Now we learn that the U.S. government’s deficit for the month of June alone hit $864 billion, a record. The forecast for the fiscal year ending September stands at $3.7 trillion, more than double the high set in 2009. Each $1 trillion works out to about $7,700 for every household, atop more than $130,000 already owed, using a conservative tally of federal debt. This year’s deficit could yet top $5 trillion. 
After all, some 15 million people remain out of work from the pandemic, with expanded benefit payments running out. Millions more are falling behind on rent and mortgage payments. The economy is reopening, but not without costs. In mid-June, the number of new Covid-19 infections in the U.S. began rising again, and this month, daily deaths resumed climbing, too. 
Expect a follow-up to April’s $2.2 trillion Cares Act. The Democrat-led House passed a $3 trillion package called the Heroes Act in May. Republicans in the Senate say it is too porky, not that more spending isn’t needed. All that spending helps explain the recent strength of stocks—more on that in a moment. 
If you’re worried about the debt, it might bring comfort to know that my understanding of how money works is outdated and wrong, and big deficits aren’t a problem, absent inflation, according to Stony Brook University professor Stephanie Kelton. She has emerged as the informal spokeswoman for something called modern monetary theory. 
I asked Kelton this past week if we’re MMT-ing now. “It’s not something we do,” she told me. “It’s meant to be a description of how the monetary system that we have today works,” she said. “Where are the limits?” 
But, yes, we seem to be doing stuff in a more MMT-ish way. Kelton said there was a big backlash to spending during the global financial crisis. Now, however, Congress has shown a “willingness for doing what needs to be done, and not backing off as quickly.” 
Kelton is a former chief economist for Democrats on the Senate Budget Committee, and a former presidential campaign adviser to Sen. Bernie Sanders. I asked if MMT is a political movement in disguise, and she said no. “We are macroeconomists and we have laid out, I believe, the most accurate description of the way the economy works,” she said. 
If you’re wondering about me, I don’t belong to either political party, I’m never going to join, and I think I might be between monetary theories at the moment. I believe in keeping bank notes facing in the same direction and folded once, if that counts. 
Really, I’m more concerned with what we’re doing than what we’re thinking. Keynesian economics calls for governments to spend freely and cut taxes during downturns to offset waning demand and save jobs, and then rein in spending and raise taxes during expansions. During the global financial crisis, the U.S. ran four consecutive years of $1 trillion-plus deficits, and as the economy began recovery, deficits shrank back below $1 trillion, and eventually, below $500 million. 
Then came the big 2017 tax cuts and a 2018 spending increase, not during a downturn, but well into an expansion. The deficit was projected to top $1 trillion again this year even before the pandemic. 
I asked Kelton if a $3.7 trillion deficit is extreme. She said the $3.7 trillion part is fine, but that my use of the word “deficit” might be a problem. Countries that make their own currency can’t go broke. They can simply make more money. Concepts like the debt and deficit, and the debt ceiling and balanced budget agreements, are accounting constructs, not real limits, she said. Spending is limited by inflation, which is determined in part by the amount of slack in the economy: spare workers and resources. 
Right now, there is plenty of slack, so we can spend aggressively without inflation. If inflation returns, one MMT tool for dealing with it is higher taxes. Kelton has a book out, The Deficit Myth, that details her views. 
Ed Yardeni of Yardeni Research, who has a newsletter that focuses on monetary matters, recently called MMT “an agenda for more big government and higher taxes.” He wrote that Kelton’s views “must strike conservatives as unrealistic.” 
Yet he also wrote that “her views already are reflected in the current Republican administration’s fiscal policy-making!” The exclamation point is his.
There are few calls for fiscal restraint now, with the need for assistance so dire. But even when the pandemic has passed, what politician, having seen the sums that can be spent without triggering inflation, is going to call for unforced frugality and leave all that financial firepower to the other party? The time for debating MMT has passed, and the time for figuring out where it leads is here. 
Hyperinflation? That’s what everyone said 11 years ago, when Zimbabwe was issuing 100 trillion bank notes. Now, U.S. consumer prices are lower year-to-date, and those Zimbabwe notes are both defunct and going for about $70 on eBay. In other words, there’s more demand here for inflation conversation starters than there are signs of actual inflation. 
Stockflation seems likely, however. This past week the S&P 500 index briefly erased its losses for the year, even though second-quarter earnings will be grisly, and the pace of recovery is uncertain. The promise of very low interest rates for years to come helps explain the appeal of stocks, even at elevated valuations. 
Factor in MMT-ing, too—there I go, verbing nouns again. All that spending will replace a lot of lost economic activity. And if there is less slack in the stock market than in the economy, share prices could defy bears for longer. 
I’m sticking with stocks and bonds for now, but I’m seriously considering folding my banknotes in the other direction.
