3. Beneficiaries’ Satisfaction with the Program 2005 FemaleMale The response of the beneficiaries to the  Jefes  plan has also been positive. As Figure 6 shows, only a small fraction of  Jefes  workers have  said that they are dissatisfied with the program, while 90% are either satisfied or very satisfied with it. When asked how they felt when requesting the program, most people (over 70%) reported “respected,” as opposed to “undervalued” or “politically used” (Figure 7). Some  of the reasons for this satisfaction include the opportunity “to do something” and “help the community,” but note that the second largest reason for satisfaction that people report is the good environment that  Jefes  jobs provide (Figure 8). It is especially  significant that participants rate these reasons far above “I have an income.” When asked what they would prefer to do as part of  Jefes, most people stated that they would  like to be involved in training and community projects (Figure 9).  9 Electronic copy available at: https://ssrn.com/abstract=1029661

 hi I'm Jane Sanders founder of the I'm so pleased to be here today with one of our found fellows dr. stephanie kelton who was a professor of public policy and economics at Stony Brook University and has been chief economist in the US Senate Budget Committee.


K:

thank you Jane thanks for coming I'm so excited to talk with you so now you have just completed a paper about a national jobs guarantee tell me how this all started and how you got involved in in pursuing this bold initiative

K: 

 well this has been something that I've been working on it's been part of my research for my entire academic career so almost 20 years of it's hard to believe that it's been that long but this is something that's been important to me for a really long time and you know I remember actually when senator Sanders called to interview me for the position as chief economist on the Senate Budget Committee and we had a long conversation and at one point in the conversation he asked me what would you do if you were me and I thought.

 wow okay I'm senator Sanders well I get you know I get to do something cool and big what can I do and I said the second bill of rights and he said tell me and so we started to talk about FDR and you know for me this was always kind of like unfinished business for the Democratic Party this is where FDR left off putting forward this idea that Americans should be afforded certain fundamental rights not just the right to health care which is one of those fundamental rights but a right to an education and a right to employment and it goes on and on and you know in fact FDR put the right to employment first on the list it was his top item on the agenda and so it's something I've been working on for a very long time and it goes straight to the heart of the Democratic Party or at least it did at one time mm-hmm why don't we start with what is happening in America today.

and why we should be doing it now a lot of economists will be saying that we're at full employment near the 2008 pre-crisis state that the recovery is going on quite well 15 million jobs created since the crisis why now.

 

K:

yeah it's it's a question people do ass and the there are different couple of different ways that I would answer that one is what better time in some sense then to put in place a program that will work as a safeguard for the next crisis when it comes along so you know our economy goes through cycles there are good times and the good times are followed by bad times and fortunately we always recover from the bad times but you know the last recession that we had was the worst on record since the Great Depression.

 and because we don't have a program like this in place our economy suffered in ways that it never would have had to suffer if we had programs like this one in place to absorb people when they lose their jobs when the economy turns down instead of throwing millions of people into the unemployment lines and and having a recovery that's so slow because people lose their job they lose their income and the economy doesn't recover and it doesn't recover you know it took us nine years to claw back the jobs that were lost in the Great Recession and if we had a program that took people when when the economy turns down and instead of saying you're gonna be unemployed for a while maybe a really long while we took them in . and we employed them right away because we know that employers the last person they want to hire is the unemployed person they want people who are already working they want to hire off the top. they don't want to hire off of what they perceive to be the bottom somebody who hasn't been working doesn't have a record to draw on to show that they've been actively doing something . and so a program like this is a safeguard for people and it's a safeguard for the economy as well so you're right people will look at this economy and they'll say this is full employment except for seventeen million or so Americans this isn't full employment. you've got people who are officially unemployed the people that everyone pays attention to those official unemployed folks but then you've got lots of people who are stuck in part-time jobs who really want full-time work but they can't have it because their bosses won't give them hours to make them full-time workers so they lack the income that they really want and they lack the benefits that go often with full-time work and then you've got lots and lots of people millions in fact of Americans who got discouraged they gave up. they dropped out of the labor force and they're no longer looking for work but if you ask them would you like a job and would you take a job tomorrow if it will we're available to you they'll say absolutely what so you're looking at 16 to 17 million people who are just forgotten and left behind even in an economy that many economists will look at and tell you is full employment 
Q: right many of the underemployed just never show up in the data or the people that are stuck in jobs that they really don't want or that are way below what their expertise can can offer it sounds like you're talking about another WPA? 
K:
yeah well that's kind of the model I mean I think in the 21st century we have to go beyond where FDR was in the 1930s 1940s but it did it would be modeled on the WPA something massive in scale where the government puts people to work doing a variety of projects I think a lot of times when people hear WPA they think roads and bridges and that sort of thing and that can certainly be part of a program like this the CCC the Civilian Conservation Corps was another New Deal program right . and that dealt in many ways with environmental concerns the nya the National Youth administration was one of the alphabet soup programs in the New Deal and that's jobs programs for youth so we have very high unemployment rates for young people in this country we have an environmental catastrophe you there are ways to put people to work caring for our planet caring for one another rebuilding roads and infrastructure and caring for our community so you know you can think very imaginatively the way they did in the WPA where people were performing Public Theater the arts were part of it recording oral histories I mean it isn't just a shovel and you know something to fill in a road we can think very very creatively about the kinds of jobs we want to create for people in the 21st century. 
Q:
so for those of us who might not understand a national jobs program give it to us in a nutshell. 
K:
so the idea would be that anyone who wants to work and contribute but can't find any way to do that in the economy has a place to go and so you can imagine taking the unemployment offices that exist all over this country today and just taking the you and the end off of the sign and turning them into employment offices so it's a one-stop shopping kind of a thing person walks in and says I'm looking for work and they sit down and they talk with someone and they find out you know what kind of experience do you have you don't want to take someone who's got skills that could be used in one way and put them into employment where you're not kind of getting the benefit that you could from their own experience and training and so you're fitting the job to the worker and you're allowing the worker in the community to have a say and what it is that people are going to be put put to work to do and you can be as flexible as you want you can make work part-time to accommodate people who have other you know way maybe they're going to school maybe they have a child maybe they want some hours but not a full-time job other people want full-time work. and you've got to make sure that those jobs are available for people who want them. 
Q: and what would you do in terms of wages people are going to jobs at $8 an hour no benefits right now they they're working how would you approach it how would this work? 
K:
so what we did in this study was go really big and we took an ambitious wage and benefit package and we said what we believe is that anyone who's working full-time in America should not be living in poverty and that means choosing a wage that will allow family of three or four to have one person working and to pull that family out of poverty so we start at $15 an hour and then we said you know what we want not just a living wage but we want people to have some benefits as well so we offer a package that includes a $15 an hour minimum wage and then we costed out some benefits it would be up to the community and and government in the process of implementing this whether that looks like paid family leave whether it looks like sick pay whether it's vacation you know what those benefits are could be determined later but we also said it ought to include health care . and so we included that in the cost of this program so we really did go big and we did it on purpose because we wanted to be able to demonstrate that you could do something of this magnitude that would employ 15 to 20 million Americans at any point in time in the business cycle and pay them a living wage and provide benefits that include health care . and do it in a way that improves the overall economic condition as well as lifting millions of people out of poverty and children as well. 
Q:
I appreciate how you think Stephanie because too many people aim low and unfortunately they achieve that and then they think that's that's enough so what you're talking about is actually two of the three progressive pillars of progressive policy right now Medicare for all or healthcare for everybody $15 minimum wage now you add in renewable 100% renewable energy. and that could work in your infrastructure program and we've got a very good foundation for people to have happy life a healthy living just like FDR talked about . 
K: 
exactly exactly right and a big part of what we envision is a green economy that we are transitioning toward a cleaner more sustainable future where many of the kinds of jobs that we're talking about as part of this program would be oriented toward building that kind of a future mm-hmbrm. 
Q:<> it sounds very very intriguing and I would think that a lot of people would be extremely interested in it and then there will be the detractors who say we can't afford it how can this happen and we'll probably confuse it with a basic income so can you talk a little bit about the difference between those two programs . 
K: 
what FDR had in mind and what we do in this paper is we say what we want to do is guarantee a right to employment to anyone who wants work and can't find it elsewhere in the economy so this isn't something that directly touches everyone this is something that directly touches only those who are currently not working but who won't work and so you know a universal basic income is something that you're hearing I think more and more people talk about and this is something that we touch everyone at least if that's if that's the way they truly envision it it's universal in nature so imagine this is what people say they say the future of work is uncertain the robots are coming there isn't going to be enough work for people to do and so we've got to figure out how in a future in which we don't really need people doing much of anything because the robots will do it but what businesses definitely know that they need our customers and so the solution to their problem is just send everybody a check and tell them to go shopping right you don't have anything to do all day you're gonna be really depressed and you're gonna be lonely you're not gonna feel a sense of connection to the community or the broader you know world in which we operate but that's ok you stay home and we'll send you a check and don't forget to go shopping because at the end of the day corporations still want to make a profit on whatever it is these robots are producing that's the universal basic income it's money that goes at least the way they normally describe it everyone gets a check now here's what concerns me about this this proposal a number of things first if you say that you're gonna provide a check at a living wage and sometimes they'll say thirty thousand dollars a year okay everybody gets thirty thousand dollars a year it's free money it sounds great but that means you get it and I get it and Bill Gates gets it and Oprah Winfrey gets it everybody gets their thirty thousand dollars. now you said how do you pay for it or something along those lines the people who push this scheme often say well we're gonna cut all the other programs we're gonna eliminate health care Medicare Medicaid we're gonna cut food stamps we're gonna cut all the social safety programs that are there today and we're just gonna give everybody a check and say figure it out no forget to save for your retirement because Social Security is gone don't forget to put aside some money in case you have a health emergency . don't forget to say so it's up to you right so while the middle class and the poor are struggling to figure out how to deal with you know the loss of all these other programs . and they've got their thirty thousand dollars the rich are doing what take their thirty thousand dollars and they buy shares of stock right or they buy you know some other asset that's gonna appreciate over time. so you say we have income from wealth inequality that looks like this actually my hands won't go high enough right but it looks like this and the UBI the basic income gives everybody 30,000 and so you would think it does nothing to diminish the inequality but my concern is it actually exacerbates the inequality why because the rich are going to invest and their wealth is going to grow as a result of this and the poor are going to eat their apples not buy shares of Apple. 
Q: 
right and it will still be looked at as a welfare program as a giveaway as an entitlement which will be cut at any point exactly right and it's diminishing the person that gets it I mean everybody wants to work for their light livelihood they want to contribute to society and as you said staying at home and just collecting a cheque is not very it's sometimes very debilitating so 
K:
yeah I mean there you know there are examples you know people will often point to Alaska and I say well in Alaska people get a check they get a dividend well right but it's not a living wage it's a modest check maybe it's 1200 1400 and it varies depending upon oil revenues right and there are other countries that do something like this a citizen dividend something like that that could be a fine thing to do to sort of top up the incomes of people on a periodic basis but to eviscerate the social safety nets that exist today on the promise that don't worry we're gonna send you a check guess what's gonna be the first thing that gets cut by the next Congress as soon as it passes it's gonna be the free money. because that's the last thing you know that the perception is going to be well why are we sending free money we have to cut that and meanwhile you will have given up Social Security. and they'll swil have been lost so I definitely prefer the idea of going in with a bottom up program . and that's what the federal job guarantee would be it aims directly at the people who need it most and gets the unemployed it lifts their wages and so it reduces income and wealth inequality simply by raising the floo. right. and and so it addresses that problem and avoids the problem of a exacerbating inequality. 
Q: 
let me play devil's advocate in a bit for the people that are unemployed that are not they don't have any training do you have much training involved in this . 
K: 
we envision that so there can be for certain workers right you got to kind of learn something about the worker this is not a cookie cutter kind of a program so if there's someone that you feel with some specialized training apprenticeships that sort of a thing those programs should be available and part of this program if you can transition a worker quickly. from this kind of employment back into private sector or other types of employment with some skill upgrades or minimal sorts of investments then that certainly makes sense to us but what you don't want to do is train people for jobs that don't exist you don't want to set them up for failure and you don't want to say the reason that you're unemployed something wrong with you you're you're lacking you're deficient and then you change the worker in certain ways and you send them back out there and they fail again and if the problem isn't the worker the problem is the economy itself there's something wrong with the system that can't generate employment for everybody in the economy and that's the problem that we have and have always had in quite frankly will always have in a market economy a certain segment of the population will always be unuseful in the sense that private employers don't want to hire all of the labor that wants to work and so you've got to figure out how to deal with that do you just allow them to sit unemployed you send them unemployment compensation or do you do something else that gives them a better shot makes better use of them brings them in is more inclusive makes them feel part of the economy and allows them to contribute because you're right they would rather contribute then sit home and collect a check you know in some countries the government the industry and the unions get together and they actually plan in advance what the needs are for the country for the industry and train. 

people so that they don't go through the pain of getting these pink slips and then they're out of work and then they have to go look for work but they plan ahead and say okay we're going to retrain you while you have this job which is going to be obsolete at some point we're going to train you for this future job have you envisioned anything like that I think that that is definitely part of what we envision because again as you transition toward green energy you're gonna have to have workers with different skill sets and as we close coal plants and transition away from fossil fuels we're gonna need workers with a different skill set okay. and so some of what you can have people doing in this program is retraining in a way that prepares them for the kind of work around which you want to center your economic activity okay we've talked about infrastructure we've talked about renewables you also mention care caring for elders for children teachers aides again devil's advocate how are you going to vet the job seekers to make sure that our children and our elders are safe and that they are qualified to take care of them good question and an important concern right you you definitely want to be careful about the kinds of people that you're putting into facilities where children and elderly folks and so you do it the way you do it today background checks careful scrutinize ation of an individual's prior employment record. and history job referrals references all you take every precaution that you can but you know our schools our nurseries our elder facilities they're willfully understaffed and so what you want are people working alongside you know you want aides you want an extra pair of hands in the room and so there's going to be lots of oversight okay let's talk about the economy. can you tell me what positive effects there would be on the the economy whether or not it would affect state local budgets and then as a counterweight what negative effects might there be and how would you mitigate them so if we were to do this in the way that we look at in the paper which again is really ambitious right what we find is that employing 15 to 19 million people puts additional income into that many people's hands which then the most most of that gets spent into the economy which through secondary effects has you know positive spillover to the economy right yeah I get a job I currently don't now I have a job and I have an income I go out and I spend now some restaurant gets you know some revenue that they wouldn't have gotten otherwise in profit so they hire another busboy and you you know how the the multiplier works in economics you know you get a benefit to the economy as a whole so our research says that this kind of program would add 500 to 600 billion dollars a year on average to real GDP so it's a real shot in the arm for the economy and of course if you take 15 million or so people and give them an income that they then start spending into the economy you would expect a pretty significant boost to economic activity the concern would be but what if you overheat things what if all of that spending is just too much and the economy can't accommodate all of that additional demand .
then you'd end up with an inflation problem which would be potentially disastrous depending on how bad it got but what we were able to show is that there's so much slack in the economy today businesses are operating with all kinds of extra unused capacity there's plenty of room to ramp up demand without creating an inflation problem there you know people will say the economy is close to full employment but if you actually look at how much spare capacity there is we can fill huge void adding to real GDP raising incomes boosting economic output with a modest increase in inflation and so that's what we would be looking at that would be the risk how much will this cost well it depends how many people take it up but our estimates are between 1 and 1/2 percent of GDP and 3 percent of GDP so it's really fairly modest if you think you're getting 15 million or so people employed at $15 an hour with benefits. and healthcare and you say and it costs only one and a half percent of our national GDP that's a pretty good deal yeah yeah it sounds like you're talking about trickle across rather than trickle down and it would be great to have these things be discussed at the table when they're talking about tax cuts which will cost just as much for the top one percent instead of helping the economy and helping the average American exactly yeah that's exactly right we're already talking about doing something big and ambitious the problem is we're talking about doing it for the people who are already extremely well-off and so the tax cuts that are being pushed on the hill right now overwhelmingly benefit those at the very top but the price tag is not dissimilar so if you say well we're willing to do a trillion and a half right adding to the deficit in order to do tax cuts what else could we do if we're willing to do that what else could we do and and this is the kind of thing if you were comparing it side-by-side which one has the greater potential to boost employment to raise wages all the things that they tell us the tax cuts are going to do they're gonna lead to job creation and wages are going to go up and all this kind of stuff side by side this is clearly the plan that gets you there most directly Stephanie this is a very ambitious plan and it is something that we should be talking about and as you said across from other issues what we I find very difficult is that too often people are on the defensive and saying no we can't we can't do that that's terrible but never offering ambitious ideas we're setting much lower setting our sights much lower and accepting much less. 
you have to give the Republicans something right now that they are being bold they're wrong in my opinion but they're being bold and we need to do that much more effectively yeah you know it's funny they're selling in terms of the way they're marketing this it's very optimistic and it is very ambitious and they're saying what we have isn't good enough and we can grow fast or even have three and a half we can have 4% growth we can have more jobs we can have higher wages if people like the way that that sounds and you know it sounds better than someone I think saying the economy is already at full employment this is as good as it gets what are you talking about you know so the the minimum wage in this country isn't $7.25 an hour the minimum wage is zero because that's the wage that people get if they're unemployed they don't get $7 and ninety-five cents an hour they get zero and a program like this makes the minimum wage a genuine minimum wage it becomes the de-facto minimum wage for everyone the least you can get if you're willing to work is 15 bucks an hour this idea I mean this is might be your brainchild in terms of putting together this whole approach but it seems to be in the ether now I mean a number of people are coming out and saying. 
we need a jobs a national jobs program so tell our audience about some of the folks that are coming out they're unlikely and so that's a good sign some are unlikely that is for sure you know my colleagues and I have been working on this for a long time but there are others and they're important I'd like to just mention a couple of them one is an economist at Duke University his name is sandy dirty William sandy dirty and he frequently co-authors with another economist from the new school named Eric Hamilton and Derek Hamilton and Sandy daredi have been just relentless champions for a federal job guarantee for so many years and they were finally recognized by Politico. 
this year as one of the Politico 50 so one of the 50 people who are most having an impact on the political discourse so that was a pretty big deal in terms of getting that kind of on the national stage but more recently Kevin Hassett who is the current President of the Council of Economic Advisers made comments that what he believes that we need is a new New Deal now these are and that's the Trump administration yes this is Donald Trump's appointee to be the head of the Council of Economic Advisors and so his economic advice includes in part maybe we should revise the New Deal and start thinking about federal government directly employing people now this is pretty crazy stuff from a party that is you know known for telling us the government can't create jobs and here's a guy saying actually we should be creating jobs directly and so that's Kevin Hassett one and then just days later Bob Rubin who was Treasury secretary under Bill Clinton Rubin writes an op-ed in The New York Times.
and he makes the case for a Fed funded job program.
and he says it ought to be at a living wage it ought to include benefits and it should be open to the formerly incarcerated right it should include so this is like yeah really crazy stuff bipartisan you've got a Democrat former you know Democrat Democratic administration current Republican administration both of them talking about .
the need to pretend this isn't an economy in which many people say we're at full employment and this is when this conversation is taking place so people are starting to think.

what are we going to do to ensure.
and I think it has maybe something to do with this populist kind of bubbling up that people are sensing that something's not right and and we have to begin to address and if this is going to require fundamental change in the the way that we organize work in this country to ensure that people have opportunities and we have to just build it into the system it's got to be baked in that you have a right to come in and and get a job and we're not gonna leave you out we're not gonna leave you behind we're gonna create the work for you if the economy doesn't offer it will make sure that you have it.
and it's coming from some pretty unlikely places right now.

that sounds hopeful I think that any of us can look around our communities and see that there's a lot of work that needs to be done and this seems to be a good answer.
I hope that we will be able to create a public space for discussion and debate on this ambitious idea and have the policymakers really take it seriously I think one of the things that's difficult is always to try to get beyond.
the first initial response which is oh that's too progressive or that is going to cost too much.
so join me in helping create that space and thank you so much for your ongoing work on the economy.

    完全雇用と低インフレを維持するために、ラーナーは政府が常に経済を注視すべきだと言う。何か経済の均衡が崩れるようなことが起これば、政府が税制や支出の方法を変えるなど財政政策を通じて対応する。減税を迅速に、そして適切な対象に向けて実施すれば、失業を抑えるのに役立つ可能性がある。適切な対象とは手元のお金が増えればすぐに支出し、経済に戻す可能性が高い人々だ。減税の効果を高めるには、新たな収入の支出性向が高い人を受益者とする必要がある。トランプ政権の個人所得税の減税に経済全体を押し上げる効果がほとんどなかったのは、その恩恵が所得階層の最も上のほうにいる人々にひどく偏っていたからだ。減税額の八〇%以上が、所得上位一%の手に渡った。低所得層や中所得層は手元のお金が増えればその大部分を支出にまわすのに対し、富裕層はお金を渡してもそれほど支出を増やさない。
     適切な対象への減税には効果があるかもしれないが、総支出を維持したければ、もっと直接的な方法もある。政府自ら支出を増やすことだ。減税が適切な層を対象としたほうが不適切な層を対象とするより効果が高いのと同じように、政府支出も正しい対象を選んだほうが効果は高まる。経済学者は財政の乗数効果が高い事業に支出すべきだと言う。財政の乗数効果が高いとは、最初に政府が支出した資金が誰かの手に渡るたびにより多くの支出となり、経済に新たな需要が生まれることを意味する。政府支出の景気刺激効果を最大限引き出すには、財政支出の増加を、その「財源」となる増税と抱き合わせにしてはならない、とラーナーは強く主張した。ペイゴー原則のようなルールは設けず、インフレ圧力を抑える必要性が生じるまで増税をすべきではない、と(21)。インフレ率が徐々に上昇し始めたら、議会は増税や支出削減によって対応すればいい。そして失業率が突然上昇したら、議会は減税や支出拡大を検討する必要がある。
     ラーナーの洞察はMMTにおいても必要なものだが、十分ではない。MMTも経済を均衡させる手段として金利(金融政策)より税金や支出の調整(財政政策)を重視すべきだと考える。また財政赤字そのものは良くも悪くもない、という点についても同意見だ。重要なのは政府の財政が黒字か赤字かではなく、政府が経済全体に良い効果をもたらすために財政手段を活用しているかどうかだ。税金は購買力を抑える重要な手段である、責任ある財政運営をしているように見せかけるためだけに増税をすべきではない、という点も一致している。しかしラーナーの処方箋では、まだあまりに多くの人が失業を免れない。
     五三五人の議員が明日突然ラーナーの言うとおりに財政政策を実施することに合意したとしても、経済から非自発的失業を完全になくすことはできない。求職者が全員仕事を見つけられるようになるほど、議会が経済の環境変化に合わせて迅速に政策のハンドルを切ることは不可能だからだ。せいぜい完全雇用に近い状態は達成できても、常に相当な数の国民が雇用市場から締め出される。またインフレが加速し始めたとき、それを抑制する手段として議会の支出と税制の調整だけに頼るのでは力不足だ。MMTは政府の裁量的財政政策(ハンドルさばき)を補完するものとして、政府による就業保証プログラム(JGP)を推奨する。いわば完全雇用と物価安定を促す、非裁量的な自動安定化装置だ。
     未舗装の道路を思い浮かべてほしい。順調に運転していても、ときどき陥没やコブにも出くわす。なるべく危険を避けようと運転していても、ときにははまってしまう。そうなったら大変だ。車に高性能な衝撃吸収装置が付いていれば、衝撃は弱まり、それほどダメージを受けないかもしれない。しかし衝撃吸収装置が貧弱であれば、しっかりつかまっていないと危ない。ラーナーの言う財政政策というハンドルを、政府による就業保証という新しい強力な衝撃吸収装置で補強せよ、というのがMMTの主張だ。
     その仕組みはこうだ。
     政府は希望する条件に合った仕事を見つけられないすべての求職者に、仕事と賃金と福利厚生のパッケージを提供する。複数のMMT派経済学者が、政府の提供する仕事はケアエコノミー関連が好ましいと主張している(22)。簡単に言えば政府が求職者に、人と地域社会、地球を大切に(ケア)するような仕事を必ず見つけると保証するわけだ。これは雇用市場にパブリック・オプション(公的雇用という選択肢)を設けることにほかならない。政府はこの制度の下で働く労働者の賃金を決定し、実際に就労する人の数は自由に変動させる(23)。失業者の市場価格はゼロである(現時点では買い手がいない)ため、政府が買い値を提示し、彼らのために市場を創るのだ。それが実現すれば、非自発的失業は消滅する。有給雇用を求める人は誰でも、政府の設定した賃金水準で就業機会を与えられる。
     就業保証の起源は、雇用をすべての国民の経済的権利として政府が保証すべきと考えたフランクリン・D・ルーズベルト大統領にさかのぼる。それはマーチン・ルーサー・キング・ジュニア牧師、その妻であるコレッタ・スコット・キング、そしてフィリップ・ランドルフ牧師の公民権運動の柱でもあった。有力な経済学者であったハイマン・ミンスキーは反貧困に関する研究で、就業保証プログラムをその中核に位置づけた。重要なのは、就業保証を導入すれば、政策当局はNAIRUのような概念を使って雇用市場の余剰を推測する必要がなくなるという点だ。政府は単に賃金を設定し、仕事を求めてきた人を全員採用すればいいだけだ。パブリック・オプションを求める人がいなければ、経済はすでに完全雇用の状態にある。一方、一五〇〇万人が就業保証を求めれば、労働市場に相当な余剰があることになる。経済が活用できていない資源がどれだけあるかを正確に把握する方法は、これしかない。

    内藤論文で私が、これは!と思ったのは、最後の註です。それまで、JGPなど失業対策事業ぐらいにしか考えていなかった。どうやらもっと本質的な重要性があると気づかされた。

    The contributors to this edited collection argue that a flexible Job Guarantee program able to react to an economy's fluctuating need for work would stabilize the labor standard, the value of employment in relation to money. During economic downturns, the program would expand to provide more public sector jobs in response to private sector layoffs. It would then contract when economic growth offered private sector employment opportunities. This flexible full employment program would create a balanced, perpetually active labor force, providing the macroeconomic stability necessary to define a functioning labor standard. Just as the gold standard measured the worth of money against gold reserves, John Milton Keynes argued, so a labor standard ought to measure the value of money in terms of its labor equivalent. However, he failed to account for the fact that, unlike a gold standard, a labor standard does not have any kind of surety that money will continue to match its value in paid work over time. Together, the contributors argue that full employment would provide this missing security and allow authorities to
    define the value equivalencies of money and labor, the way that money once represented its exact equivalent in gold.

    本日、ビル・ミッチェル教授とパブリナ・チェルネバ准教授の参加のもと、MMTの Job Guarantee(就業保障)のオンライン・ディスカッションがありました。その中で、心に留まったモノをつらつらと主に自分用に備忘録メモ。

    ディスカッションの終わりのほうで、ミッチェル先生が自身の体験に基づくエピソードを話します。以前、統合失調症患者の入院施設でリサーチをしたことがあり、精神疾患を抱えるひとたちの就労に何が必要かというプログラムの設計を考え始めます。

    Job Guaranteeは、MMTにおいて価格安定装置として機能するわけですが、ここでは完全雇用を実現するものという一点に焦点を絞ります。完全雇用とは、働きたいと思っている人がみんな仕事についている状態です。働けるけれども働きたくないから働かないというひとはカウントされません。また不完全雇用状態(低賃金状態など)もカウントされませんし、その存在を良しとしません。Job Guaranteeにおいて、不完全雇用は敵です。そして精神疾患や何らかの障害を抱えるひとたちは、就労したいと思っても、なかなか思うように仕事がみつからないという現実があります。では彼らをほおっておいていいのでしょうか。

    ミッチェル先生は言います、モノとしての商品は腐らせたり捨てたりすることもあるかもしれないけれど、人間をほおっておいて腐るままにしておいていいのだろうか。

    なぜJob Guaranteeは国の制度なのかと質問されることがあるそうですが、ミッチェル先生が精神疾患患者の就労プログラムリサーチをしていたとき、民間企業は参加してくれなかったそうです。

    実際にリサーチで精神疾患患者のための就労プログラムを運用し始めると、就労を始めた患者は病状が改善していったそうですが、パフォーマンスが日々変わることもあり、一時的な救済策ではなく恒久的な制度であることが望ましいと思ったそうです。

    そして完全雇用の社会において、Job Guaranteeは制度として最小限度にとどめておくべきで、この制度に就くひとの割合は労働者全体の0.5%程度で済むとの試算だそうです。

    失業という現象が自給自足に近い暮らしをしていた昔はなかった(少なかった?)という話を聞き、一気に理解が進みました。

    時代の流れや要請だとしたら根本的な対処考える必要はありますね。

    人手不足の救世主が、ニート⁉

    深刻な人手不足に悩む建築業界。そんな中、住宅の屋根工事を手がけている「南富士株式会社」は、ニートを集めて屋根職人を養成することで人手不足を解消しています。

    きっかけは、屋根職人の高齢化に悩んでいた南富士の会長が「全国に70万人以上いるニートに職人になってもらおう」とひらめいたことから。
    そこで、全国のニート支援団体に声をかけて、働き手を募集。

    屋根瓦養成プログラムを作成
    そして募集するだけでなく、集まった人のために3カ月間の「屋根職人養成プログラム」を作成しました。

    元ニート専用“屋根職人養成プログラム”って?

    屋根職人養成プログラムは、元ニートに寄り添った細やかな配慮がされています。

    ポイント① 技術の前にまず心構えから

    まずは、技術的な話ではなく「なんのために働くのか」といった、働く心構えについて学びます。

    働く心構え
    これなら、働いた経験がない人や仕事のブランクがある人でも安心です。また委縮させないように、最初は女性が教えるという配慮もしています。

    ポイント② 最初は1日2時間×週2日だけ

    養成プログラムの1週目は、1日2時間の研修を週に2日間だけ。2週目からは講師が男性に変わり、2時間の研修を週3日になります。
    そして、3週目には身体を使った内容になり6時間の研修を3日と、徐々に研修の日数と時間が増えていきます。

    徐々に日数とやるべきことを増やす
    元ニートは、毎日働くということに慣れていません。そのため、徐々に日数とやるべきことを増やしていき、働く環境に慣れてもらうことをねらいとしています。

    養成プログラムを受講中の元ニートからは、「最初は不安が大きくて自分にできるかなと思っていたが、意外とやってみたら楽しい」と、前向きな声がありました。

    屋根職人として大活躍

    実際の現場では、養成プログラムを終えた屋根職人がテキパキと働いています。

    養成プログラムを終えた屋根職人
    3年間で、13人の元ニートが屋根職人として活躍するようになり(※2020年2月現在)、彼らだけで1ヵ月で50棟近く屋根工事を行うため、会社として利益が出ています。

    南富士株式会社には「屋根職人の仕事は、人と関わらず黙々と働けるので、自分に合っている」と話す元ニートの屋根職人がいたり、「素直で真面目な人が多い。ひたむきに努力は続けてくれるので、努力して自信がつくのでは」と話す職員がいます。

    屋根職人が増えることで会社として利益が出るだけでなく、若い人が入ってくることで現場が活性化し、良い循環を生んでいます。

     福利厚生には、貧困削減、長期失業に関連する多くの社会的病理(健康問題、配偶者虐待と家族崩壊、薬物乱用、犯罪)の改善、オン・ザ・ジョブ・トレーニングによる技能強化が含まれる。フォーステイター(Forstater [1999])は、経済の柔軟性を高め、経済環境や社会環境を改善する上で、こうしたプログラムをどのように活用できるかを強調している。このプログラムは、プログラムの仕事に移る選択肢を労働者に与えるので、民間部門の労働条件を改善するだろう。つまり、民間部門の雇用主は、プログラムによって提供されるものと少なくとも同程度の賃金、福利厚生、労働条件を提示しなければならなくなる。労働者はフォーマル・セクターの雇用に吸収され、労働法による保護を受けられるようになるので、インフォーマル・セクターは縮小する。不公平な扱いを受けている労働者が就業保証プログラムで働くという選択肢を手に入れることで、人種や性別による差別もある程度減るだろう。もちろん、このプログラムだけでは差別は無くせない。とはいえ、平等を求める闘いにおいて完全雇用が重要な手段であることは、長い間認識されてきた(Darity [1999])。  
     最後に、統一基準賃金を有するプログラムは経済と物価の安定を促進するのにも役立つと強調する支持者がいる。就業保証プログラムの雇用は、景気後退時に増加し、景気拡大時に縮小する。つまり、民間部門の雇用と反対方向に動くので、プログラムは自動安定装置としての役割を果たす。このプログラムへの支出は、同じく景気後退時に増加して拡大時に減少するから、連邦政府の財政はより反景気循環的になる。
     その上、統一基準賃金は景気過熱時にインフレ圧力を、不況時にはデフレ圧力を弱める。景気過熱時には、民間の雇用主はプログラムの賃金に上乗せした賃金を支払い、プログラムの労働者プールから従業員を採用することができる。このプールは雇用の「予備軍」のような役割を果たし、民間雇用の増加時に賃金上昇圧力を抑える。景気後退時には、民間で人員削減にあった労働者は就業保証プログラムの賃金で働くことができるので、プログラムの賃金は賃金と所得が下落し得る下限を決定する。このあとの小節で、もう少し細かく検討する。
