Donald Trump called him “Sleepy Joe”, a has-been who had been around Washington for too long. Now, after his first 100 days in office, Joe Biden is being touted as the new Franklin D. Roosevelt, as his recovery plan is seen as the most ambitious since the “New Deal” of the 1930s which redefined the role of the United States government.
ADVERTISING Our panelists discuss Biden's pledge to rebuild, go green and create jobs for those left behind by globalisation and who often voted for Trump. In his first speech before Congress, Biden also pointed out China’s efforts to turn the Covid-19 crisis into an opportunity.

But what about Europe? How much ambition is there in the recovery plans submitted to the EU this week by the governments of France, Germany, Spain and Italy? Ahead of our own national elections, will Biden's “big bazooka” approach trigger the same sort of generational shift in attitudes to taxing, spending and the role of the governments themselves in this era of upheaval?

 has ever said those words from this podium no president has ever said those words and it's about time yeah the the a picture tells a thousand words stephanie kelton it's true seeing joe biden uh in front of a joint session of congress uh with two women behind him really a sign of how the times are changing.

Kelton:

 well yes i mean that is definitely true i think that was an inspirational uh image and moment for you know lots and lots of people in this country not just women not just you know young girls um but but plenty of men as well i mean they're president biden's absolutely right this is it took a very very long time to get here and i think this is just the beginning.

C:

 yeah and a sign that the times are changing of course came in the speech itself uh there was the 1.9 trillion dollar bailout that we've talked about there's the 4 trillion dollar recovery uh plan and now biden selling another 1.8 trillion dollars to widen the social safety net ellen gainsford prepared this report.

V:

making the world's top economy more inclusive..

 and i think it's going to sabotage this economic recovery .

C:

so stephanie kelton are they crushing tax increases and will they land on working families ?

kelton:

well look i think that nicholas has it uh exactly right uh the the thing to remember is that nothing's been nothing's been signed into law we don't have legislation there's no green light to move forward with any of the proposed tax increases and in fact uh all signs point to a very steep uphill battle when it comes to raising the corporate income tax rate to the proposed 28 percent that president biden says he would like to see i frankly think that the odds of that happening are extraordinarily small there are simply too many members of the united states senate who are already on the record as saying that they are reluctant to go that high with a corporate income tax rate maybe we see it go to 25 percent.

 but you know there there's a steep hill to climb here and the democrats can't afford to lose a single vote they aren't going to get a republican to come along with them so they need all 50 democrats in the senate to hold together to move the corporate income tax even one percentage point higher so i don't i don't uh anticipate a sharp move even 28 is not all that sharp i think uh republicans probably never dreamed that they would get the corporate income tax rate as low as 21 i think you know they'd probably quietly be pretty okay with 25 if that's as high as it goes but we'll have to wait and see what happens.

C:

 and what about you what would you like to see as the corporate tax rate?

Kelton:

 well i you know i'm not that honestly i'm not all that interested in litigating a big political fight over the corporate income tax rate i understand why the administration is doing it they are attempting to lay out a a program whereby president biden can say i've got two policy agendas right i've got this buildback better agenda i've got the jobs plan and i've got the families plan and all told we're looking at something like an additional four trillion dollars of spending and he wants to demonstrate that he can carry out all of this spending without adding to the deficit so this is why we are where we are and i think that it complicates enormously uh the the road ahead in terms of gathering the votes to pass this legislation because you're saying hang on just just .

 

C:

so i'm clear you're saying it doesn't matter what the if you raise or not the corporate tax rate it doesn't matter if there's a bigger deficit?

Kelton:4:30

 that's exactly what i'm saying sure we know that right i mean we've been doing this for uh the better part of a year already we have passed multi-trillion dollar packages one after another none of them were quote unquote paid for that doesn't mean that people didn't get paid everybody got paid right but pay for has a very specific meaning in washington speak pay for means we did it without adding to the deficit but all of the spending that we've been undertaking for as i said the better part of a year has been accomplished by adding to the deficit and it's been perfectly fine there have been no negative economic consequences.

and there's nothing to prevent congress from moving forward with legislation that offset some but not all of the spending or even if they chose to do so which they won't probably another clean spending bill that is simply you know a commitment to spend the money without increasing marginal tax rates the corporate income tax rate.

 and so forth don't get some tax increases uh i i am certain of that but i do not believe they're going to be able to get enough votes to raise all of the revenue .

 kelton:

go ahead.

c:

 let me bring in sandra gotzi here because we're gonna have to go to the break shortly and uh sandro do you do you agree with stephanie that ultimately deficits just don't matter all that much and how much you raise taxes by is not that central to this uh uh massive recovery plan .

G:

we are we are living in a moment which i call the darwinian moment of huge transformation of our societies and of our economies all over the world and it is clear that we have to adapt and one of the debate which i think links over over the ocean.

C:

 stephanie kelton again it's that question of whether or not the u.s pays enough in taxes.

Kelton:

 well to do what i mean that's the question right the it is clear as i said before that congress can pass legislation major legislation committing trillions of dollars without raising a single tax so you know this question about whether we pay enough i think what this administration is trying to do is talk more and more about fairness and equity so are we asking the wealthiest people in this country to pay enough.

 in other words have we devised a tax code that allows a tiny sliver of people to do phenomenally well and to have concentrations of wealth and income that become so excessive that it's not just bad for the way our economy works it's corruptive to the way our democracy works and i really think that that's what the biden administration and the economic team is trying to do with the way that they're putting forward these various you know proposals to push some taxes up i think that they understand that they could do it uh another way that they could go for another round of deficit spending but i think they're trying to deal with with equity here.

C: 8:00

 a question about deficit spending uh the the dollar is the world's currency uh stephanie kelton and here in europe uh the euro is a is a sound and strong currency as well.

 so if we borrow by going to the markets uh the bond rates are low uh however uh with a lot of our viewers are in developing nations and we had for instance gone as finance minister rue the fact that they've had fewer people die from covet yet when they borrow from the markets it's at a higher premium so this idea that you can spend more you can re you can not care about the deficit is that true for the whole planet?

kelton:

 no and and look we've you you we just had a uh discussion just a few moments ago about what happened to italy after the financial crisis when yields blew out for countries like spain and greece and ireland and portugal and italy that was a very different thing that happened last time but remember that even countries with your you're referring to the euros very strong currency even countries that uh have the euro.

 these are countries that are borrowing and what is effectively a foreign currency and the reason that yields blew out in 2010 is because when governments went to capital markets when they went to borrow financial markets said i realize that i'm lending to a currency using government you may not be able to repay the debt so what i'm going to do is i'm charged an enormous premium to accommodate me right to account for the default risk that's involved with lending to you the same sort of thing for ghana these countries are borrowing often in u.s dollars or other foreign currencies so of course when markets lends to a country that doesn't issue its own currency the way the u.s does the way japan and canada australia and others do there is a high probability that you're not going to have access to the same cheap financing that currency issuing governments do and the only reason it's different now in europe let's be clear is because you have the emergency pandemic purchasing program you have a commitment on the part of the ecb to effectively backstop governments the ecb did the right thing they didn't let yields blow out this time christine lagarde said okay at first she said we're not gonna it's not the job of the ecb to manage spread and then she quickly walked it back and the ecb has been managing spreads and that's why the italian government the last time i looked at the tenure uh was able to borrow it something uh like 80 basis points 85 below what the u.s is paying on 10-year us treasuries .

wow and and there's another aspect to all this this pledge by joe biden to stop the race to the bottom on taxation i know that here in paris there's the organization for economic cooperation development where they've been having negotiations now for years on changing the rules for global taxation are you hopeful stephanie kelton?

Kelton:

 uh not particularly you're sensing a pattern in my responses when it comes to raising taxes i think i think that you know we've had some positive responses from finance ministers and i think places like france and maybe germany but elsewhere uh places like ireland you know it's going to be very very difficult to bring a large part of the international community along you've got countries that benefit frankly from uh being low low tax havens and uh there are countries that are just simply not going to want to give up what they perceive to be a but what really is a competitive advantage.

 so i think it's a it's another very steep hill.

 C:

 sandro gotcha do you see yourself convincing the likes of the netherlands and ireland uh to agree to new rules when it comes to global taxation ?

 SG:

uh we we have already done so on specific issues half of them were actually produced on french soil now cars that are french all right...

 

C:

 before we go uh stephanie kelton i can't let you get away without asking you back in 2016 when you advised bernie sanders you still had on the right purity tests when it came to uh candidates for the republican party you had in the democratic party those calling sanders a radical and extremist what happened to america?

Kelton: 12:20

 what do you mean you mean what made us have uh that sort of a visceral reaction to someone perhaps .

 C:

just this 180 degree turn today where it seems like the pendulum has shifted so much well look i advise him in 2020 as.

Kelton:

 well i think that uh i think that you know he laid groundwork in 2016 and people began to hear things they had not heard a politician say before to dare to dream to imagine delivering on such basics as you know the right to health care the right system paid time off after you have a child i mean these did sound to many americans like radical ideas there's such a departure from what we have today because you know the system is very different .

and after you know sort of banging on about this for four years and then running a second time i think the population was just primed for it i think that you know he endeared himself in many ways people uh you know they they liked what they heard and i think 

 C:

has surprised you ?

 kelton:

oh yeah he had no no question he has he he has surprised me i think he surprised a lot of uh democrats a lot of progressives i think he has shown that he is capable of being nimble that he can uh you know accommodate his positions to kind of move with the changing times and i think that it's been a it's been a pretty good start.

battle when it comes 02:10 to raising the corporate income 02:12 tax rate to the proposed 28 percent 02:15 that president biden says he would like 02:17 to see i frankly think that 02:20 the odds of that happening are 02:21 extraordinarily small there are simply 02:24 too many members of the united states 02:26 senate who 02:27 are already on the record as saying that 02:30 they 02:30 are reluctant to go that high with a 02:32 corporate income tax rate maybe we see 02:34 it go to 25 percent 02:37 but you know there there's a steep hill 02:39 to climb here and the democrats can't 02:41 afford to lose a single vote they aren't 02:43 going to get a 02:44 republican to come along with them so 02:46 they need all 50 democrats in the senate 02:48 to hold together 02:50 to move the corporate income tax even 02:52 one percentage point higher 02:54 so i don't i don't uh 02:57 anticipate a sharp move even 03:00 28 is not all that sharp i think uh 03:03 republicans probably never dreamed that 03:06 they would get the corporate income tax 03:08 rate 03:08 as low as 21 i think you know they'd 03:11 probably quietly be pretty okay with 25 03:16 if that's as high as it goes but adding to 04:06 the deficit so this is why we 04:08 are where we are and i think that it 04:11 complicates 04:12 enormously uh the the road ahead in 04:15 terms of gathering the votes 04:17 to pass this legislation because you're 04:20 saying hang on just just so i'm clear 04:21 you're saying it doesn't matter 04:24 what the if you raise or not the 04:26 corporate tax rate it doesn't matter if 04:28 there's a bigger deficit 04:31 that's exactly what i'm saying sure we 04:33 know that 04:34 right i mean we've been doing this for 04:36 uh the better part of a year 04:38 already we have passed multi-trillion 04:41 dollar 04:41 packages one after another none of them 04:44 were quote unquote paid for 04:46 that doesn't mean that people didn't get 04:48 paid everybody got paid right 04:50 but pay for has a very specific meaning 04:53 in washington speak pay for means we did 04:57 it without adding to the deficit 04:59 but all of the spending that we've been 05:01 undertaking for as i said the better 05:03 part of a year 05:04 has been accomplished by adding to the 05:06 deficit 05:07 and it's been perfectly fine there have 05:09 been no negative economic consequences 05:12 and there's nothing to prevent congress 05:14 from moving forward with legislation 05:16 that offset 05:17 some but not all of the spending or 05:21 even if they chose to do so which they 05:23 won't 05:24 probably another clean spending bill 05:27 that is simply you know a commitment to 05:30 spend the money 05:31 without increasing marginal tax rates 05:34 the corporate income tax 05:35 rate and so forth don't get some tax 05:37 increases uh 05:38 i i am certain of that but i do not 05:41 believe they're going to be able 05:43 to get enough votes to raise all of the 05:45 revenue 05:47 go ahead that they 07:30 understand that they could do it uh 07:33 another way that they could go for 07:35 another round of deficit spending but i 07:37 think they're trying to deal with 07:38 with equity here a question about 07:41 deficit spending uh 07:42 the the dollar is the world's currency 07:45 uh stephanie kelton and 07:47 here in europe uh the euro is a is a 07:49 sound and strong currency as well 07:52 so if we borrow by going to the markets 07:56 uh the bond rates are low uh however 07:59 uh with a lot of our viewers are in 08:02 developing nations 08:04 and we had for instance gone as finance 08:06 minister rue the fact that 08:08 they've had fewer people die from covet 08:11 yet when they borrow from the markets 08:13 it's at a higher premium so this idea 08:15 that you can 08:16 spend more you can re you can not care 08:19 about the deficit is that true for the 08:21 whole planet 08:23 no and and look we've you you we just 08:26 had a 08:27 uh discussion just a few moments 09:00 capital markets when they went to borrow 09:02 financial markets said i realize that 09:05 i'm lending 09:06 to a currency using government you may 09:09 not be able to repay 09:11 the debt so what i'm going to do is i'm 09:13 charged 09:14 an enormous premium to accommodate me 09:17 right to account for the default risk 09:19 that's involved with lending to you 09:21 the same sort of thing for ghana these 09:23 countries are borrowing 09:25 often in u.s dollars or other foreign 09:28 currencies 09:29 so of course when markets lends to a 09:31 country that doesn't issue its own 09:33 currency the way the u.s 09:35 does the way japan and canada australia 09:38 and others do there is a high 09:40 probability 09:42 that you're not going to have access to 09:43 the same cheap
