The Spend and Tax Cycle, or How the State Provisions Itself

1. The government imposes a tax

At the beginning, before any money is ever used in a country, the state is formed. The

government, or whoever is in charge, decide they want an army to defend the country, they want

roads to move the army around, they'll need a police force, some government buildings, and

institutions, and maybe schools, a communications network, basic utilities like clean water, and

hospitals to care for people's health.

The government decree that at the end of the year they will collect a tax from the people which is

only payable in the government's currency. Failure to pay will result in a penalty - jail, slavery, or

your house burned down.

2. The government employs people and pays them in its currency

With the threat of penalties if you don't pay your taxes on one hand, but the benefit of a country

safe from invasion, with nice roads, clean water, schools, and a healthcare system on the other,

people are encouraged to sell their goods and services in exchange for government's money.

The currency circulates in the economy. Everyone is eager to acquire enough of the currency to

satisfy the tax requirement and save some for later.

3. The government collects taxes

After a year the government demands that people pay some of its currency back in tax, but not all

of it. People still need some savings. The currency not yet collected back in taxes is remains in the

economy, in our bank accounts. What we call the deficit is our surplus, it is not something to fear.

4. The taxes are destroyed

Tax revenues collected are just deleted. The ledger entries made when the currency was created

are cancelled, and simply reduce the amount of deficit the government sustains. They are not

needed to fund anything.
