybaby in chief to understand just how bad this manufactured economic crisis is you have to understand just how it happened how we got here for months democrats on capitol hill have clamored for more than 600 checks in dribs and drabs for the american people but when it came time to negotiate this relief bill the president was nowhere in sight he was too busy huddling with conspiracy theorists to find a way to overturn the results of the election he lost in his stead the white house sent treasury secretary steven mnuchin to negotiate a deal with congress mnuchin proposed the 600 payments with republican support and the democrats went along believing that at long last a bill the president would sign was better than nothing when the bill was sent to trump's desk mnuchin tweeted and i quote i am pleased that congress has passed on an overwhelming bipartisan basis additional critical economic relief for american workers families and businesses just a few hours later instead of signing the much-needed relief bill his treasury secretary helped negotiate trump tweeted this hastily thrown together video message that many in the white house didn't even know he'd filmed the bill they are now planning to send back to my desk is much different than anticipated it really is a disgrace having run over another of his own cabinet members with the trump train the president now claimed that he wanted what the democrats had originally asked for a two 000 payment to average americans but in the meantime he ensured they got nothing on christmas eve two days before unemployment benefits were set to run out for millions of americans trump went golfing on one of his private florida courses on christmas day as millions of families wondered if they could make next month's rent and the covered relief bill arrived at the president's florida home for signing trump went golfing on saturday as those benefits ran out and americans faced a possibility of their government welcoming 2021 with a total shutdown trump went golfing at one point in the middle of this crisis with tens of millions of americans hanging in the balance those dependent on jobless aid stimulus checks rent moratorium small business loans head start grants farm aid all of the major administration players were on pricey vacations with trump and his club in south florida vice president mike pence skiing in vail colorado and treasury secretary mnuchin calling major ceos from a resort in cabo san lucas on the mexican coast even fiscally conservative republicans in the senate began to show their frustration with the white house here was pennsylvania senator pat toomey on fox over the weekend i understand he wants to be remembered for advocating for big checks but the danger is he'll be advocating he'll he'll be remembered for chaos and and misery and erratic behavior if uh if he allows us to expire i'm pretty sure the rest of us will be remembering him for chaos and misery and erratic behavior regardless just hours after that fox news sunday appearance by toomey and after yet another golf outing trump finally signed the compromise legislation the president tweeting quote good news on coveted relief bill more information to follow that information according to a white house spokesman was that trump expected the mitch mcconnell control republican senate to introduce a new bill promising two thousand dollar payments to americans plus a trump-friendly plus a trump-friendly change in social media regulations plus quote an investigation into voter fraud christmas is over and the outgoing multi-millionaire president is still demanding gifts meanwhile trump's delay in signing the bill meant that the states which actually distribute federal unemployment benefits were left hanging waiting for guidance from the labor department on just how much their applicants were due that means trump cost as many as 14 million americans one week of expanded unemployment assistance according to bloomberg and more delays are likely and look it's not just the staggering amount of jobless americans that needs more attention from this absentee government even as the investor class sees stock gains regular americans are facing challenges not seen since the great depression an estimated 8 million more americans have fallen into poverty since last summer 12 percent of the country now finds itself below the poverty line one in eight americans reported last month that they don't have enough food to eat as food banks across the country have reportedly got growing lines needy people lining up at food banks seeking help to fill their stomachs there is no going back to normal for most americans and donald trump a president who has claimed he's a champion of the common man a friend to working people has taken every opportunity given to him to ease this crisis and made it worse for the basest and dumbest of political calculations even the president's favorite news tabloid the rupert murdoch owned new york post now blasts him on its cover telling trump to stop obsessing over his election laws and start governing with the american people in mind if there's any silver lining at all to these outrages and trump's shafting over of regular americans it's that this republican president's faux populist posturing has helped democrats and even some republicans get over their aversion to giving people money in a time of crisis something most other nations figured out long ago they say you can't put the genie back in the bottle but will the gop try once trump is out of office will joe biden and the democrats fall in line again even as americans continue to need financial help from their government joining us now is stephanie kelton professor of economics at stony brook university and a former economic advisor to bernie sanders she's the author of the deficit myth modern monetary theory and the birth of the people's economy stephanie thanks so much uh for coming on the show we're having this debate over whether the one-off check should be 600 bucks as passed in the latest bill or 2 000 bucks as democrats in the house pushed uh which joe biden said he supports today but is either of those checks enough

 no they're not um.

 you know i think that what we have learned maddie through you know nine months uh of dealing with coronavirus and the ensuing uh economic fallout is that so much of this is unpredictable.

 and many of the mistakes that were made in the cares act were related to timing things out right that we thought we could basically look into a crystal ball.

and they well by the time three or five months passes we'll have a recovery that is solidly underway.

and it will be safe to withdraw fiscal support and all that kind of stuff so we really need responsive congressional action.

so we need congress to stand ready to come back in and to do more as needed but the answer to the question is no it's not enough it's better to have 2 than 600 but i think the the likelihood is that we're going to need much more support for this economy in the months and possibly years ahead.

H:

yes indeed and there will be opponents all along the way i want to play you two reactions to the whole two thousand dollar czech debate um awful reactions in my view first here's democrat larry summers top economist former top official under both bill clinton and barack obama speaking last week i'm not even sure that i'm so enthusiastic about the 600 checks and i think taking them to 2 000 would actually be a pretty serious mistake that would risk a temporary overheat uh multi-millionaire larry summers thinks that 600 checks might be overheating our economy.

Kelton：

yeah i mean this is you know what's really kind of perplexing about this is that larry summers is a very well-known economist and one who popularized this argument that the u.s economy and much of the global economy is stuck in something.

he has called secular stagnation that we just we're going to grow really slowly for a long period of time.

and we're basically deprived of enough demand to get higher economic growth in a better performing economy so now you have this proposal to actually give a shot in the arm to infuse people with some cash.

so that they have money to spend into the economy and suddenly larry forgets that his argument has been that we don't have enough demand to support growth going forward and all of a sudden he's worried about you know overheating so i think it's really puzzling it's inconsistent with where he's been over recent years.

 uh and it sort of sounds like the kind of thing where you hear an idea you don't like and you create a narrative to justify your opposition to that particular policy.

H：

indeed and here's another one from the republican side of the spectrum listen to republican senator rand paul also slamming the idea of two thousand dollar checks why not give more free money why not give it out all the time why stop at six hundred dollars a person why not a thousand dollars why not two thousand dollars is that the gotcha he thinks it is stephanie.

Kelton：

 no it's not and so it's funny that right on the heels of that remark actually is when donald trump came out and said we ought to be giving people two thousand dollars so no it's not a gotcha you know media as part of the cares package when people got that twelve hundred dollar check and unemployed workers got that federal top up in unemployment benefits of 600 a week and we supported some workers on payroll through the small business loan payroll protection program you know that researchers at the university of columbia have shown that an estimated 18 million americans were kept out of poverty through a combination of things that were done to support the economy right providing income support uh for people so it's those things that worked very well now we we've seen the income support um expire it's running out eight million people have already been pushed back into poverty now someone comes along and says hey we should do more of the kind of things that worked and suddenly you know rand paul and other republicans are running around saying oh we spent all the money the coffers are bare we can't afford to do this kind of stuff it's just wrong.

H：

 so when they say we can't afford to do this stuff and a lot of politicians say this both republicans and some democrats we can't just go crazy uh by handing out money you don't agree with that you believe the u.s government can afford to pay for a much bigger stimulus than it's doing right now than the current 900 billion covered relief bill just as it paid as you mentioned for that big stimulus package in march the cares act we can just create that money out of thin air print it.

Kelton：

 well i mean there is really no other way for it to work this is just the reality of the way that government finance works in the modern era the the money is created digitally so the cares act is a great example because the cares act was that 2.2 trillion dollar piece of legislation that congress passed it didn't go out and find 2.2 trillion dollars it did go to china with a little hat in hand asking to borrow 2.2 trillion congress has something called the power of the purse right congress can commit to spending money that it does not have so that legislation effectively ordered up 2.2 trillion new dollars into existence that was congress saying to its bank the federal reserve get ready we're ordering 2.2 trillion dollars and your question is could they do it again and is there some limit well sure they could do it again the house tried with the heroes act to do another three trillion and and change uh the senate republicans were not interested in taking up that legislation but had they passed it another three trillion would have come into existence and would have been spent supporting the economy when it was needed months ago and so you know it is important to recognize there are limits so when you say you know congress can't just go crazy and and well it could go crazy it could push things too far it could commit to spending too much and the punishment for that would not be that the coffers are empty the punishment for that would be that you could create the kind of overheating that larry summers says that he was worried about in other words inflation would be the punishment for pushing things too far not national bankruptcy not insolvency not going to the cupboard and finding that all the dollars have disappeared.

 so you've led me to my next question because i wanted to explore your book and the thesis uh of your book which is called the deficit myth because people say fine you can spend lots of money now but our kids and our grandkids are gonna have to pay for it it's gonna run up the debt it's gonna run up the deficit you've written a book called the deficit myth uh it's all about modern monetary theory or mmt which has become very popular on the left in recent years what is the deficit myth and what is the basic idea behind mmt explain it briefly to our viewers.

 yeah so well i wish there was just one singular myth related to the deficit and i go through six big myths in the book but you know the idea is that mmt is about helping us to understand how sovereign currencies work so you know we have a monetary system that um doesn't look like the monetary system that we had a hundred years ago or even 50 years ago okay we don't have a currency that is tethered to gold the government is not promising to convert dollars into something it can run out of so we have what people will sometimes refer to as a fiat currency and what that basically means is that when the government is in control of its own currency it issues the currency it never has to borrow its own currency from anyone in order to spend that the government can afford to buy whatever is available and for sale in its own unique currency so countries like the us like australia japan the uk canada and many others can commit to spending money that they in a sense do not have they have their own central bank the central bank can set the interest rate so that things that happened to countries like greece where you had a debt crisis because greece stopped spending in its own currency the drachma gave it up and started borrowing it and what's effectively a foreign currency this new thing called the euro well if you do that or you start borrowing in foreign currency like many countries around the world argentina venezuela russia have borrowed in u.s dollars you can get into trouble with debt but if you are a sovereign currency issuing government then the relevant constraint on your finances is inflation it is not affordability so mmt helps us understand that these questions that all we get asked like so how will you pay for it where will you find the money these are inapplicable to a modern country like the u.s.

you know what people say stephanie when you talk about printing money or creating money out of thin air or you know pulling out two trillion dollars from the government's bank people say what about weimar germany what about uh zimbabwe what about hyperinflation you're saying you accept that inflation is a risk and your theory surely requires politicians to control inflation with things like tax rises and yet in our current political system it's so hard to get tax increases through uh especially at speed and so mmt depends on a political reality that simply does not exist your critics would say it's a fantasy just look at congress right now.

 well look i will say this let me say this infrastructure is a fantasy in the political climate that we have right now okay because i've watched this uh congress and the prior congress and the one before that try and fail for years to pass something as simple as an infrastructure spending bill and the reason that the thing has failed year after year after year is because the government has tried to pass these bills congress has tried to pass these bills in accordance with something called pay go which is to say if we want to spend an extra dollar into the economy we don't want to add to the deficit so everything must be quote unquote paid for which means we have to find the money right so we're going to raise some tax somewhere we're going to close some loopholes we're going to raise uh create a new tax or whatever and guess what you can't get the votes for both the infrastructure spending and the tax increase so we get third world infrastructure that's crumbling around us so yes you know politics are hard you got to find the votes you have to find the votes to fund the spending you got to find the votes to do anything on the tax side mmt doesn't uh make things less messy politically but what it does do is recognize that the constraints are not affordability right and i think.

well i was just gonna say this i think it's a lot easier or at least it should be a lot easier if you only have to pick and win one fight if you could have a clean bill on infrastructure and say we want to do a trillion or two trillion dollars worth of infrastructure investment look at the economy it's depressed millions of people are out of work this is a great time to pass a clean spending bill to make investments in our economy now you only have to pick one fight you've got to go around and collect enough votes to support the influence yeah.

H：

 is it isn't the problem though that even bernie sanders you talk about collecting votes isn't the problem that right now it's hard enough to get mainstream republicans and democrats on board with a theory like modern monetary theory uh or printing money even bernie sanders socialist senator someone you've worked for and advised even he doesn't agree with you on this you haven't been able to win him over he still says stuff like let's spend more money and let's pay for it with taxes on millionaires and billionaires you don't agree with that approach.

Kelton：

oh but wait what's he proposing right now where is the pay for for the two thousand dollars that he's been proposing for months and he wants to do it for everyone and he wants to do it on a recurring basis there's no pay for there that's a deficit neutral proposal so i think that a lot has changed in the wake of coronavirus where a whole lot of politicians are out there recognizing that congress can in fact uh afford and safely afford to spend money into a depressed economy without the need for offset so i think we've made a lot more progress than you're giving us credit for medi.
